KUMEKUWA na hisia za kuporomoka kwa hali ya uchumi miongoni mwa wananchi wa kada mbalimbali katika siku za hivi karibuni kutokana na taarifa mbalimbali za mwenendo wa mambo.

Moja ya kundi linaloonekana kukumbwa na wasiwasi huo ni la wanasiasa, hususan wa kambi ya upinzani, wabunge na wafanyabiashara, ambao katika miezi ya karibuni, wamekuwa wakifuatilia kwa karibu mwenendo wa mambo serikalini.

Hata hivyo, hali hiyo imekuwa ni tofauti kidogo kwa wanasiasa kutoka Chama Cha Mapinduzi (CCM) na wale wa serikali, ambao wamekuwa wakifanya juhudi kubwa kuwatoa hofu wananchi.

Taarifa mbili za Waziri wa Fedha, Zakia Meghji kwa wabunge, akianzia na ile aliyoitoa mbele ya Kamati ya Fedha na Uchumi na ya hivi karibuni kabisa aliyoiwasilisha Dodoma siku chache baada ya kumalizika kwa vikao vya bunge, zote zimeonekana kuongeza maswali mengi kutoka kwa wawakilishi hao wa wananchi.

Aidha, ripoti za kila mwezi za Benki Kuu ya Tanzania (BoT) na ile ya miezi mitatu mitatu, ni jambo jingine ambalo limezusha udadisi mkubwa kuhusu mwenendo wa uchumi wa taifa katika siku za hivi karibuni.

Kama hiyo haitoshi, Ripoti ya Mdhibiti na Mkaguzi Mkuu wa Serikali iliyotolewa hivi karibuni na kusababisha Rais Jakaya Kikwete alazimike kuitisha kikao cha Baraza la Mawaziri kuijadili kabla ya kufanya hivyo tena na watendaji wakuu serikalini kutoka mikoa na wilaya zote nchini, ni suala jingine ambalo nalo limetia chachu ya maswali kuongezeka kuhusu hali ya sasa ya uchumi.

Katika kuonyesha kuendelea kuguswa na mwenendo huo wa mambo, kesho Jumatatu, Rais Kikwete kwa mara nyingine tena, anakutana na watendaji katika serikali za mitaa jijini Dar es Salaam ili kuijadili ripoti hiyo ya Mdhibiti na Mkaguzi Mkuu wa Serikali.

Mbali ya hilo, taarifa ya Machi mwaka huu ya BoT inayoonyesha kuwa mfumuko wa bei katika mwezi Februari ulipanda hadi kufikia asilimia 7.3 kutoka 7.0 mwezi Desemba, nayo imeendelea kuzusha maswali mengi kutoka miongoni mwa wadau wa uchumi.

Kwa mujibu wa taarifa hiyo ya BoT, matumaini kidogo yanayoonekana kuwapo, ni takwimu zinazoonyesha kwamba, kupanda huko kwa mfumuko wa bei hakukuhusisha bidhaa za vyakula ambavyo vyenyewe vilishuka kwa asilimia 1.1.

Hata hivyo, kupanda kwa mfumuko kwa bidhaa zisizo za chakula hata kutoka asilimia 7.4 mwishoni mwa Januari hadi kufikia asilimia 8.8 mwishoni mwa Februari, kunaweza kutoa picha ya kuendelea kupanda kwa vitu kama mafuta ya petroli na bidhaa nyingine zinazoagizwa kutoka nje ya nchi mbali ya chakula.

Taarifa nyingine kutoka katika mkutano wa wabunge wote uliokaa chini ya Waziri Mkuu Edward Lowassa mjini Dodoma hivi karibuni, zilionyesha hali ya wasiwasi miongoni mwa wabunge.

Kikubwa kilichowafikisha hapo, ni takwimu zilizotolewa na Meghji mbele yao, zilizokuwa zikionyesha kuwa, kupanda huko kwa mfumuko wa bei kumekuwa ni jambo linaloendelea kwa miezi 16 tangu Serikali ya Awamu ya Nne iingie madarakani.

