Ukisoma kwa undani hii makala ni Jenerali yeye anataka kumlipua KITINE period, kwani hajaongelea kabisa mapungufu ya sheria kama yapo. Kingine anachoongelea ni kuwa mbona wengine hawachunguzwi uraia wao? Sasa inanipa shida hapa tunaanza kusheherekea kuwa kintine alikuwa ndo amemmaliza, kwa nini tusiombe waandishi wengine wamfate KITINE wamuulize ili tupate upande mwingine. N ni kwa nini Twaha hataki kueleza kwa undani, wakati ule si aliambiwa sheria huwa hivi, kama kuna mahali unaona umeonewa basi nenda mahakamani, sasa kwa nini alivyata? Hata mwaka 1995, Mkapa alipokuwa anatangaza uamuzi wake wa kugombea Uraisi mbele ya waandishi wa habari, upande wake wa kulia alikuwapo Waziri Mkuu mstaafu Joseph Sinde Waryoba na kushoto kwake alikaa Jenerali Twaha Ulimwengu. Ni pale Jenerali Ulimwengu alipoanza kudodosa na kuikosoa serikali chini ya Benjamin William Mkapa ndipo hapo alipojipalia makaa ya moto. Na baadaye alipomlipua Waziri Kitine kwa wizi wa kodi zetu kwa kudanganya kuhusu matibabu ya mkewe, ndipo mmakonde akaitumia idara ya Usalama kumwandama Jenerali ikisimamiwa na Kitine mwenyewe.

Lakini Jenerali Ulimwengu anachotaka kutusisitizia wasomaji ni kuwa tunayo serikali iliyoundwa na chama kinachoendesha mambo yake kihuni na kiujanjaujanja. Tunayo serikali isiyokubali kukosolewa na tunacho chama kilicho tayari kumtosa kada wake dagaa ili kumlinda kada nyangumi kwa kisingizio chochote kile, kiwe kweli au uwongo. Kwa maana nyingine Bashe amezushiwa hili zengwe kwa sababu mkubwa fulani wa CCM anataka mtu wake apite.

Jenerali said:

Na wala maamuzi mengine yaliyochukuliwa na NEC kwa visingizio (sababu zina sehemu zake) kadhaa hayafanani na maamuzi mengine ambayo hayafanani na visingizio hivyo:

Watoa rushwa na wanunua kura wamo ‘kibao' ndani ya orodha iliyopitishwa na chama-tawala, na pia majangili maarufu na maharamia mashuhuri wa kila aina. Wakabila, wadini, wabaguzi wa rangi, washirikina, walaghai, wauaji wa albino, wauza unga.. kama kuna dhambi isiyowakilishwa ndani ya orodha ya wagombea waliopitishwa juzi na NEC, dhambi hiyo haijateremshwa duniani

Mimi nilifikiria makampuni makubwa ya kijapani yamefunguliwa Korea na China (Taiwan). Ili kupata cheap labour.
Ni kweli, kampuni kubwa za Japan zimetafuta cheap labour Korea Kusini na Taiwan. Lakini ndani ya Japan kwenyewe kuna raia wenye uasili wa Korea na China.

Jenerali T.K.O. Ulimwengu alikuwa prefect wa bweni fulani pale Tabora School mwanzoni mwa miaka ya sitini, nadhani ilikuwa ni kati ya mwaka 1963 au 1965 hivi- watu walioko TS wanaweza kunikumbusha kama bado ile list majina ya maprefect wa zamani imetundikwa pale dining hall. Niliposikia kuwa eti yeye siyo raia wa Tanzania, nilishangaa sana kwani wakati ule tulikuwa na serikali ambayo ilikuwa inafanya kazi zake sawasawa kiasi kuwa isingekuwa rahisi kwa raia wa nje kusoma kwenye sekondari za serikali bila kufahamika.

Soma post yangu Na 16 hapo juu. Alikuja Tabora School Form 5 akitokea Ihungo Sec School mwaka 1967. Alikuwa senior prefect wa Ruhinda House (if my memory still serves me right) mwaka 1968 na hivyo kama bado vipo vibao vya ma-prefect wa kila House, utakuta jina lake pale -- General Twaha Khalfan Ulimwengu. Alikuwa anachukua Arts subjects that included Literature in English na alipenda sana kushiriki katika drama. Kuna Play moja ya Wole Soyinka iitwayo 'Trials of Brother Jero' ali-act kama Brother Jero mwenyewe. Oh -- I remember that night in Lower School Quadrangle -- he was marvellous!!!
 
Mmmmh, kumbe Kitine ndiye aliyeanzisha ishu ya uraia wa Jenerali...

