TANZANIANS may soon witness trains moving as fast as 120 kilometres per hour as the government mulls introduction of fast moving locomotives in an effort to improve transport services.

The Minister for Infrastructure Development, Dr Shukuru Kawambwa, told the National Assembly here that the trains would be travelling at 120 kilometres per hour, unlike the existing trains which travel at 35 kilometres per hour.



"There’s nowhere in the world where trains are now travelling at 35k/h and China has just introduced trains with 350k/h”, commented Dr Kawambwa.

The minister explained that the government was planning to improve rail tracks by expanding gauge from 1000 metres (Ni 1000 mm) to standard gauge of 1435 metres (ni 1435 milimetres).

Nilikuwa nataka kuanzisha thread maalumu juu ya uwezekano wa kubadilisha reli ya kati upana wake. Ila kiuvivu kikanipitia na nikasahau.

Upana wa reli ya kati wa 1000 mm (1m) kwa kweli umepitwa na wakati na duniani, reli nyingi zinatumia sasa huo upana wa 1.435m. Sina uhakika sana wa Warusi kama wamebadilisha train zao zinazokwenda Western Europe ila zamani nasika walikuwa wakibadilishia matairi ya train na ndipo train linaondoka na kuanza safari kuingia German na linaporudi mchezo unakuwa huohuo.

Upana wa 1m kwa kweli unahasara nyingi sana. Train haliwi stable linapokwenda speed kubwa na hii inaweza kuwa hata inachangia sana kuleta ajali za mara kwa mara reli ya kati. Ila cha muhimu zaidi kwangu mie ni hiki nilitaka kuandika hapo mapema.

Nchi kama German, UK, Ufaransa, Sweden, Japan nk ni watu ambao huwa standard zao ziko juu sana. Hubadilisha mabehewa kabla hayajachakaa sana. Kama tungeliweza kuwa na karakana nzuri ya kuyafanyia matengenezo hayo mabehewa yao waliyoacha kuyatumia kutokana na wenzentu kuwa na speed kubwa sana zaidi hata ya hiyo 120km/hr basi tungelifaidika sana na hii kitu. Nafikiri hawa jamaa wangelitupatia au kutuuzia kwa bei nafuu sana sana. Usiogope ufisadi maana hata kwenye mapya wanaweza kufisadi.

Pia mashine za kutengenezea reli na hata kujenga zitakuwa nyingi sana ziko katika standard hiyo ya 1.345m kuliko hii ya kwetu ya 1m.

Mwisho nafikiri nchi nyingi na makampuni mengi ya jirani wameanza kulalamika kuwa kutumia magari kusafirisha mizigo yao inawacost sana. Hivyo wameanza lobbying ili reli ziwe zinatumika kusafirisha mizigo yao. Kulikuwa na makala moja nilisoma ila sikumbuki wapi wakiweka gharama za kusafirisha mizigo kutoka Kenya hadi Uganda kwa maroli, ilikuwa inatisha. Hivyo tutake au tusitake, Umoja wa Afrika Mashariki kwa hili nina imani watatusukuma ili reli ya kati irudi. Labda ndiyo maana hata mkataba na Wahindi wameuvunja.

Siwezi kufahamu Kawambwa anasema ukweli kiasi gani na PILAU LA UCHAGUZI nalo liko kiasi gani. Ila ukweli ni kwamba reli ya kati lazima tubadilishe UPANA WAKE kama kweli na sisi tunataka kuwa karne walau ya 20. Hayo ya matrain yanayokwenda mwendo wa 120kmphr siwezi amini hadi nione kwanza reli ya kati imelala ikiwa na 1.435m upana.