Kupanda kwa mfumuko kutoka asilimia 5.7 mwishoni mwa mwaka 2005 na kufikia asilimia 5.9 Septemba mwaka jana, kabla ya kupanda zaidi na kufikia asilimia 7.3 mwezi Februari, ni mambo ambayo yalikuwa yakitoa picha kwamba, hatua zisipochukuliwa, basi ile ndoto ya kuendelea kuwa na mfumuko usiofikia asilimia 10 inaweza ikatoweka.

Aidha, kuzidi kuongezeka kwa deni la nje ambalo Tanzania inadaiwa kutoka sh trilioni saba hadi kufikia tisa, hata pamoja na mafanikio makubwa tuliyoyapata ya kufutiwa madeni na wahisani mbalimbali chini ya Mpango wa Kuzipunguzia Madeni nchi maskini zaidi duniani (HIPC), ni jambo jingine linaloongeza wasiwasi huo.

Meghji aliyekuwa akiwasilisha taarifa ya utekelezaji wa Bajeti ya Serikali katika nusu ya kwanza ya mwaka wa fedha 2006/2007, alizitaja sababu za kupanda kwa mfumuko wa bei kuwa ni ukame ambao ulisababisha upungufu wa chakula, mgawo wa umeme na kupanda kwa bei ya mafuta katika soko la dunia.

Taarifa hiyo ya Meghji ilionyesha pia kwamba, mapato ya nusu ya kwanza ya mwaka wa fedha 2006/2007 yalifikia sh bilioni 1,311.697 kiasi ambacho ni asilimia 53 ya lengo kwa mwaka mzima.

Aidha, katika kipindi cha Julai mwaka jana hadi Februari mwaka huu, mapato ya ndani yalipanda hadi kufikia sh bilioni 1,733.085 kiwango ambacho ni asilimia 70.4 ya makadirio ya mwaka mzima.

Hata kabla ya taarifa hiyo ya Meghji, kikubwa ambacho kimeongeza wasiwasi kuhusu mwenendo wa uchumi, ni taarifa kwamba, serikali ilikuwa imetumia zaidi ya shilingi bilioni 900 (karibu trilioni moja) isivyo.

Hata kabla hilo halijabainishwa, taarifa ambazo wabunge walikuwa wamezipata kabla ya mkutano wao uliomaliza hivi karibuni, kwamba serikali ilikuwa ikikabiliwa na nakisi ya shilingi bilioni 650 katika bajeti yake, ni moja ya mambo ambayo yameendelea kuacha maswali mengi kuhusu mwenendo wa uchumi wa taifa.

Ripoti ya miezi mitatu ya BoT iliyoishia Septemba mwaka jana, iliyokuwa ikionyesha kuwapo kwa nakisi ya shilingi bilioni 341.1 katika bajeti, kiwango ambacho kilikuwa kimepungua kutoka nakisi ya shilingi 394.3 ya katika kipindi kilichokuwa kikimalizikia Juni mwaka 2006, nayo ilikuwa ni sehemu nyingine ya maswali kutoka kwa wabunge kwa serikali wakati wa kikao cha Kamati ya Fedha na Uchumi, mwezi uliopita.

Aidha, ripoti nyingine ya BoT ya mwenendo wa kiuchumi iliyokuwa ikiishia Desemba mwaka jana huo huo, kipindi cha miezi mitatu tu baada ya ile ya awali, ilikuwa ikionyesha kuwa, nakisi katika bajeti (ukiondoa misaada ya wahisani) iliongezeka hadi kufikia shilingi bilioni 367.9 kutoka kiwango cha shilingi bilioni 341.1 cha mwezi Septemba.

Aidha wasiwasi kuhusu mwenendo wa mambo ulibainishwa na wabunge hao wakati Waziri Meghji alipokutana na wajumbe wa kamati hiyo jijini Dar es Salaam.

