    Nasema ni habari njema ambayo inaweza kutafsirika kwa wengine kama habari mbaya. Habari za uhakika ni kwamba kuna baadhi ya makampuni ya mawakala utoaji mizigo bandari ya Mombasa - Kenya wameingia mikataba ya kuwa mawakala watoaji mizigo bandari ya Dar es Salaam.

    Binafsi naona ni habari njema, maana kasi ya utoaji mizigo Mombasa ni nzuri sana kulinganisha na matatizo tunayopata kwa mawakala wa hapa Dar es Salaam. Hivi karibuni nimehangaikia kutoa mzigo bandarini kwa majuma matatu badala ya kuwa siku mbili - tatu. Hasara ya kuibiwa baadhi vya vifaa na gharama ambazo zinaongezeka humgarimu mteja.

    Hii habari njema kwa maana ya kuleta ushindani, ushindani ndio unaoweza kuboresha utendaji mzuri. Jambo la kusikitisha wakala anapolipwa pesa kwa ajili ya kutoa mizigo bandari tena adai rushwa ni kitu kisichoingia akili mwangu.

    Wasiwasi wangu wasije ambukizwa uzembe ,uombaji rushwa na wizi kama mawakala wa tz kwani wanasema behaviour can b contagious.

    Binafsi sina wasiwasi huo, si umeona hata wamombasa walivyoshusha bei za mayai Dar? Waliwapiga vita lakini tukasema kwa nini mayai ya Mombasa baada ya safari ndefu yakifika Dar ni bei poa kuliko yanayozalishwa ndani ya Darisalama yenyewe?

    Hawa jamaa wanajua biashara, waje watuamshe, tumelala mno. Ndio uzuri wa utandawazi wa ulimwengu wa leo. Mambo ya biashara za kumlalia mteja bila huruma zinakera mno.

    Ushindani unaoleta tija, maarifa mapya na teknolojia ni kitu kizuri lakini sio ushindani huu wa wamachinga wa kichina kariakoo.

    Kama inawezekana, Dr Mwakyembe angeagiza kufanyike re-structuring ya Bandari na Railway na nafasi zote za juu zitangazwe upya. Hii ndiyo njia rahisi na ya ufanisi kukarabati hizi office mbili muhumi kwa uchumi wa Tanzania. Tangaza nafasi zote za juu, watu waanze upya kwa masharti mpya katika dunia ya sasa ya ushindani. Kuna uzembe wa kutisha humo ndani.

    acha hao wa mombasa waje wa lamu hata beira na sehemu yyt duniani hakuna kitu ambacho wakala wa mizigo atafanya ili wewe mteja upate mzigo wako kwa haraka kwa kufuata mfumo wa tra ulivyo na mifumo ya bandari na shipiing line iliyopo kwa sasa, labda kama hao wa mombasa hatatumia A-PAD, na manifest kutoka shipping line watapata week 2 kabla ya meli kufika , na port charges watalipia kabla ya meli kufika, na mizigo yao haitakaguliwa na ma ofisa wa customs,

    uliyeleta hii mada hujui ulichokiandika au mimi ndiye sijakuelewa.
    Ili utoe mzigo bandarini unatakiwa umteue wakala wa forodha wa kukutolea huo mzigo.
    Huyo wakala anachokifanya ni kukusaidia wewe kuwasiliana na tra, shiping line na mamlaka nyingine kama tbs,tfda ili watoe vibali vya kuonyesha mzigo wako unafaa kwa matumizi ya tanzania.
    Wenye mamlaka mzigo utoke au usitoke si mawakala.
    Kazi ya wakala ni nini sasa?
    Wakala anachokifanya ni kuwasiliana na mamlaka zinazohusika ili mzigo wako utoke:
    mfano kuna hatua kadha wa kadha anazofanya wakala ili atoe mzigo. Katika hatua zote mawasiliano yanafanyika kwa njia ya mtandao(online).
    Na mtandao wa customs (tra-pad system, asyscan na asyscuda++ wakati mwingine haufanyi kazi siku nzima)
    kabla ya kwenda hatua inayofuata baada ya hatua ya kwanza lazima upewe go ahead toka tra! Sasa kama kuna network problem au tra delay wakala anahusika vipi katika kuchelewa kutoa mzigo?
    Pili nikueleze kuwa kuna ugomvi kati ya makampuni ya uwakala na kwa kuzingatia makampuni mengine ni ya wakubwa/maofisa wa tra kwa layman co, sia ajabu kuwepo kwa technical delay ili kupunguza reputation yake katila soko.
    Mawakala hawahusiki na ulinzi wa gari/mzigo wako uwapo bandarini. Mzigo unapokuwa bandarini upo under customs control hivyo basi si kazi ya wakala kulinda mfano gari yako isinyofolewe site mirror.
    Hao waliokuja kutoka mombasa hawawezi kufanya lolote katika mazingira niliyoyaelezea kama unavyosema
    Pia sioni haja ya kuleta mawakala toka kenya wakati kenya wana mawakala wa forodha zaidi ya 1500 na hapa nchini mawakala waliopo hawazidi 600 na milango imefungwa kwa ajili ya kusajili mawakala wapya!(watu wenye nia ya ktjisajili wapo na mimi ni mmoja wao ila milango imefungwa)
    labda nimeongea nje ya mada, nipo tayari kurekebishwa.

