ICT VS tatizo la information TZ: Je matendo yanaendana na mahubili yetu?

    Nimeona tujadili hili tatizo la matumizi ya ICT hapa bongo kutokana na experience niliyoiona wakati nafuatilia cheti cha kuzaliwa pale RITA

    Nilienda pale RITA kuchukua cheti cha mtoto, nikiwa na karatasi iliyojazwa pale Muhimbili kuhusu taarifa za mtoto.

    Nilikuta watu wengi na foleni kubwa, ilivyofika zamu yangu niliikabidhi ile karatasi na kuna mtu akaenda kutafuta uthibitisho kwenye ofisi nyingine, alichukua muda kadhaa zaidi ya nusu saa hivi. Baadaye aliniomba taarifa fulani ambazo baadhi yake tayari tulikwisha zitoa pale Muhimbili mf. majina ya wazazi na tarehe za kuzaliwa nk., ndipo nikaruhusiwa nikaripie na baada ya kumaliza huo mzunguko nikaambiwa niende jtatu inayofuata (baada ya wiki moja) nikachukue cheti. Nilitumia kama masaa matatu pale na niliambiwa kuwa “I am luck” kwani kuna watu wanatumia muda mrefu zaidi.

    Wakati naenda RITA niliambiwa kuwa imeboreshwa sana ukiringanisha na ofisi ya vizazi na vifo ya zamani

    1. Tatizo nililoliona pale na ambalo lilikuwepo toka zamani ni kupoteza muda mwingi kufuatilia cheti (siku ya kujaza na kurudi baada ya wiki kufuata cheti)
    2. Kulikuwa na malalamishi mengi pale kuwa vyeti vinakosewa (majina, tarehe za kuzaliwa, nk). Mf. niliouona ni kuwa niliulizwa swali ambalo watu wa muhimbili walikuwa wameliandika tayari, yule mwandishi alikosea spelling na nikaomba nimwandikie pembeni
    3. Handling ya watu pale (mfanyakazi anayepokea watu pale ndiyo huyohuyo wa kutafuta info kwenye ofisi nyingine hivyo anakuwa na mizunguko mingi na kuwachelewesha watu)

    Nilikuwa nilijiuliza yafuatayo

    Faida kubwa za ICT ni hasa suala la Synergies and sharing of data kati ya taasisi zinazokusanya data zinazofanana (mf muhimbili na taasisi nyingine kama RITA)
    1. Kama watu wa Muhimbili wangejaza zile data kwenye computer database (ICT) ambayo inakuwa accessed na RITA na hata taasisi nyingine
    a. kungepunguza sana usumbufu wa kila mara kuulizwa na kunakili swali lilelile. Mf jina, ulizaliwa tar. gani, umri, nk
    b. kungepunguza malalamiko ya kukosea vile vyeti
    2. Yule anayepokea cheti kutoka muhimbili angekuwa na komputa pale mezani yenye database ingemsaidia kucheck na ku verify yale majina na kuongeza information zinazokosekana na kuprint cheti. Tumeona TRA wana database nzuri mf. unavyoenda kulipia road license unapata printout palepale, huhitaji kuandika taarifa zilezile kila mara na kusubili au kurudi siku nyingine.

    Issue hapa ni kwamba ni lini tutaondokana na kutumia mafaili na kusababisha usumbufu mkubwa kwa wananchi hasa wa kuwapotezea muda? Sababu tunafahamu wazi utafutaji wa document kwenye mafaili ulivyo mgumu na kwanini mtu arudi mara mbilimbili kuja kufuata cheti cha mtoto ambaye tayari kuna taarifa zake kutoka muhimbili?
    Ni lini tutaitumia vizuri hii ICT katika kuboresha shughuri zetu na kuokoa muda?

    Je RITA na taasisi nyingine watajivuna vipi kuwa wameboresha hizo shughuli zao na hali bado “Synergies and sharing of data” katika taasisi zinazokusanya data zinazofanana haifanyiki? Maana kutoka kwenye website yao wameandika hivi

    Last summer we did a full system of a certain school in Arusha, some of the things that we did was making a suitable programm for them to manage informations, connection of more than 3 centers to share those informations, a backend place for hr department and other stuff.

    Ok the main reason i mention that is there was some disadvantages the main one is we not only had to train operators how to work with our products but also how to use something called computer, so the school wanted everything to move fast, for that they had to use a shotcut, many people lost there jobs and new ones were brought onboard, most of the people who lost their jobs included the old fashioned ones with huge amount of experience on filing stuff *** in short those experiences were useless ***

    So i think you understand why gov can't jump to applying ICT everywere, is either they set a certain budget for training their staff or fire them.

    I agree the government cannot jump into applying ICT everywhere. To be frank the majority of people in Tanzania are still not comfortable with usign computers, -lets say it is out of their comfort zone.

    Supporting employees in a normal Enterprise itself is a headache. viruses, Trojans , Spware , Crashing desktops whoaa..the list goes on.

    That does not excuse us from starting one step at a time. Alteast they can start by training the current workers on how to use this thing called a computer.

    The opportunity cost of not applying ICT is just unbearable as mentioned by Ng'azagala.

    We live in a world where we cannot afford to live without computers. We have to try and computerize all these departments. The cost of NOT doing so is huge compared to the cost of implementing these systems.

    If Malaysia / Singapore can do it so can we.

    some of the staff (at RITA) were young ones, my assumption is that they have been recruited not long ago, therefore they should be confortable with computer and ICT in general, (why recruit someone who has no knowlege of computer). There should be a problem with their HR because their vision is to become the most efficient and effective Registration, Insolvency and Trusteeship service provider.

    I didnt Know If RITA wana tatizo hilo may be dar..but in some cases wanaajiri some young people who dont have experiance kwenye IT.Then wanawapa major task...kwa issue ya mkuu hapo juu ina maana kuwa alienda kuangalia kwenye database yao au kwingine ambayo iko kwenye system.Pengine na mtu huyu hata uelewa wa system nzima au ana jifunza.

    Solution according to my understanding....kwa kuwa RITA wanajienga jina na wanataka pesa vile vile...probably na wanataka kubana matumizi ndio maana wana tafuta cheap..labour hao wasio na experiance....ningewashauri watafuta mtu mmoja au wawili wenye experiance na system za namna hiyo...wawape big money..wawafanye kazi kwa muda furani(One Year au Two Yrs) na ku train hao young employee....hii ni nzuri kwani watakuwa na watu walio fundishwa...na wanao juakazi...then watajenga jina kwa kuwa most efficient and effective Registration, Insolvency and Trusteeship service provider.We are out here doint the same thing for the most big company....they can use us...RITA mza i have done for them as part time i hope they are doing fine guys overthere.
