Sijaliona hilo neno 'it seems' labda ni macho yangu, but back to my point of view, even if you add that word your sentence will read as 'It seems CDM is not united in VISION but united in LEADERSHIP', to me I don't see the problem here MMKJ the unite in leadership leads to a strong vision and mission and not vice versa.

That is to say in any organization it is more difficult to build strong and 'united vision' if you are not united among yourselfs and bare in mind that vision is not an individual opinion does not change frequently there might be flactuations but vision will remain for several years, an employee can't change a vision of the company, same applies to political parties a member can't change the vision of the party new members can join and leave the part but the vision is there to stay.
