    Kasia and I are honoured and delighted to welcome you all here to celebrate the official birthday of Her Majesty Queen Elizabeth II. If any of us are still as active as her when we are 82 years old, I’ll eat my hat – as her husband Prince Philip would say.

    It’s hard for us to believe that this is already the third time Kasia and I have celebrated the Queen’s Birthday here with all of you in Dar es Salaam. The last two times coincided with moments of tense hope for English teams on the international football field. This evening we are serenely untroubled by any such anxiety, tumshukuru Mungu.

    The last twelve months have been interesting: a new Prime Minister; shifts in the political landscape; backbench rebellions; international sporting disappointment – and all of these things on both Tanzania and the United Kingdom, only confirming the sense of kindred spirit and shared experience between our two great nations as we take forward our partnership for prosperity, peace and security.

    The change of Prime Minister in Tanzania gives me my text for this evening. The most avid observers among you will remember that, when Mizengo Peter Pinda was appointed, his parish in Kinondoni held a special Mass of thanksgiving and prayer for his success. And the theme of the parish priest’s sermon was “Usiogope” – “Do not be afraid” – the most repeated phrase in the Christian New Testament.

    “Do not be afraid”: that is what the angel says to Mary when he tells her she will be the mother of Jesus; it is what the angel says when he tells the shepherds that Jesus has been born; it’s how Jesus often greets his disciples.

    Don’t worry – indeed, do not be afraid – the High Commissioner hasn’t finally flipped his lid and decided to preach a sermon. But those words of encouragement – “Do not be afraid” – are so important for all of us, whether we’re Christian, Muslim, Hindu, Sikh, Buddhist, or of no religion at all.
    Do not be afraid: despite all the challenges, the future of Tanzania can be bright. With her stability, social cohesion, increasingly lively democracy, good macroeconomics, huge unrealised economic potential, dynamic President committed to progress, and an abundance of international goodwill, Tanzania has the opportunity to be transfigured. Tanzania is not a poor country. Her people do not need to be poor. The hope I have seen in the eyes of children in villages in Lindi, Mbeya, Ruvuma and Iringa; in Kagera, Kigoma and Morogoro; and in the eyes of children at the Dogodogo Centre here in Dar es Salaam – that hope does not have to be disappointed, if we all play our part.

    Do not be afraid – and all of these admonitions apply to all of us – do not be afraid to grasp the opportunities which are there for Tanzania now.

    Do not be afraid to face down the vested interests who would block progress for their own selfish reasons.

    Do not be afraid to relinquish control or involvement, nor to stand back when the job is best left to others.

    Do not be afraid to investigate and prosecute crimes when the evidence and public interest warrant it, however powerful the suspects may seem. (And remember: nothing is more passing than human power.)

    Do not be afraid to promote competence and integrity, and root out inefficiency and dishonesty.

    But also: do not be afraid to place trust in your friends when they deserve that trust.

    And do not be afraid to take risks when the potential benefits justify them.

    Do not be afraid to acknowledge constraints. People are often saying, “If only the government would do x or y.” It’s worth reminding ourselves that the Tanzanian government’s total budget for the year just ending has been roughly $5bn. That is what British consumers spend on DVDs each year. It’s 2.5% of the annual budget of the National Health Service. It’s a quarter of what British gamblers lose each year. I am ashamed to say it’s a third of the estimated value of food thrown away in the UK each year. And that is what the government of this country has to provide education, healthcare, infrastructure and security for nearly 40 million people in a territory four times the size of the UK. Think about it.

    Do not be afraid to change your mind and change your policy, if it’s clear that another course is better.

    Do not be afraid to give the private sector the space and freedom and confidence to create jobs and wealth and economic growth.

    Do not be afraid to speak truth unto power, especially when that power is trampling human dignity and threatening the stability of its region.

    Do not be afraid to celebrate success and give praise where praise is due – and much praise is due for Tanzania’s role in this region over the last few months: a crucial contribution to political reconciliation in Kenya; the ending of rebellion in the Comoros; progress in the Burundi peace process; agreement to give Tanzanian citizenship to hundreds of thousands of refugees; facilitation of talks to foster peace in the Great Lakes region; and effective representation of Africa’s interests by President Kikwete as Chair of the African Union.

    One last thing not to fear: do not be afraid to keep your speeches bold and short.

    So with that, I ask you to raise your glasses in a toast to the prosperity, peace and health of His Excellency President Jakaya Mrisho Kikwete and the people of the United Republic of Tanzania.

