    INTRA HEALTH International, Inc. is an innovative global initiative funded by the United States Agency for International Development (USAID) is currently accepting applications for The Human Resource Information Systems (HRIS) Advisor position within the Tanzania Human Resources for Health Capacity Project (THRP). The goal of the THRP is to strengthen and scale up central- and district-level systems in both the public and private sectors for planning, recruiting, managing and maintaining human resources.

    The HRIS Advisor will serve as the liaison between the PMO-RALG, IntraHealth Dar es Salaam office, MOHSW, and other HRH stakeholders involved in developing HR information systems. Primary duties will be overseeing the project implementation workplan, budget, and coordinating all hardware and software installations in District offices as well as any additional requirements made by PMO-RALG. The seconded HRIS Advisor will report directly to an authority to be determined by PMO-RALG and to IntraHealth's HRIS Specialist. The HRIS Advisor will work with key PMOORALG, IntraHealth Tanzania and local government authority stakeholders to identify and implement necessary infrastructure improvements and to facilitate approval and documentation of system customization requirements including development of policy questions, use cases, and functional requirements including provision and/or coordination of training necessary for the on-going sustainability of the HRIS.

    The HRIS Advisor will work closely with PMO-RALG and IntraHealth Tanzania staff to develop an approved data collection plan and related forms. Accurate and comprehensive data collection includes working at the central level as well as all levels ofLGAs to ensure regular and consistent data collection. As required, supervise data entry activities which include entry of new records, entry of data updates collected from districts and facilities, and import of existing data.


    • Bachelor's degree in Computer Science or Information Technology, software engineering, or related field.
    • Five or more years of project management experience in an information technology field, especially management or coordination of software development projects.
    • Demonstrated knowledge of data collection including collection processes and data quality management.
    • Demonstrated knowledge of technology training practices for groups and individuals.
    • Ability to anticipate and prioritize task assignments and use resources effectively and efficiently.
    • Ability to analyze data according to protocols, compile information and prepare project reports.
    • Ability to lead and facilitate meetings and obtain approval for defmed meeting objectives.
    • Excellent oral and written communication skills in English. Ability to work in a Kiswahili is recommended.
    • Computer literacy in Word, Excel, and Power Point; Open source technologies background is strongly preferred.
    • Ability to travel up to 50% in Tanzania and occasionally internationally.
