Hatuna Forensic Science digrii/diploma Tz?

    Kuna dadangu mdogo mmoja anataka kuja kusomea mambo hayo ya forensics (nadhani amekuwa kiangalia CSI na NCSI too much) na sasa anataka kujifunza mambo hayo ili kusaidia katika mambo ya kupambana na uhalifu. Nimemuuliza kwanini asitafute Chuo TZ ambacho kinafundisha kozi hizo na nitamsaidia kugharimia.

    Anarudi na kuniambia kuwa hajaona kozi yoyote ya mambo ya forensics kwa kiwango cha shahada. Sasa sijui hii ni kweli?

    Nilipoangalia lile tukio la ujambazi Temeke na matukio mengine ya uhalifu ninajiuliza hivi tunatumia teknolojia gani au mbinu gani za kisasa katika sayansi ya mambo ya uhalifu (criminology)?

    Je, ipo haja ya kuwa na watu waliosomea katika forensics ndani ya nchi au tutaendelea kuwapeleka nje ya nchi mmoja mmoja? Je, kwa yawezekena kwa UDSM kuanzisha kozi ya namna hiyo ambayo itavutia labda wanafunzi kutoka sehemu kubwa ya Afrika ya Mashariki na Kati hasa kutokana na uwepo wa uhalifu wa kila aina na vita badala ya kuendelea kutegemewa wakwe zetu kututumia forensics experts kila tunapopatwa na majanga makubwa?

    Oh we are too poor to afford such a modern necessity in law enforcement?

    We lack many professions due to our lagging in science and technology. Kazi kama hizo za forensic science zina hitaji state-of-the-art equipment ambazo sisi hatuna.

    Nafikiri kwa Tanzania pale UDSM panatakiwa kuanzishwe kitivo cha mambo ya uhalifu au ughaibuni tumezoea kama Criminology Deparment na hayo mambo ya forensic sciences yanakuwa ni part yake.

    Kwa Ulaya na Marekani, watu waliosomea forensic sciences wanakuwa na kampuni hizo na huwa wanashirikiana na polisi kufanya kazi za uchunguzi kama wa tukio la Temeke.

    Kwa kifupi ni kwamba kunahitajika mambo mengi waalimu, technology, vitendea kazi, wataalam wenyewe na mwisho clean organization kusimamia mambo hayo.

    forensic ni kitengo special ndani ya serikali, ambacho sio kwamba kinatolewa kama njugu vyuoni, kwani kama sio tu kwamba kina deal na criminal ishu ,kuna mambo mengine tu kinaungwa nayo. ukisoma pale muhimbili udaktari, miongoni mwa masomo ni forensic medicine mwaka wa nne, na naweza kusema, wanaelekeza vizuri sana,kwani ishu kubwa ni kuchukua historia ya matukio na sample. kw asasa inafanywa na pathologist wakishirikiana na mkemia mkuu wa serikali. mashine za uchunguzi zipo na viambata vyake. huyo dadako apitie kule, lakini lazima ajue sayansi namasomo ya muhas sio mchezo. so kama hamjui mambo tafadhari msiibeze Tanzania. kuna vitu vingi hamvijui lakini vipo. japo sio kwa kiwango mnachotaka.

    Hatuna kwa sababu hatuna uwezo wa kuwa nazo? sababu ya kuwa nazo, au kwa vile hatuoni umuhimu wa kuwa nazo? Unaweza vipi kwa mfano kuhakikisha tunajenga jamii ya kisasa bila kujiandaa kupigana na uhalifu wa kisasa? Maendeleo ya teknolojia mahali popote yameenda sambamba na na maendeleo ya teknolojia ya uhalifu na kudhibiti uhalifu.

    ungesoma swali lenyewe hasa; sijasema hakuna forensics inayofanyika Tanzania!

    Umesoma wapi kwamba nimeibeza? Hivi mtu asiulizwe swali kwa sababu tutaibeza Tanzania? na Nikiibeza si nchi yangu vile vile ama?

    Hivi kwanini watu wanauliza maswali?

    I think it's a matter of priority. Science and technology haipewi kipao mbele sana na siyo kuilaumu serikali bali ni kwa sababu kama nchi masikini inabidi kuprioritise priorities. Nadhani pa kuanza ni kuipa tu kipaumbele.