Pamoja na Salva Rweyamamu, aliyekuwa one of his partners at Habari Corporation na aki-double pia kama Managing Editor. Huyu bwana alikuwa anamchimba sana Jenerali kisirisiri (behind his back) -- idea kwamba Jenerali akifukuzwa nchini, basi yeye Salva (na swahiba wake Dr Gideon Shoo) wanarithi Habari Corp na kumkabidhi 'boss' wao RA. Iliposhindikana, basi wakatumia mbinu nyingine ya kuifilisi kampuni mpaka Jenerali akafikia mahala ni lazime aiuze -- na bahati nzuri mwenye hela ready wakati ule alikuwa RA -- hela iliyotokana na mchoto wa Kagoda. RA alinunua Habari Corp just a few months after mchoto huo kabambe.

"Jenerali and Trevour were at this meeting and gave chilling, if sometimes ridiculous, accounts of the process leading to their denial of citizenship....Jenerali also has siblings who were never the subject of any investigation by Tanzania's Mkapa government. What is common to both cases is that the matter was purely political. The first time I met Mkapa, it was Jenerali who took me to his house near Aga Khan hospital in dar. He was certain that ‘he was our man' to succeed President Hassan Mwinyi. Our man indeed!

But Trevor and Jenerali or Kaunda are lucky because their cases became a source of huge embarrassment to their governments who had to back-off either in court or give in politically."

Kabla hajajiuzulu, Kitine alikuwa Waziri wa Utawala Bora chini ya ofisi ya Raisi Benjamin William Mkapa. Ofisi ya Usalama wa Taifa ilikuwa chini yake.
Na vipi kama ni kweli hakuwa raia?
Wakati Jenerali Ulimwengu anateuliwa kuwa DC wa Ilala au wakati akiwa Mbunge, je alikuwa raia ?
 
Siku moja labda Jenerali atawasimulia mwenyewe lakini Kitine na Mkapa walimfanyia unyama wa kigestapo wakati huo. Walitaka kumwonyesha ubabe wao wakamtumia watu nyumbani kumpa kichapo. Evil people.

Niambie nani anaishi legally marekani, UK ,Canada bila ya proper documents!! ukijulikana huna wanakung'oa 24. Sisi tumewapa Warundi uraia 160,000 niambie ni taifa gani lingine limefanya hivyo. Hawa Warundi wamefuata taratibu baada ya kukaa kama wakimbizi.
Rais Mkapa aliwahi kwenda nchi moja ulaya, kwanza aliambiwa nchi hiyo ina watanzania zaidi ya 300. Katika mkuatano na raia hao walikuja 20 tu, wengine wote walikuwa wasomali waliobeba passport za Tz.
Tusipokuwa na system inayochuja hawa wahamiaji haramu siku moja ita kuwa hivi, Mkuu wa majeshi ni jenerali Ndikumana Basogilile Habiryamana, waziri wa ulinzi ni Mutua maina wainana, Mkuu wa polisi ni Ssemogerere Kironde, spika ni Mr Patel Somjii. Wote hawa likizo wanarudi makwao!!! tupo salama hapo.?
Lakini huwa nauiliza swali moja, Ni mtanzania au mwafrika gani yumo ndani ya bunge la India. Ni mtanzania gani ameomba na kupewa urai wa India au Saudi Arabia?? Muulizemni Balloteli nini kinampata Italia. Hivi unaweza kuwa mbunge wa Somalia na ukabaki salama! Unaweza kuwa mbunge wa Burundi bila kuwa mtutsi au Mhutu? Tena nimekumbuka, kuna Sheikh mmoja alikuwa maarufu sana Dar kwa miaka mingi akiwa na NGO yake, huyu alikuwa anasafiiri na passport za Tanzania, hivi leo ni senator wa bunge la burundi!!!!!!!
Mimi ninachoweza kukubaliana na wengi ni kuwa mamlaka inayotoa au kukataa uraia ni Uhamiaji na si CCM, laikini msismamo wangu unabaki pale pale lazima tuwe na raia waliofuata utaratibu wa nchi yetu!
Tena sisi ni wakarimu sana kuliko mataifa mengi tu niliyotolea mifano! Sisi tupo mbele sana jamani, hivi kuna mtu mweusi ndani ya bunge la Japan, China, Ukraine, Russia, Pakistan n.k Je hawa hawataki watu wa nje ili waendelee kama mnavyodai.!!! mbona wapo mbele tu kimaendeleo!

Naifahamu vizuri hadithi ya kumtoa nishai Twaha...Mwenyewe ni mchunguliaji mzuri humu ipo siku atayaweka sawa mambo yote hadharani.Lakini always mabaya hulipwa hapa hapa duniani.Huyo Hans nae wajanja walimtoa Nishai walipomripoti mkewe kwa matumizi ya Uongo ya pesa za walalahoi.Kesi hiyo ilimuumbua Kitine.Anayejua vizuri mchezo huo ni Membe kwani wakati huo alikuwa special assigned officer ktk Embassy yetu Toronto.Hawa watu serikali huumizana wenyewe kwa wenyewe!
 
