When you go through the calculations you finally end up with a number which when you add up the individual digits you get 9(nine) or any of its multiples.
What the game does: it adds the digits you have provided to get a sum, say X, It then check the closest multiple of nine (but must be higher than X), the difference of these two is the number you circled.

Example: if I pick a 4 digit number: 9231, say I jumble them to get 1329,
The difference of the two is:
9231 - 1329 = 7902
If I add up all the digits from 7209, I get 18(the multiple of nine). So say I circle 2 and submit the rest (709), then the program add them to get 16 which is 2 less than closest multiple of nine (18).
The game revolves around simple mathematical principle that, the sum of digits from the difference of two jumbled number is always the multiple of nine.