Habari ambazo Tanzania Daima imezipata kutoka miongoni mwa wajumbe wa kamati hiyo zinaeleza kuwa, Meghji alilazimika kuwatoa wasiwasi huo wabunge baada ya mmoja wao kutaka kujua iwapo ni kweli, serikali ilikuwa ikikabiliwa na tatizo la nakisi katika bajeti yake iliyochangiwa kwa kiwango kikubwa na matumizi makubwa ya viongozi.

Taarifa ambazo baadhi ya wajumbe wa kamati hiyo walizipata kabla ya Waziri Meghji kukutana nao, zilikuwa zikieleza kuwa matumizi yanayoweza kuzuilika ya serikali katika kipindi cha nusu ya kwanza cha mwaka 2006/7, yalikuwa yameongezeka kwa asilimia 25.

Kwa mujibu wa taarifa hizo, ongezeko hilo ni kubwa zaidi kuliko kiwango cha asilimia sita kilichoainishwa chini ya Mpango wa Kukuza Uchumi na Kupambana na Umaskini (MKUKUTA).

Mwenendo huo wa mambo ndiyo ambao sasa unaanza kuiweka Serikali ya Awamu ya Tatu iliyokuwa ikiongozwa na Mkapa ionekane kuwa mfano bora kabisa wa kusimamia nidhamu ya matumizi ya fedha za serikali.

Tanzania starts grading hotels, restaurants by star system

Tanzania will from this week grade hotels, restaurants and tourist establishments in the country to conform to the internationally recognised star-rating system.

It will be the second East African Community member country to implement the regional standardisation process after Uganda, which did it in February. Kenya will follow in June. The hotel classification and standardisation criteria were developed by the panel of experts EAC and approved by the Council of Ministers in November 2006.

Didakus Kasunga, director of Tourism in the Ministry of Natural Resources and Tourism, told The EastAfrican that the same team of experts who carried out the classification in Uganda will do the grading in Tanzania. He said the new criteria will supersede all other existing criteria in the region.

“The government has completed evaluation inventory of all hotels and had the testing done by April,” he said. The inventory classified town and country hotels depending on their locations. “But in the case of establishments that were not specifically attracting holiday visitors — such as motels and town hotels — it was suggested that they be classified under the general term ‘hotel’ and individual operators determine their segment in the market.”

The grading, which is being done under the auspices of the East African Community, is aimed at attracting more tourists to the region and is applicable in the five EAC member states of Tanzania, Uganda, Kenya, Rwanda and Burundi. Saleh Pamba, Permanent Secretary in the Ministry of Natural Resources and Tourism, told The EastAfrican in an exclusive interview that the grading will start in May 28 in Arusha, and thereafter on all other tourist facilities in the country in the next financial year.

According to Mr Pamba, a joint panel of experts drawn from the hotel and tourism sectors of Uganda, Kenya and Tanzania will be involved in the grading and is expected to last several weeks. “The classification system will allow travellers to predetermine the type, quality and standards offered by hotels, bed-and-breakfast accommodations, lodges and even camping sites,” he said.

He added that the new regulation will replace the outdated 1984 regulation that did not have a stars-grading criteria. The EAC classification will follow the international one, with the lowest grade being a one-Star. The National Bureau of Statistics and the Tourism Division of Tanzania estimates that the country earns more than $740 million in foreign exchange from international tourism, and receives just over 525,000 tourists annually.

The tourism industry in Tanzania contributes nearly 25 per cent of the growth domestic product (GDP) and offers direct employment to 200,700 people. Tanzania and Uganda did not have a proper hotel grading system in place, which experts say gave Kenya an edge as a tourist destination.

MKAZI wa Kijiji cha Lubiga Katumba wilayani Rungwe ameuawa kwa kushambuliwa na wananchi wa kijiji hicho baada ya kudhaniwa kuwa ni mwizi kutokana na kuingia katika nyumba ya mpenzi wake bila kubisha hodi na kumfuata kitandani.

Aliyeuawa katika tukio hilo la Mei 24 mwaka huu ametajwa kuwa ni Simon Samson (48), ambaye alikwenda nyumbani kwa mpenzi wake Jenitha John (19) katika kijiji cha Mpakani wilayani humo.