Nakuunga mkono kwenye hili suala la uraia. Inabidi tufikie mahala ambapo vigezo vya nani ni raia vinawekwa wazi kabisa. Ni jambo la hatari sana kuwaachia watawala waamue nani aitwe raia leo na nani ataitwa mgeni kesho. Ila nawaonea huruma sana CCM kwani kisu wanachokatia leo ndicho kitakachotumika kuwakata kesho wakishawekwa kando. Bahati mbaya hicho kisu kitakuwa kimenolewa zaidi ili kukiongezea makali. Natamani kuiona siku hiyo ambayo watawala wa leo watakuwa watu wakawaida, watawaliwa kama tulivyo sisi wengine!

Chapter I
Citizenship
1.(1) Every person who, having been born in Tanganyika. is on the eighth day of December, 1961, a citizen of the United Kingdom and Colonies or a British protected person shall become a citizen of Tanganyika on the ninth day of December, 1961: Provided that a person shall not become a citizen of Tanganyika by virtue of this subsection if neither of his parents was born in Tanganyika.

(2) Every person who, having been born outside Tanganyika, is on the eighth day of December, 1961, a citizen of the United Kingdom and Colonies or a British protected person shall, if his father becomes, or would but for his death have become, a citizen of Tanganyika in accordance with the provisions of subsection (1) of this section, become a citizen of Tanganyika on the ninth day of December, 1961.

2 .(1) Any persons who, but for the proviso to subsection (1) of section 1 of this constitution, would be a citizen of Tanganyika by virtue of that subsection, shall be entitled, upon making application before the specified date in such manner as may be prescribed by Parliament, to be registered as a citizen of Tanganyika:
Provided that a person who has not attained the age of twenty-one years (other than a woman who is or bus been married) may not himself make an application under this subsection, but an application may be made on his behalf by his parent or guardian

(2) Any woman who on the eighth day of December, 1961, is or has been married to a person-
(a) who becomes a citizen of Tanganyika by virtue of section 1 of this Constitution;

Or

(b) who, having died before the ninth day of December, 1961 would, but for his death, have become a citizen of Tanganyika by virtue of that 5ection, shall be entitled, upon making application in such a manner as
may be prescribed by Parliament to be registered ,is a citizen of Tanganyika.

(3) Any woman who, on the eighth day of December, 1961 is married to a person who subsequently becomes a citizen of Tanganyika by registration under subsection(1) of this section shall be entitled upon making application before the specified date in such manner as may be prescribed by the Parliament , to be registered as a citizen of Tanganyika.

(4) Any woman who, on the eighth day of December, 1961, has been married to a person who becomes, or would, but for his death, have become entitled to be registered as a citizen of Tanganyika under subsection(1) of this section , but whose marriage has been terminated by death or dissolution shall be entitled, upon making an application before the specified date in such a manner as may be prescribed by Parliament, to be registered as a citizen of Tanganyika.

(5) Any person who, on the eighth day of December, 1961 is a citizen of the United Kingdom and Colonies, having become such a citizen by virtue of his having been naturalized or registered in Tanganyika under the
British Nationality Act, 1948(a), shall be entitled, upon making application before the specified date in such manner as may be prescribed by Parliament, to be registered as a citizen of Tanganyika
Provided that a person who has not attained the age of twenty-one years (other than a woman who is or has been married) may not himself make an application under this subsection but an application may be made on his behalf by his parent or guardian.

(6) In this section "the specified date" means---
(a) its relation to whom subsection (1) of this section the refers, the ninth day of December, 1963,
(b) in relation to whom subsection (3) of this section refers, the expiration of such period after her husband is registered as a citizen of Tanganyika as may be prescribed by or under an Act of Parliament;
(c) in relation to a woman to whom subsection (4) of this section refers, the ninth day of December, 1963; and
(d) in relation to a person to whom subsection (5) of this section refers, the ninth day of December, 1963,
or such later date as may in any particular ease be prescribed by or under an Act of Parliament.

3. Every person born in Tanganyika after the eighth day of December, 1961, shall become a citizen of Tanganyika at the date of his birth;
Provided that a person shall not become a citizen of Tanganyika by virtue of this section if at the time of his birth-
(a) neither of his parents is a citizen of Tanganyika and his father possesses such immunity from suit and legal process as is accorded to the envoy of a foreign sovereign power accredited to Tanganyika, or
(b) his father is an enemy alien and the birth occurs in a place then under occupation by the enemy

4. A person born outside Tanganyika after the eighth day of December, 1961, shall become a citizen of Tanganyika at the date of his births if at that date his father is a citizen of Tanganyika otherwise than by Virtue of this section or subsection (2) of section 1 of this Constitution (Ingembana Bashe kama angekuwa kazaliwa Somalia kabla baba yake hajapata uraia wa Tanzania)
