    Shelys’ staff comprises mainly of Indian and British expatriates. Tanzanian staff is still the minority and it was mentioned by the CEO that this is a major problem. Shelys would prefer to employ Tanzanian staff, but the competency needed for pharmaceutical production is simply not available in the country. In total the company employs 800 people in Tanzania. Out of these, the majority are from India and the UK. The Tanzanian employees are unskilled and work in the packaging area, whereas the Indian and British staff is skilled

    Yaani hatuna pharmacists wanaoweza kufanya kazi ofisi ya mbele? Why India and British? Si afadhali waajiri Wakenya na Waganda kama Tanzania hakuna pharmacists?

    Kwa sababu Shelys ni kampuni ya Wahindi wa Sumaia Group.

    Wanaajiri Watanzania Wahindi na Waingereza Wahindi na Wahindi wa India.

    Sio kweli kwamba Tanzania hakuna chemists wakufanya kazi Shelys.

    Shely's, kama pharmaceutical companies zote Tanzania, wanatengeneza generic drugs. Yaani kopi za madawa ambayo yameshagundulika. Kwa hiyo hawahitaji sana high caliber researchers and technical know-how. Wanafuata written protocols tu.

    Hiyo kazi wanaweza kum train chemist yeyote. Hata Marekani ambapo chemist anahitaji skills kali za kufanya kazi kulingana na viwango vya regulation kali za Good Manufacturing Practices (GMP), bado wana train chemistry graduates right out of college kufanya kazi za pharmaceutical production.

    Na hata author wa hiyo research paper iliyotundikwa hapa amesema kwamba Sumaia Group wenyewe wamekiri kwamba viwango vyao havifikii viwango vinavyotakiwa kimataifa. Halafu wanatuambiwa Watanzania hatuna chemists wa viwango vyao. Give me a break.

    Sumai Group wanakuchukua Wahindi wa India na Wahindi wa Uingereza ili kuwapa ndugu zao vi green card vya kuishi Bongo tu. Wangekuwa kweli wanapungukiwa na local skill wangeenda kukusanya watu Kenya hapo ambapo wasomi wamejaa, badala ya kuingia gharama za kutafuta Wahindi India na Wahindi Uingereza.

    Na kile ki research kilichowekwa hapa kuhusu hiyo assertion ya Sumaia group kwamba hakuna skilled workforce Tanzania ni mdosho. Author wa paper , ukisoma paper nzima, hakufuatilia, na mwenyewe kasema hakutembelea hicho kiwanda kuchimbua ukweli. Ila katuwekea sentensi moja ya Uongozi wa Wahindi wa Sumaia Group eti hakuna skilled workforce ya Tanzania.

    Huyu researcher wa UNCTAD nae anakubali kuandika nusu ukweli kama sio kashfa za uongo za uongozi wa Sumaia Group sababu tu anajua hakuna atakae mfuata usoni kumswalisha kuhusu report yake mbovu mbovu.

    Si kweli Tanzania hakuna chemists wenye uwezo. Si kwa generic drugs production anyway.

    Binafsi ninaona kuna ukweli kiasi katika hili. Kwa kipindi kirefu BSc. Pharmacy imekuwa ikichagua wanafunzi si zaidi ya 30 katika cohort inayotakiwa kuingia chuoni katika mwaka husika. Siwezi semea miaka ya hivi karibuni na ninaposema miaka ya hivi karibuni nina maana kuanzia mwaka 1998 hadi sasa. Yaani miaka 2008. Sijui kama idadi imeongezeka. Maana ninakumbuka walikuwa hawazidi 30. Na ndivyo ilivyokuwa system yetu miaka hiyo. Kwanza ilikuwa elitist na licha ya hivyo waombaji hawakuwa wengi sana. Kumbuka elimu ya kutambua nyakati kwetu ni sifuri. Pia hakuna elimu ya kuongoza vijana tokea utoto wajue kuna employment ya aina gani. Unakuta mtu kasomea social sciences hatambui ana uwezo wa kufanya kazi katika nyanja mbalimbali.

    Mosi, ninaomba usidanganyike na vijana wengi tunaowakuta katika maduka ya madawa tukifikiri kuwa wamesomea pharmacy. Wengi utakuta wamesomea nursing diplommas and certificates, au medical asst. certificates ndio tunaokutana nao na wengine unakuta ni vijana wa wenye maduka basi anapata ujuzi kadri miaka inavyokwenda. Wengi waliosomea pharmacy ndio unakuta wanafungua biashara za pharmacy ila hawakai wakafanya kazi wao bali wanaajiri watu.

    Sasa kusemea Shelleys, I am not convinced kuwa wameshindwa kupata watu wa kuajiri ila pay yao itakuwa ni ya chini sana kwa waTZ maana si wanatuchukulia sisi kama watu wa shida. Tutakubali chochote kile na ndio maana unakuta wataalam wengi wanaishia kufanya mambo yanayowapa faida zaidi. Hebu fikiria tunalia hakuna ma-profesa vyuoni lakini tazama bunge lilivyojaa professa's?

    Nadhani serikali inahitaji kulitazama hili la sivyo tuna internal brain drain pia. Tusiseme brain drain inatokea kwa wale wanaokimbia nchi.

    Hapa ndipo ninapoamini kwamba serekali inatakiwa itunge sheria za kuwalinda raia wake pia kwenye masuala kama haya, ni lazima kwenye haya makampuni kuwe na quota ya wageni lakini kama viongozi wetu wataendelea kukaa kimya kwa kuwa wameshawachomeka watoto wao BOT na TRA- huu ushenzi utaendelea tu, washkaji wengi waliopiga pharmacy bongo wanaishia kuuza vijiduka vya dawa au kukimbilia Botswana, they need some kind of protection hasa ukizingatia kwamba viwanda venyewe vya madawa viko vichache.

    Ni kweli uliyoyasema ingawa hawa walioandika walikua na mtizamo wao na lengo lao.

    The mjadala hapa ni kuhusu ajira Mwandishi kaambiwa na CEO kwamba out of 800 employees Majority(may be more than 50%)

Na je hao walionao sasa hivi wanazalisha dawa za kiwango kipi?.....India? sio kwani hawajafikia viwango vya kimataifa pamoja na kuajiri wahindi wa India, je UK? ...hapana kwani hawajafikia viwango vya kimataifa pamoja na kuajiri wahindi wa UK. sasa watanzania hatuna chemist wa kiwango kipi? hata hivyo upande wa pili wa shillingi naweza kukubaliana nao kuhusu viwango vyao kwani dawa zao inabidi unywe dozi mara tatu au nne ndio utapona ugonjwa wako, sijui huwa wanachanganya na unga wa mihogo?>??/
