    Haya basi, umeshajua namna ya kupost, leta data sasa (kama zipo, usije ukazilazimisha kuwepo zikakutokea puani). Kwa kawaida mtu anapoingia hapa JF kwa mara ya kwanza, huwa anajitambulisha kwa jina lake halisi, mahali anapoishi na shughuli anazofanya. Tueleze hayo basi.

    Senior employees of most institutions in Tanzania (particularly state or semi-state owned) are paid the so-called "sitting allowances" when they sit on committee or managerial meetings. The payments tend to be hefty sums of money and in most cases a single "sitting allowance" is more than an average monthly income within the same institution! For years I have struggled to understand the rationale behind this practice. My feeling is that these people are paid (allowances) for doing what they are arleady paid (salaries) for doing! The same applies to employees on official trips. It is not uncommon for people to be paid a daily alowance even when they have all subsistence costs paid for - accommodation, meals and local travel.

    As i noted above, I have had a problem with this habit for many years and unless I miss something, I believe this is a clear manifestation of fraud. I would appreciate any explanation behind this multi-decade habit.