Kamanda wa Polisi wa Mkoa wa Mbeya, Suleiman Kova alisema polisi wanawashikilia Jenitha Mwasomola na kaka yake aliyetambulika kwa jina la Omari Mwasomola.

Alisema Samsoni alikwenda katika kijiji hicho saa 9.00 usiku na kufika nyumbani kwa Jenitha ambaye anaishi peke yake, akaingia ndani bila kubisha hodi na kupitiliza hadi chumbani. Baada ya kuingia chumbani ambako kulikuwa giza, Samsoni alikwenda hadi kitandani na kumlalia mpenzi wake huyo, alisema.

"Baada ya Jenitha kuona amelaliwa na mtu asiyemfahamu kutokana na giza lililokuwapo chumbani humo alipiga kelele za ‘mwizi' ili kuomba msaada," alisema.

Kutokana na kelele hizo, kaka wa Jenitha, Omary anayeishi nyumba ya karibu alitoka ili kwenda kutoa msaada na kukutana na Samsoni akitoka ndani ya chumba cha Jenitha huku anakimbia. Kuona hivyo, Omary naye alianza kupiga kelele za kuomba msaada, alisema.

Kova alisema kutokana na kelele za kuomba msaada kutoka kwa wanandugu hao, kundi la wananchi wakiwa na silaha mbalimbali walijitokeza wakamfukuza na kumshambulia kwa mawe na fimbo.

"Baada ya kumpiga na kumjeruhi baadhi ya watu walimtambua kuwa si mwizi na kumpeleka katika Hospitali ya wilaya ya Rungwe kwa matibabu," alisema na kuongeza kuwa alifariki dunia kutokana na majeraha aliyoyapata kichwani. Alisema Omary na Jenitha wanashikiliwa na polisi kwa mahojiano na watafikishwa mahakamani baada ya uchunguzi kukamilika.

Bunge la Bajeti 2007/08: Maswali mengi majibu haba

KUMEKUWEPO na hali inayozua maswali kuhusu utata unaoibuka katika mkutano wa nane wa Bunge unaoendelea mjini Dodoma, hasa kutokana na hoja kali kuibuliwa na kisha kupooza haraka.

Baadhi ya mijadala ambayo imeibuliwa katika mkutano huu unaoendelea, inaonekana kuwa mizito sana na yenye maslahi ya taifa, lakini kila inapotolewa, linatokea tukio la kuifanya isijadiliwe kwa kina au kupoozeshwa kwa wachangiaji ambao ni wabunge na wafuatiliaji ambao ni wananchi.

Kupooza huko ama kusahaulika haraka kunazua maswali na kunaonyesha wazi kuwa, vikao vinavyoendelea huenda visiwe na hamasa kubwa kama ilivyotarajiwa kabla ya Bunge hili la Bajeti kuanza wiki mbili zilizopita.

Tukio la kwanza lilikuwa mjadala wa Bajeti ya serikali ya mwaka 2007/08, bajeti iliyobeba dhana ya kuongezeka kodi na kisha kukawepo mkakati wa wazi kutoka kwa wabunge wa CCM na wale wa upinzani kupanga kuikataa lakini kabla ya kufanya hivyo, kukaibuka tukio la kitaifa lililokata nguvu zao.

Tukio hilo ni kushinda timu ya Taifa dhidi ya Burkina Faso lililotokea usiku wa kuamkia Jumapili, Juni 17, 2007 na kufuatiwa na shamrashamra za mapokezi ya timu hiyo kuanzia Juni 18, 19 na 20.

Ushindi huu ni wazi ulimaliza kabisa utamu wa mjadala hasa baada ya Kambi ya upinzani ambayo kwa mara ya kwanza ilikuwa inatoa bajeti yake mbadala iliyosomwa na Kiongozi wa Upinzani bungeni, Hamad Rashid Mohamed.

Bajeti ya wapinzani ilisomwa Jumatatu Juni 18 huku ikifumbua mambo mengi ya kuiwezesha Tanzania kujiendesha kiuchumi.