    Kiswahili

    Kasia na mimi tumepewa heshima na tuna furaha kuwakaribisha nyote hapa ili kusherehekea siku rasmi ya kuzaliwa Malkia Elizabeth (wa pili). Kama kuna mtu kati yetu hapa ambaye atakuwa na nguvu kama yeye akiwa na umri wa miaka themanini na miwili (82), basi "I’ll eat my hat" - kama mumewe Prince Philip anavyosema.

    Ni vigumu kwetu kuamini kwamba tayari hii ni mara ya tatu Kasia na mimi tumesherehekea siku ya kuzaliwa Malkia na ninyi nyote hapa Dar es Salaam. Mara mbili za mwisho sherehe kama hii ilikwenda sambamba na wakati ambapo timu za Uingereza zilikuwa na wasiwasi na matarajio yao ya kutwaa ubingwa katika soka la kimataifa. Usiku wa leo hatutakuwa tukisumbuliwa na wasiwasi kama huo, tumshukuru Mungu.

    Miezi kumi na miwili iliyopita imekuwa ya kuvutia: Waziri Mkuu mpya; mabadiliko katika mitazamo ya kisiasa; upinzani wa kisiasa bungeni; kutofanya vizuri katika michezo ya kimataifa - na mambo yote haya kwa nchi zote mbili, Tanzania na Uingereza, yanathibitisha moyo na ushirikiano uliopo kati ya nchi zetu kubwa hizi mbili; na tukiundeleza ushirikiano wetu kwa ajili ya usitawi, amani na usalama.

    Mabadiliko ya Waziri Mkuu Tanzania yananipa fursa kusema maneno kadhaa usiku huu. Kwa wachunguzi makini kati yenu mtakumbuka kwamba wakati Mheshimiwa Mizengo Peter Pinda anachaguliwa, Parokia yake ya Kinondoni iliandaa misa maalum ya shukrani na sala kumwombea mafanikio. Na wazo kuu la padri wa Parokia hiyo lilikuwa "Usiogope" - neno linalorudiwa mara nyingi katika Agano Jipya la Biblia.

    "Usiogope": Hivyo ndivyo malaika alivyomwambia Mariam alipomjulisha kuwa atakuwa ni mama wa Yesu; na ndivyo pia malakia anavyosema pale alivyowaambia Mamajusi kwamba mtoto Yesu amezaliwa; na vile vile ndivyo Yesu alivyowasalimu wafuasi wake.

    "Usiogope": na kwa kweli usiogope - sio kama eti Balozi ameamua kuendesha misa. Lakini maneno haya ya kutia moyo - "Usiogope" - ni muhimu sana kwetu sote, tuwe Wakristo, Waislamu, Wahindu, Singasinga, Wabuda, au wale wasio na dini.
    "Usiogope": Pamoja na changamoto zote, kuna nuru katika hali ya baadaye ya Tanzania. Ikiwa katika hali ya utulivu, mshikamano wa kijamii, demokrasia hai, uchumi mzuri, fursa kubwa za kiuchumi ambazo hazijatumika kikamilifu, Rais mwenye uwezo; na utashi kutoka jumuiya ya kimataifa, Tanzania ina nafasi kubwa ya kubadilika. Tanzania sio nchi masikini. Wananchi wake hawapaswi kuwa masikini. Matumaini ambayo nimeyaona katika macho ya watoto katika vijiji vya Lindi, Mbeya, Ruvuma na Iringa; kule Kagera, Kigoma na Morogoro; na katika macho ya watoto wa Kituo cha Dogodogo hapa Dar es Salaam - hakika matumaini hayo yasivunjwe moyo, na hili linawezekana endapo sisi sote tutatekeleza wajibu wetu.
    Usiogope – na maonyo yote haya yanatuhusu sisi sote - usiogope kuzitwaa fursa ambazo zinapatikana sasa kwa nchi ya Tanzania.

    Usiogope kukabiliana na watu wenye maslahi binafsi ambao wanajaribu kuzuia maendeleo kwa sababu zao za kichoyo.

    Usiogope kuachia hatamu au wadhifa, au usiogope kuachia ngazi pale ambapo kazi fulani yaweza kufanywa vizuri na wengine.

    Usiogope kuchunguza na kushitaki maovu endapo ushahidi na maslahi ya umma yanakuhitaji ufanye hivyo, bila kujali kuwa watuhumiwa ni watu mashuhuri kiasi gani… (Na tukumbuke: hakuna kitu kikubwa kuliko uwezo wa binadamu)

    Usiogope kuendeleza na kuhamasisha ufanisi pamoja na uadilifu, na pia kuung'oa uzembe na udanganyifu.

    Lakini pia: usiogope kuwaamini marafiki zako kama wanastahili uwape uaminifu huo.

