Hotels & National Parks vs. The Ministry of Natural Resources

It is reported that the Tanzanian government lost over 20 Billion Tsh last year because Hotels & National Parks refused to pay consortium fees. Is this a justifiable act of revolt or are there better ways to address these grievances? Because we all know the government needs the money and we need the Hotels & National Parks to be in business to provide employment to people. See this recent video from Bunge and add your thoughts:

This is sad... considering the reputations of the named hotels are quite big within the tourism sector. I wonder why they feel confident enough to forego paying while all others paid it? To answer your questions on whether this is the best way to handle this, I think unless the hotels were somehow justified to not pay their portion of consortium fees, they should be punished and perhaps have their licenses revoked. Its not like they had losses or anything.. or is it?