Kabla ya kujadiliwa na mara tu baada ya kusomwa, kukafuatia tukio lisilo la kiutaratibu wa kawaida lililohusisha kubadili shughuli za Bunge ili kuwaruhusu wachezaji na viongozi wa timu ya taifa kuingia bungeni kupongezwa.

Tukio hili ni dhahiri liliua nguvu ya mjadala wa bajeti ya wapinzani, bajeti ambayo ilichangia kubadilishwa kwa baadhi ya mambo katika bajeti ya serikali hasa katika kodi za mafuta ya taa ambazo zilihamishiwa katika mafuta ya petroli.

Wananchi mbalimbali nchini walisikika wakizungumzia ushindi wa Stars kuwa, umekuja kuwasahaulisha machungu ya bajeti. Hata wabunge walionekana kupagawa na ushindi huo ambao ulielezwa baadaye kuwa, ulitumiwa na serikali kupunguza nguvu ya kuijadili bajeti ya Waziri Meghji.

Hoja nzito zilizofuata kama ile iliyotolewa na Mbunge wa Bukoba Mjini, Balozi Khamis Kagasheki, aliyemshambulia Waziri Juma Ngasongwa kwa kusema kuwa amesema uongo juu ya Uwanja wa Ndege Bukoba kwamba umezungushiwa uzio, ilifuatiwa na ile ya Mbunge wa Same, Anne Kilango Malecela.

Kilango aliwataka viongozi wa serikali hasa mawaziri kuacha tamaa na kumsaidia rais na kuepuka mikataba mibovu inayolimaliza taifa kwa hasara.

Kisha alifuata Balozi Getrude Mongela, Mbunge wa Ukerewe, aliyezungumzia uchungu katika bajeti ya mwaka huu na kueleza umuhimu wa kubana mkanda katika matumizi ya serikali.

Baadaye aliibuka Mbunge wa Nzega, Lucas Selelii, aliyetishia kutoa shilingi katika mshahara wa Waziri Mkuu na Wizara nyingine mbili, hadi hapo atakapohakikishiwa kuwa hakutakuwa na ahadi hewa katika bajeti hii ya sasa, ukilinganisha na ilivyotokea katika bajeti za huko nyuma.

Kujitokeza kwake kulidhaniwa kuungwa mkono, lakini suala la Stars bado lilikuwa na nguvu, likameza nguvu yake na kufanya hoja kuundwa ndani ya CCM kujadili msimamo wa mbunge huyo.

Wakati akifunga mjadala wa Bajeti, Waziri wa Fedha Zakia Meghji aliibua mjadala mpya, baada ya kuvishambulia vyombo vya habari na wahariri wake kwa kukosa uzalendo na kisha kuwabeza baadhi ya wabunge wenzake, hasa wa upinzani, akisema wana uelewa mdogo.

Majibu dhidi yake yalifuata baada ya Waziri Mkuu Edward Lowassa kusoma bajeti ya ofisi yake.

Safari hii muibua mjadala akawa Mbunge wa Karatu (Chadema), Dk Wilbroad Slaa aliyelipua bomu kuhusu ufisadi ndani ya Benki Kuu (BoT) na uchangiaji wenye kulinda maslahi binafsi kuhusu suala hilo uliofanywa na mbunge mkongwe, Chrisant Mzindakaya.

Ilikuwa ni Jumatatu Juni 25, wakati Slaa aliposimama na kumlipua Mbunge wa Kwela Chrisant Mzindakaya kwa kuitetea Benki Kuu, huku akitoa taarifa za Mzindakaya kupata udhamini wa mkopo kupitia BoT.

Mjadala ulikuwa mzuri, Dk Slaa akimtuhumu Mzindakaya kwa kujipatia mkopo Benki ya Standard Chatered kwa dhamana ya Benki kuu, suala lililomfanya aunganishwe katika tuhuma za ulaji wa mabilioni ya fedha kupitia ujenzi wa Jengo maarufu la Twin Tower, zilizokuwa zikimkabili Gavana wa Benki Kuu, Daud Balali ambaye kimsingi alitakiwa kujiuzulu ili kutoa nafasi kwa tume kuundwa kuchunguza kashfa hiyo ya ulaji.