    Pia tusiogope kuchukua maamuzi yanayoweza kuonekana ya hatari - wakati tayari maamuzi hayo yamekwisha kuhalalishwa na viashiria vya faida yake.

    Tusiogope kukiri uwepo wa vizingiti. Mara nyingi watu wanasema, "Yaani kama Serikali ingefanya hivi au vile…" Ni vizuri tukajikumbusha kwamba bajeti yote ya Serikali ya Tanzania, kwa kipindi cha mwaka uliopita, ilikuwa takribani Dola bilioni 5. Kiasi hiki ni sawa kabisa na kiasi cha fedha ambacho Waingereza wanakitumia katika kununua mikanda ya DVD kwa mwaka. Hii pia ni sawa na asilimia 2.5 tu ya bajeti ya Afya ya Uingereza. Aidha, kiasi hicho ni sawa kabisa na robo ya fedha ambayo wacheza kamari wa Uingereza wanakipoteza kwa mwaka. Pia ninasikitika kusema kwamba kiasi hiki ni sawa kabisa na makadirio ya thamani ya chakula kinachotupwa kama mabaki nchini Uingereza. Hivyo, hiki ndicho kiwango halisi cha fedha ambacho Serikali ya Tanzania inacho ili kuweza kuwapatia wananchi wake huduma ya elimu, afya, miundombinu pamoja na ulinzi kwa takribani wananchi milioni 40 waishio katika nchi hii - ambayo ni kubwa zaidi, mara nne kwa Uingereza.

    Msiogope pia kubadili fikra zetu pamoja na sera zenu, endapo itajidhihirisha wazi kwamba uelekeo mpya ni sahihi.

    Msiogope kuipatia sekta binafsi fursa, uhuru pamoja na kujiamini katika kuongeza nafasi za ajira, tija na ukuaji wa uchumi.

    Msiogope pia kusema ukweli juu ya dola, hasa pale dola inapotishia ustawi wa heshima ya binadamu na utulivu katika ukanda huu.

    Tusiogope kusheherekea mafanikio na kutoa sifa pale inapostahili - na kwa hili sifa kubwa ziiendee Tanzania kwa mchango wake mkubwa katika ukanda huu wa Afrika kwa kipindi cha miezi michache iliyopita: kwa mchango muhimu katika kuleta mapatano ya kisiasa nchini Kenya; kusaidia kutokomeza uvamizi katika visiwa vya Comoro; kusaidia mafanikio katika mchakato wa amani nchini Burundi; kukubali kuwapatia uraia wa Tanzania mamia ya maelfu ya wakimbizi; kuwezesha kufanyika kwa mazungumzo ya amani kwa ukanda wa Maziwa Makuu, pamoja na uwakilishi mzuri wa masuala ya kimaslahi ya bara la Afrika, unaofanywa na Rais Jakaya Kikwete, kama mwenyekiti wa Umoja wa Afrika.

    Jambo la mwisho la kutoogopa ni: kutoogopa kuwa na hotuba fupi na ya kijasiri.

    Kwa hiyo katika hili, ninawaomba kuinua glasi zenu na kuzigonganisha kwa ajili ya mafanikio, amani na afya ya Rais Jakaya Mrisho Kikwete pamoja na wananchi wa Jamhuri ya Muungano wa Tanzania.

    Maneno mazito sana haya. Tukiongea humu, supporters wa CCM nadhani wao hawayajui haya au wanaamua kudemonize wengine kwamba ni wazushi na chuki binafsi dhidi ya serikali yetu or..simply because they have defend the government?

    Habari ndiyo hiyo! Tuchambue mchele na pumba. Mheshimiwa Balozi kayaona, sisi je? na tunafanya nini?

    Woga ni sumaku ya kuvuta kile kilichouchochea au kuusababisha.

    Mbwa anayetishia...Kundi la watu....anaweza kumgundua yule aliyezalisha woga mwingi ...kwani ule woga unamvuta kuelekea kwa mzalishaji..na hivyo muadhirika WA KUUZALISHA WOGA ANALIWA....na kuwa kitoweo. Hii ni kweli kwa wanyama wote wala nyama...bila kumuondoa fisadi mwanadamu.

    Fisadi ni zaidi ya Mbwa mwitu...kwani ni mwanadamu aliyeukana utu na kuuvaa unyama ..na kuwa zaidi ya chui au simba.

    Fisadi Sio functional kama hakuna media ya woga ya kumuwezesha..

    So tuseme hivi...Wana JF tusiogope...ni dhambi mbaya kuliko zote.

