[/FONT][FONT=&quot]The overall goal of the Programme is to contribute to poverty reduction and accelerate economic growth on a sustainable basis in Tanzania through enhanced rural incomes and food security.[/FONT]

    [FONT=&quot]Value Addition Specialist will be charged with the following tasks:- [/FONT] [FONT=&quot] [/FONT]
    · [FONT=&quot]Establish the value addition service and capacity building needs of the beneficiaries in the participating districts including identification of qualified Value Addition service providers;[/FONT] · [FONT=&quot]Build the production and marketing decision making capacity of producers/processors/artisans and traders through the facilitation of Value addition knowledge;[/FONT] · [FONT=&quot]Promote producer/processor/ trader and Micro Finance Institutions empowerment through well designed capacity building Programmes to become viable value addition key players[/FONT] · [FONT=&quot]Participate in the promotion and dissemination of appropriate technologies for post-harvest handling and food processing;[/FONT] · [FONT=&quot]Participate in institutionalizing technological skills on the regional level in order to achieve a sustainable know-how transfer on post-harvest management and value addition issues to the Regions and Districts. [/FONT] · [FONT=&quot]Participate in identification of appropriate centres to be used in provision of training on Post-harvest and value addition skills[/FONT] · [FONT=&quot]Provide capacity building support to contracted Value Addition service providers;[/FONT] · [FONT=&quot]Participate in monitoring, supervision missions, mid-term reviews and Programme completion missions;[/FONT] · [FONT=&quot]Backstop Programme implementation at the regional level;[/FONT] · [FONT=&quot]Specifically the Value addition Specialist will participate and focus on technical skills development regarding post-harvest management and value addition for farmer groups and agro-processors.[/FONT] · [FONT=&quot]Undertake any other duties that may be assigned to him/ her by the National Programme Coordinator.[/FONT] [FONT=&quot] [/FONT] [FONT=&quot]Qualifications:[/FONT] [FONT=&quot]Applicants for this post[/FONT] must be [FONT=&quot]professionally qualified with a relevant Master’s degree preferably in food science and technology field and additional training in post-harvest management and processing. [/FONT][FONT=&quot][/FONT] [FONT=&quot] [/FONT] [FONT=&quot]Experience[/FONT][FONT=&quot]:[/FONT] [FONT=&quot]Post-qualified experience with a minimum of five years. The candidate should have extensive experience with value addition and post-harvest technologies, market linkages, as well as design and delivery of client-oriented capacity building and/ or empowerment /Programmes. He/ she should be full computer literate in Ms Excel, Access and word. Past experience of working with a donor funded project would be an added advantage. [/FONT][FONT=&quot]Job Title[/FONT][FONT=&quot]: PROCUREMENT SPECIALIST[/FONT] [FONT=&quot] [/FONT] [FONT=&quot]Responsible to[/FONT][FONT=&quot]: NATIONAL PROGRAMME COORDINATOR[/FONT] [FONT=&quot] [/FONT] [FONT=&quot]Key Duties:[/FONT] [FONT=&quot] [/FONT] [FONT=&quot]Procurement Specialist will be charged with the following tasks:-[/FONT] [FONT=&quot] [/FONT] [FONT=&quot]• [/FONT][FONT=&quot]Establish a procurement management system for the Programme based on the guidelines and procedures for procurement under ADB funded projects, and the Government regulations for the procurement of goods, works and services in line with the Tanzania Public Procurement Act; [/FONT] [FONT=&quot] [/FONT] [FONT=&quot]• [/FONT][FONT=&quot]Monitor procurement implementation and update the procurement plans prepared at the beginning of the project, for the procurement of goods & works, and the procurement of consultants services, annually and whenever it becomes necessary to do so; [/FONT] [FONT=&quot]• [/FONT][FONT=&quot]In consultation with PCT Coordinate the preparation of Terms of Reference (TORs) for the preparation of Requests for Proposals (RFPs) on consulting assignments, and specifications for the preparation of bidding documents for goods using ADB standard documentation [/FONT] [FONT=&quot]• [/FONT][FONT=&quot]Prepare the bidding documents in accordance with the ADB Standard Bidding documents. • Initiate the procurement processes, including those for International and Local Competitive Bidding procedures, ensuring compliance with agreed procurement methods’ thresholds, prior review requirements specific to the Programme , and agreed aggregate threshold amounts for less competitive procurement methods, [/FONT] [FONT=&quot]• [/FONT][FONT=&quot]Identify sources and notifying the potential bidders and consultants of bidding opportunities through advertisements and letters, emails, etc. [/FONT] [FONT=&quot]• [/FONT][FONT=&quot]Review of Bidding Documents and Bid Evaluation Reports submitted by District Councils for award of contracts for works before seeking a ‘No Objection’ from Financiers[/FONT][FONT=&quot][/FONT] [FONT=&quot]• [/FONT][FONT=&quot]Participate in training of various stakeholders on guidelines for procurement under ADB financed Projects[/FONT] [FONT=&quot]• [/FONT][FONT=&quot]Advise the evaluation committee members in the evaluation of the bidding documents/technical proposals in accordance with the ADB standards.