Nadhani viongozi wa serikali wanajua sana maendeleo ya nchi nyingine kama China Marekani n.k. Na wanapoulizwa maswali, wanakumbuka maendeleo ya wenzao, na wao wanajibu kuwa wana mipango ya kufikia maendeleo hayo bila kuwa na action plan ya kufanikiwa kufikia lengo. Kauli nyingi zinazotolewa na viongozi ni za kisiasa zaidi ya ukweli. Wanajibu ili swali liwe limejibiwa, na kuepukana na adha ambayo wangeipata kama wangejibu ukweli. Siasi za bongo hizo.

Barabara ya Dar Mwanza ilijengwa toka mwaka1982 na hadi leo haijamalika...Kisha bila aibu zinakuja habari za Taini endayo kwa kasi! ama kweli Miafrika jamani tumeshindikana!
Safari hii inajumuisha nchi tatu... Hivyo tofauti itakuwepo!

The Minister for Infrastructure Development, Dr Shukuru Kawambwa, told the National Assembly here that the trains would be travelling at 120 kilometres per hour, unlike the existing trains which travel at 35 kilometres per hour.

Dr Kawambwa was responding to questions by Janeth Kahama (Special Seats-CCM) who wanted to know when the government would introduce double decker coaches in order to transport more passengers.

She also wanted to know measures taken by the government to rehabilitate rail tracks and railway stations which were in dilapidated conditions.

Responding to a supplementary question by Esther Nyawazwa (Special Seats-CCM), the minister said that the slow moving trains were even affecting the economy.

"There’s nowhere in the world where trains are now travelling at 35k/h and China has just introduced trains with 350k/h”, commented Dr Kawambwa.

The minister explained that the government was planning to improve rail tracks by expanding gauge from 1000 metres to standard gauge of 1435 metres.

"The government has already conducted a feasibility study on how to improve railways from Dar es Salaam to Isaka and construction of a new railway line from Isaka-Kigali/Keza-Gitega-Musongati in Burundi in standard gauge.

"The new railway will be a modern one and already 5.2bn/- has been spent on feasibility study and designing will follow", the minister stressed.

Dr Kawambwa noted that according to the feasibility study, containers would be transported in form of double stack.

He added that Tanzania, Burundi and Rwanda were now mobilizing resources for the project through Public Private Partnership (PPP).

Ni upuuzi mtupu, mbona kawambwa kashindwa issue ndogo tu ya TRL na ATCL?

Tatizo la viongozi wa CCM wanadhani ukitamka tu basi nchi inaendelea, kumbe sivyo lazima uwe na mipango inayotekelezeka. Juzi nilitembelea chuo kikuu kimoja mjini Mumbai-india nikaambiwa chuo hicho kimejengwa kwa pesa za serikali ya state/jimbo kwa miaka 11 hado hado, lakini wahuni wa CCM wanadhani lazima wawe na Bilioni 500 mkononi ndo wajenge..hiyo itakuwa ni ndoto.

Kwa mfano kuhusu reli, ni suala la kupanga ktk bajeti kwamba kila mwaka wa fedha kilometa kadhaa hata kama ni 20 zinajengwa baada ya miaka 10 tutakuwa na km 200 ina maana ktk mihula 2 ya rais anaweza kuacha km200 za reli nzuri. vivyo hivyo kwa barabara tungekuwa mbali kwa mpango huu, mbona vibanda vyetu vya kulala tunajenga kwa miaka 10??

Tatizo kubwa la reli ya kati geji ya kizamani hivyo kuifanya kutoweza kubeba mizigo mikubwa wala kukimbia na vile vile haiwezi kuwiana na reli ya tazara. Ingawa pesa zinazohitajika ni nyingi sana lakini divident zake ni kubwa kwani itawezesha hata mizingo[mabehewa] kutoka south afrika hadi kigoma- hata kama trl itashindwa kuitumia ipasavyo basi Reli za tazara na afrika ya kusini zitatuongezea kipato kwa matumizi hayo.
 
kwa miundombinu hii hii au mipya? Maana with that speed we need stable railaway trucks. Siyo hizi mara zimebebwa vyuma chakavu, mara mvua alot of excuses. Vinginevyo tunatengeneza bomu.