Mzindakaya mwenyewe, alikiri kuwa hilo lilikuwa bomu kali kumtokea katika miaka 40 ya siasa. Wakati mjadala huo ukizidi kushika kasi, hali inabadilika ghafla, usiku wa Jumanne ambapo msiba wa Mbunge wa Viti maalum, Amina Chifupa unabadili anga ya mijadala bungeni, taifa zima linaelekeza macho na masikio kujua nini kilichotokea kwa Amina na kusahau kuwepo kwa hoja zinazotakiwa kuendelea kwenye kikao cha Bunge mjini Dodoma.

Hoja zote zilizoihusu Benki Kuu na Mzindakaya, zikapooza na kisha Bunge kuahirishwa, Jumatano Juni 27 ili kutoa nafasi kwa wabunge kuhudhuria msiba jijini Dar es Salaam.

Mwandishi wa gazeti hili, Ramadhani Semtawa aliyepo Dodoma, aliliambia Mwananchi Jumapili kuwa, bado kuna utulivu na umakini mkubwa kwa wabunge katika kujadili hoja na ni vigumu kuamini kuwa walikuwa wamepooza au kuwa na furaha pale matukio ya kitaifa yalipotokea.

Dear Customers,



Good day to all of you.

This is Masao Kuwabara of Autorec Tanzania Limited and Yuichi Mizuno of Autorec Enterprise LTD. Japan.



Thanks to you, we have been operating business in Tanzania with lots of joy.



But there have been one serious problem that all the exporters, not only

Autorec, who do business with Tanzania are facing. We have been making

lots of effort to solve the problem, but it still remains in Tanzania.

Today, I'd like to figure out what is happening in Tanzania against used

vehicle trade. And we'll appreciate a lot if you'll give us your advices

on this issue.



As all of you are aware, IMPORT REGULATION against used vehicles have

been started in Tanzania since July 2006. Now if one will import used

vehicles whose age is exceeding 10 years, they will be penalised and

charged extra 20% excise duty.



This kind of regulation is found with several more countries. And as a

trader who do business with Tanzania, we respect the country's policy.

We shall not go against it or complain about it.

Therefore, since this policy started, we have been trying to adjust our

stock so that they will meet the demand of customers in Tanzania. Now

you may find many 1999+ vehicles in our stock.



But there's a serious problem with this policy as it has been operated

without clear definition about the AGE OF THE VEHICLES.



Let us share one sample story here.





1) Unreasonable penalties against some importers in Tanzania



Some time ago, one of the customer has bought JZX100 MARK II 1999model.

As this is of year 1999, definitely, the customer didin't have to be

penalised.

However, once the vehicle reached Dar es salaam port, the officers of

Tanzania's Customs have inspected the vehicle phisically, and finally

started saying that this vehicle is manufactured in 1995! They said so

because they found a small label on the vehicle's seatbelt saying "1995".

While the vehicle had come with the EXPORT CERTIFICATE issued and

authorised by Govenment of Japan and another certificate issued by JAAI

(Japan Automobile Appraisal Institute), both clearly indicates its year

as 1999, Customs office still insist that this vehicle is of 1995 and

thus should be penalised.





2) Manufactured year of seatbelt is not manufactured year of the vehicle



Actually, I have done some research about the label on the seatbelt

while I was still in Japan. I have communicated with TOKAI RIKA company,

who is the manufacturer / supplier of the seatbelts for TOYOTA's

products. They told me that the information on the label of the seatbelt

simply shows the manufactured year of the seatbelt itself!



In heavy industries such as vehicle manufacture, the products are

manufactured by cooperation of several companies so that they can reduce

the time and cost.

If it is about this MARK II, there should be seatbelt manufacturer,

window screen manufacturer, computer manufacturer, tyre manufacturer,

electric parts manufacturer, head lamp manufactuer, gasket manufacturer,

tube manufacturer, bolt & nut manufactuer and so on and so forth.

