"Zambia President Michael Sata has faced his first wave of public condemnation, since his pomp-packed election last month over two controversial appointments.
President Sata who has enjoyed local and international support due to his repeated assurances to fight corruption appointed Emmanuel Mwamba as permanent secretary for Northern Province. Mr Mwamba was the press aide of Mr Chiluba throughout the late president's seven-year corruption prosecution and is currently appearing in court contempt charges over allegations that he authored articles analysing a murder trial. The private media this week revealed that President Sata had appointed Mr Mwamba and Xavier Chungu, the spy chief during Mr Chiluba's 1991-2001 reigns, as permanent secretary for Luapula Province. Late president Levy Mwanawasa prosecuted Mr Chiluba and Mr Chungu but the latter fled Zambia in 2004 and only returned after Mr Mwanawasa's death in 2008. Mr Chungu, who was jailed for forgery of his passport on return, is still facing corruption cases.
The Law Association of Zambia, the Catholic Church – which constitutes 30 per cent Zambians, Transparency International, and the public have condemned President Sata and demanded the withdrawal of the appointments. "Mr Mwamba, as spokesperson of former President Frederick Chiluba, distinguished himself in the manner that he defended his boss on the various corruption charges against him," said Transparency International Zambia president Reuben Lifuka in a media release. It is difficult for Zambians to believe that Mr Chungu and Mr Mwamba share in the vision for a zero tolerance for corruption, Mr Lifuka said. "We would very strongly urge government to rescind its decision on these appointments and desist in the future from making appointments of persons facing criminal charges or who have been convicted." President Sata denounced public servants for leaking the names of the appointees but has not commented on the ongoing debate. Mr Mwamba has already been sworn in while Mr Chungu's appointment is seemingly withdrawn due to public pressure.