    Motivation na awareness raising pia ni muhimu kwa wahitimu wa secondary kuanza kujua uwanja mpana zaidi kuliko zile traditional degree programs. Vile vile kwa kuanzia law enforcement wengi wapewe moyo wa kujiendeleza na wawezeshwe ipasavyo ili wafanikiwe ktk masomo hayo. This kind of science is of capital importance at this material time chaps!

    Kwa sababu wakati mwingine tunatumia nguvu nyingi kweli katika kutafuta ushahidi au kufikisha kesi mahakamani wakati kuna baadhi ya mambo yanawezekana kwa kutumia teknolojia ya kisasa. Kwa vile tayari tuna mashina ya kuchambua DNA tukiongeza angalau moja ya kisasa kwa ajili ya Law Enforcement nadhani tutapiga hatua.

    Ile DNA Analyser wengine wanaiita sequencer pale kwa mkemia mkuu ni white elephant, sijui hata kama imeishawashwa na kutumika, ipo kisiasa zaidi si kwenye kusaidia issue za kisheria.....

    Sasa hapo ndio mawaziri wa usalama wa raia na Home Affairs wanapotakiwa kuhojiwa kwamba sera ya serikali kuhusu usalama wa raia na mali zao zimekaa vipi katika karne hii ya 21.

    Ndiyo wanatumia ile 3100 Genetic Analyser, gharama yake iliripotiwa ni kama dola laki tatu. Kabla ya hapo walikuwa wanafanya mambo manually na wanasema ilichukua masaa 72 kufuatilia sample moja wakati sasa wanaweza kufanya uchambuzi huo witthini hours tena kwa sample zaidi ya moja.

    Sasa, ni kwa kiasi gani hiyo inatumika katika masuala ya law enforcement? Je tunaweza kuwa na nyingine kwa ajili ya mambo ya law enforcement na kusplit some officials from Government Chemist na kuwa deputize na kuboresha kitengo cha Forensics cha Jeshi la polisi.

    Sasa kama ni kitengo ndani ya serikali siku zote kimekuwa kikifanya nini kusaidia shughuli za uchunguzi wa mambo kama yaliyotokea Temeke?

    Mimi naelewa kwamba ni lazima mtu awe amefaulu Biology na Chemistry.

    Ila nafahamu kwamba forensic sciences inajumuisha human tissue analysis, fire, hair and fibres, statistics, fingerprints, firearms and ballistics, crime scene investigations, molecular forensic biology and analytical and organic forensic chemistry.

    Wabongo bwana! Kila kitu kukuza. Hata CID anataka kujifanya shushushu. Kuna unyeti gani katika forensik sayansi isitolewe kama njugu?

    Mimi naamini ni masomo kama masomo mengine. Nasikia mara nyingi unatakiwa uwe na kadigirii ka kwanza halafu uende ukaspeshelaizi kwenye moja ya maeneo ya forensiki sayansi! Au uwe Fundi Mchundo kama mimi na kuspeshelaizi katika eneo mojawapo.

    Lakini chonde chonde, MKJJ, mdogo wako wasimtupe Sumbawanga ambako hata maikroskopu ataisikia redioni! Si unajua tuna njia zetu za kuvishikisha adabu hivyo vijisomi vinavyojifanya vimebukua visivyo!

    Inafanya kazi, sema tu ni gharama kwa mtu wa kawaida kama unataka kwenda fanya analysis pale


    "Running cost" ya hiyo mashine ni kubwa sana, hasa zile "materials" zitumikazo kwa DNA Analysis. Hivyo hiyo moja ingeweza kutumika hata katika uchunguzi wa Polisi. Manake kama wanatumia Sequence Analyzer model 3100, inaweza kufanya analysis ya sampuli (samples) 144 kwa saa 18. Hivyo haina haja kama mkemia mkuu wa Serikali ipo, na polisi nao wawe na yao, hata hiyo ya mkemia mkuu sidhani kama itakuwa inatumika sana kiasi hicho kwakupunguza gharama.

    Swali la msingi hilo. Tatizo mwisho tukishawapata wataalamu kadhaa mwisho wataanza kunata. I don't know; labda tutahitaji kusubiri wimbi kubwa la uhalifu wa kisasa ndio tutaona ulazima wa kuwa na wataalamu wa kutosha wa fani hii.

    Haja ipo kwa ajili ya kutenganisha vitu vinavyofanywa kwa ajili ya civilian use na vile vya law enforcement agencies. Hili naamini ni muhimu katika kudumisha intergrity ya process yenyewe na vile vile kuhakikisha kuwa chain of possession haivurugwi katika mambo ya uraiani.