    Fisadi Hana lolote kama emission ya woga toka kwa wawezeshaji wake ni 0%

    Watanzania watoe woga wasonge mbele.

    This is a challenge for the people of this country.Let the heads roll and try to find a viable solution to our problems.
    CCM is not to blame but the overall atitude of this country and her people.We need to overhaul and install the atitude of thinking,doing and living.

    and remember, among that 5 billion dollars of our budget, more than 40 percent was from donnors, this means, we by our selves, we surely have a verry little of our own!. yet this can cleary show, if you steal a shilling, it is perhaps equivalent to the person who steal thousands in the US. Think about it!.

    Kwa nini umeanza kwanza na kiingereza halafu ndiyo Kiswahili, ilipaswa iwe kinyume chake yaani Kiswahili kwanza halafu ndio lugha ya kigeni.....

    Ndugu ni kwa sababu iliandikwa kiingereza halafu ikatafsiriwa kiswahili. lakini ungeniPM kuniuliza hili swali la kitoto kuliko kupoteza muda muhimu wa wapiganaji(-Kada).

    Hili sio kwamba hawalioni, la! hasha wanaliona ndo maana kada kaja na swali lisilo na mantiki ili kupoteza mwelekeo wa mjadala. Nchi ambayo deposit ya kila aina ya madini na ambayo hayapatikani kwenye nchi nyingine yeyote isipokuwa tanzania ndo budget yetu hiyo sawa na takataka za UK.

    This is the great challenge to our leaders kuacha kuuza nchi kwa wadhungu na kuwanufaisha wao wakati watanzania wanakufa kwa umasiki.

    kama ungeliewa swali langu na kulitafakari kwa kina labda ungepata majibu ya maswali unayouliza... sasa kwa maana umesema swali langu halina mantiki basi inaonyesha haujaliewa kwani jibu lake linatoa majibu ya maswali mengi sana ktk jamii yetu ikiwa ni pamoja viongozi wetu kuuza nchi kwa wageni........tafakari saa zingine ni ngumu kuelewa lkni inalipa kuelewa....

    Jamani naona sasa mpaka mabalozi wanaanza kuingilia kati kutupigia kelele za Watanzania amkeni!!!! Tatizo kubwa ni kudumaa kwa fikra za viongozi wetu ambao wamekuwa wale wale tu tangu uhuru! Tunahitaji damu changa, yenye hamasa na ari ya kweli ya kujenga nchi hii, na sio mtandao wa mafisadi wachache wanaolindana kwa faida yao binafsi na familia zao.

    Ama hakika nimeguswa sana na hotuba ya balozi! Hotuba kama hizi hutolewa na watu wachache wenye hisia za kweli, wasio wanafiki na wenye kusimamia ukweli na haki. Haina tofauti sana na ile la hayati Martin Luther King Jr....I have a Dream!!!

    Masanja ukisha uwa shabiki wa CCM na muumini wa JK automatically your brain in being crippled na unakuwa umevaa miwani ya chumba na masikio unaziba na zenge ubakia kuwa bwege na kujawa mahasira maana huwezi kuona wala kusikia ni vigumu kuwaza .

    shukrani, bado kuna kazi kubwa kuweza kuifikia bajeti ya UK, Pamoja na mifano mizuri ya balozi huyo ukweli utabaki pale pale kuwa itatuchukua muda mwingine mrefu kufika std za hao jamaa ambao pamoja na udogo wa nchi yao wametuzi mara mbili kwa idadi yao, aidha kimifumo ya maisha wametupita mara tatu zaidi... ingawa sasa kuna baadhi ya vitu ambavyo si vya kunyanyua uchumi tunashindana nao.

    Kwa kuwa tupo nyuma na tumekuwa tegemezi kwa miaka mingi ni vizuri kuachana na aina za mifumo yao na kubuni mfumo mpya ambao utaweza kuinua hali ya wananchi wa chini ili kuweza kukidhi mahitaji yao ya msingi ya kila siku. Ipo haya ya makusudi kabisa ya kuona kuwa tunakuwa na mfumo wenye lengo la kuondoa kero za wananchi wa hali ya chini kwa kujua wanatatizwa na nini na wanataka nini kifanyike kwanza katika kutatua matatizo yao.

    Mipango yote ipangwe kwa kuwashirikisha wananchi wenyewe badala ya mipango ya sasa ambayo hupangwa na wale wasio jua ni nini kinawakera wananchi. Mwananchi awe na sauti katika mipango yote ya maendeleo kuanzia ngazi ya wadi hadi taifa. Hawa wataalamu wawe katika kutekeleza mipango yao na kutoa nasaha ya namna nzuri ya utekelezaji.