Each manufactured parts will be brought to the warehouse or the factory

of vehicle manufacturers (such as TOYOTA) and then a unit of vehicle

will be assembled there. It is very much possible for some parts to

spend several months or even more than a year before it will be

assembled to a vehicle.

Therefore, NO BODY CAN DEFINE THE AGE OF THE VEHICLE FROM THE SEATBELT

LABEL OR ANY OTHER PARTS OF THE VEHICLES.



Especially, with this JZX100 MARK II, it is totally wrong for them to

insist that this was manufactured in 1995. There's a clear reason to

deny their statement.

Why??? Because TOYOTA STARTED SELLING JZX100 IN LATE 1996!! THEREFORE,

IN 1995, THIS PARTICULAR MODEL DIDN'T EXIST EVEN ON CATALOGUES!!!





3) Definition of the vehicles�f �gage�h in Japan



Unfortunately, we learnt that there are some misunderstandings among the

Customs officers at the port about definition about the age of the

vehicles. Once they find the labels on the belts like this, they just

disregard the authorized documents and try to charge additional duty

against importers. And this is totally wrong.



Most of the vehicles we sell originate in Japan. Therefore, we process

the paper work and other arrangements based on the documents published

by the Government of Japan, Government of MANUFACTURERS' COUNTRY.



On this official document called �gExport Certificate�h, it only shows the

YEAR OF FIRST REGISTRATION of the vehicles. There�fs no information about

MANUFACTURED YEAR. This is how they control the product in Japan.

Information of manufactured year of the vehicles are not obtainable.



Both for domestic and oversea market, the used / new vehicles suppliers

do the paper work by using the data on this document because there are

no other official documents to identify the vehicles.



But to the Customs in Tanzania, it looks like this document is not

acceptable.



The differences on the definition of the AGE OF THE VEHICLES between

Tanzania and Japan is creating serious problems.





4) Autorec's efforts to solve this problem



One day, I have seen Commissioner for Customs and Excise face to face in

his office and discussed about this problem.

Unfortunately, there was no good solution on that day. Commissioner told

me that this is just a minor problem as these are only a few cases among

lots of cars. Instead, he promised me that he�fs going to solve these one

by one by communicating with the manufacturers in Japan to know the

actual manufactured year once the same case comes out.



Believing his word, when we had another problem with NISSAN MARCH,

chassis number k11-683281, I asked for his assistance. I was thinking

that he has a special relationship with the manufactures in Japan and he

can get such information that we can not get from them. However, instead

of contacting NISSAN MOTORS in Japan, he contacted D.T.Dobbie (NISSAN�fs

distributor in Tanzania). Once D.T.Dobie told him that they don�ft deal

in used cars, it was the end of his investigation.

We, Autorec, has contacted NISSAN MOTORS by ourselves, explained the

situation, and finally got a letter from NISSAN to identify the

manufactured year of this unit as an exceptional case (they normally

don't publish such information).

We brought this letter to the Commissioner and we believed that this

will be solved. But I was surprised to know the Commissioner's next

action. Once again, he sent this letter from NISSAN to D.T.Dobbie, and

once again, D.T.Dobbie told him that they don't deal with used cars, and

once again, it was the end of his investigation!

Why should he communicate with D.T.Dobbie while we brought him the

letter from original manufacturer? This is very much not understandable.

The case remained unsolved.



On another day, I received a letter from the Commissioner as a reply to

my letters. In that message, he was saying that now he understood that

the year on the seatbelt label is not the year of manufactured year of

the vehicle.

But still then, the people of the Customs are still judging the age of

the vehicle by checking the seatbelts and other small parts.



We have been fighting against this misunderstanding. We have been

sending letters to Commisioner of Customs and Excise again and again. We

send CC to TBS, TRA, Ministry of Finance, JAAI, Embassy of Tanzania in

Japan and Embassy of Japan in Tanzania. We have been appealing that the

importers in Tanzania should not be charged unfair duties from such a

misunderstanding.

