    The Minister for Foreign Affairs and International Cooperation Bernard MembeThe government is expecting to form an institution for Tanzanians in the Diaspora to enable them to participate in the country’s development activities.

    The Minister for Foreign Affairs and International Cooperation Bernard Membe said this on Saturday when tabling his ministry’s budget estimates for 2009/10.

    He said the formation of the Diaspora institution aims to address several challenges including current laws on employment, land, finance, permits and investment.

    Membe said the laws need to be reviewed to attract those living abroad to invest in the country.

    The Minister also said his ministry was still working on the issue of dual citizenship as a way to improve the investment environment.

    Membe also defended a 17 per cent increase of the ministry’s budget saying it is due to depreciation of the Tanzanian shilling against US Dollars and other foreign currencies.

    He said the increase has caused his ministry to spend more than 80 percent of its budget to purchase foreign currencies annually.

    The Minister said his ministry had received from the Treasury a total of 81,456,495,024/- up to June 2009 which is an increase of 12,050,756,324/-.

    He however said that issues of embezzlement of funds in Tanzanian Embassies abroad will be directed to the Controller and Audit General for corrective measures.

    “Issues concerning fraud and misappropriation in our embassies will be questioned by CAG and not the ministry,” he said.

    Watanzania walio nje na ambao tayari wana uraia wa huko wanakoishi watachangia maendeleo kama Watanzania au kama wageni? Bila ya kuweka sawa hili la urai wa nchi mbili hichi chombo kinaweza kabisa kutokuwa na mafanikio ya kuridhisha. Wenzetu Rwanda, Burundi, Uganda, na Kenya wote wamesharuhusu uraia wa nchi mbili na hatujaona mabadiliko yoyote ya kiharamia au kigaidi yaliyoziathiri nchi hizo kutokana na uamuzi huo.

    Mi nina maoni tofauti. Hivi ni kweli kukosekana uraia wa nchi mbili ndio kigezo cha watanzania tuliopo diaspora kushindwa kuchangia maendeleo nyumbani kwetu? Nahitaji mwangaza katika hili, tena uchambuzi wa kitaalamu na kisayansi. Maswali ninayogubikwa nayo ni:
    je, tuko watanzania wangapi diaspora?
    Je, wengi wetu tunacho cha kuwekeza?
    je, mpaka sasa tunatuma kiasi gani nyumbani?
    je, tukiruhusiwa kurejesha uraia wetu ( kwa wale tulioukana awali) tutaongeza uwekezaji huo kwa kiasi gani?
    Je, tunachohitaji ni uraia wa nchi mbili au preferential treatments dhidi ya wageni wengine (mfano viza, kodi katika uwekezaji) kwa kuwa tuna 'special link' (mahusiano/muingiliano mahususi) na tanzania?
    je, tunalionaje wazo la kuwa raia wa ughaibuni halafu tukawa na hati ya ukazi (residential permit) au kitu kinachofanana na hicho ili kutuwezesha kuingia Tanzania kirahisi na kuwekeza ikibidi?
    je, tumeliangalia hili katika muktadha wa usalama?
    Je, ni vipi kuhusu wenzangu na mie ambao ni wauza madawa ya kulevya huku ughaibuni?na sisi tupewe haki hiyo?au kila case iwe treated on its own merit?

    Je, are we not trying to place the cart before the horse? Si kwamba yafaa tujiridhishe na majibu ya masuala hayo kabla hatujajadili suala la uraia wa nchi mbili?

    Kuna wale waTanzania wanaoishi ughaibuni, ambamo serikali zake zinatoa misaada ya maendeleo kwa Tanzania. Kuna haja ya serikali hizo kuwatumia na kuwaajiri, kwa kiasi kikubwa, wataalamu wa Kitanzania katika miradi mbalimbali ambayo wanayoiendesha huko. Katika kufanya hivyo kutakuwa na faida kubwa mbili: ya pesa zaidi kubaki Tanzania, na miradi inayoendeshwa itakuwa na mtazamo halisi (relevance) unaozingatia mazingira ya Tanzania kutokana na kutumia wataalamu wazalendo.