Unfortunately, the Commissioner of Customs is not even replying to our

letters these days. Then we have also sent simillar letter to Parmanent

Secretary of Ministry of Finance. We also got diplomatic support from

Embassy of Japan in Tanzania, Japanese Ambassador has sent an official

letter to Ministry of Finance.



We are hearing that in August 2007, by sending letter to the

Commissioner for Customs and Excise, Ministry of Finance has advised

them to reconsider the definition of the age of the vehicle. But we

haven't seen any changes even after that.



We have been explaing all about this to the people mentioned above and

asking them to reconsider the definition of the age of the vehicle.



In January 2008, I have spoken to the people of Embassy of Japan once

again and asked for some diplomatic assistance because I was feeling

that the authority in this country is not interested to listen to the

voice of one small vehicle supplier.

This time, the First Secretary of Embassy of Japan has met Commissioner

for Customs and Excise by himself and discussed on the same issue.

According to the story I heard from the Secretary, the Commissioner has

understood the situation and promissed that he will work on this to

solve the problem.

Embassy of Japan has wrote an official letter once again to appeal that

the vehicles' age should be defined based on the official documents

because there's nothing else apart from that.





5) Problem for Autorec, the supplier



The issue itself is something between the importers and the Customs in

Tanzania. Therefore, the authority treat us as if we are just outsiders.

It seems as if they are saying that it is not something that a supplier

like Autorec should interrupt. But the situation doesn�ft allow us to sit

behind.



We explain the nature of these problems to the importers (our customers)

who actually suffered this problem and advice them to insist against the

Customs that they have the proper vehicle and official documents. But

instead of fighting against misunderstandings of Customs authority, some

of them actually turn around and start attacking Autorec, saying that

Autorec has sent fake documents / cars and cheated them! Some of them

even threaten us that they are going to take it a court case or attack

us through media.

This is totally not acceptable because Autorec has done nothing wrong in

the procedures.



Something more unpleasant for us is the fact that some of the Customs

officers, when they found the seatbelt label which has different

information with the official document, tell the importers that the

supplier (Autorec) has tricked them with forged documents!!! We totally

don't understand why people on a responsible position can say such a

irresponsible word without doing researches!!!! This is like exeucting

someone for guilty without properly checking!!! This is a clear

offensive disturbance to our business.

Or they are making us a scapegoat so that the importers will not

complain against them.



And as you can see, this is not a problem only for Autorec, but for the

used vehicle trade business as a whole.

Indeed, this is actually creating a very negative image not only to our

business but for the customers in Tanzania who intend to import used

vehicles from Japan. While we are shipping the right vehicles in right

procedure with proper documents (authorized by the Government of

manufacturer�fs country), some importers misjudge that we are cheating

them. This would be a serious damage to us if they continue doing this.



I understand the anger and disappointment of the importers who are

charged of the penalty of 20% against a vehicle they bought as less

10-year-old cars. But even if they attack us, there�fs no solution

because there was nothing wrong on our side.



Therefore, we need a fundamental solution.





6) Similar problem and its solution in Kenya



In Kenya, several years ago, they had the same problem as they also have

year regulation against used vehicle import.

Actually, the problem was more serious in Kenya, because once the

vehicle would be recognised as over 8-year-old, they are simply not

allowed to import that car. Therefore, the importers in Kenya had fought

against the authority by themselves. Of course, we, the suppliers, also

assisted them.

As a result, Kenya�fs Ministries, KRA(Kenya Revenue Authority) and

KBS(Kenya Bereau of Standard) have worked together to solve this

problem, and finally decided to judge the year of the cars based on the

information on the documents. Since then, there has been no such trouble

on the same issue in Kenya.



This story gives an idea that there's no solution so long as they

continue checking the seatbelts and other parts.

sure this is a serious problem that any of you may also suffer.

We have been fighting against this, but as this is an internal problem

in this country, something that a foreigner can do is limited. As an

outsider, we cannot intervene the country's policy.

Not having good fruit after such a lot of effort, we are feeling as if

we are stucked.

Therefore, now we'll appreciate if you'll give us your ideas and view to

solve this problem.