    Wanaochelewesha mizigo sio mawakala ni tra, tpa, tbs, tfda na wengineo. Mawakala unawasingizia na ukibisha utakuwa na chuki binafsi na mawakala.
    Hata ukawafuta mawakala wote wa tanzania na kuwaleta mawakala wazuri duniani wakafanya ndani ya tra,tpa, tbs tfda na mamlaka nyingine za hapa nchini katika halii iliyopo sasa,
    1. Delay itakuwa palepale
    2. Kuibiwa vitu vidogo vya ndani ya gari kutakuwa pale pale.

    Kwa hii network ya utoaji mzigo bandarini, hata Wakala angetokea kwa Mungu, hamna ujanja wa ufanisi wa utoaji bandarini wala usalama wa mizigo ya watu.

    Tatizo la bandari yetu ni URASIMU na ubovu wa miundombinu vitu ambayo wakala awaye yote hana mamlaka navyo

    Sipo tayari kutofautiana nanyi wachangiaji wengi kwa kiwango kikubwa, ila niwe wazi kuwa kinyume cha mawazo ya wengi kwa baadhi ya vipengere vya huduma katika bandari yetu nikichukulia mifano ya mimi mwenyewe nilivyotaabika mara kadhaa.
    Kwa kuwatumia mawakala nimi nikiwa karibu nao nilifanikiwa kujua jambo moja kwamba TRA wako sharp katika huduma kuliko taasisi nyingine za serikali na waliweza kutoa huduma kwa muda muafaka bila tatizo.
    Bandarini wanajitahidi kutoa mizigo muda muafaka kwa sababu ya kupisha nafasi ya shehena nyingine kuingia.
    Sehemu inayochelewesha sana mizigo ni bandari kavu huko kwenye warehouse za bandari kwa sababu za ukiritimba wao ambao kwa utafiti wangu ni mambo yanayoshonana na hawa mawakala wetu wenye kupanga mipango pamoja.

    Ucheleshaji;

    • Bandarini customs wanajaribu kadiri nilivyoangalia mimi kwani mizigo yangu ilikaguliwa kwa wakati ambao hauwezi kuzusha manung'uniko ya pekee.
    • Bandari kavu kumekuwepo na uzungushaji sana wa utoaji mizigo, kama bandari kavu utoaji magari utakuta foreign na domestic ni gati moja na hivyo kusababisha msongamano usio na sababu, pengine wangetenganisha kuweka gates zaidi ya moja kutolea magari na hata mizigo mingine ingepunguza manung'uniko.
    • Mawakala wetu wana njaa na wanashirikiana na wafanyakazi wa bandari kwa namna mbalimbali ikiwa ni pamoja na kuzungusha ucheleweshaji wa mizigo ili mtaja mwenye roho nyepesi aridhia kutoa cho chote ili mali itoke.
    • Mimi nilipoona wakala ananizungusha hivyo kwa karibu siku nne (4) na mzigo uko tayari bandari kavu niliamua kumchukua mkuu mmoja toka ofisi moja anisindikize kwao kama shahidi na nilipofika nikaamua kuwatapikia ukweli kwamba mwanizungusha ili nitoe rushwa au nini kwa sababu mzigo wangu uko tayari na hauhitaji kupakiwa kwani una miguu na mwendeshaji, nisipopata leo kesho hapatakalika hapa ofisini. Wakawa wakali kama kama simba aliyejeruhiwa kwamba katu hongo iko mbali kabisa katika kazi yao. Baada ya masaa manne niliitwa mzigo wangu uko tayari wanisubiri.

    Wakala mwingine kaniambia ili mzito utoke mapema, kama wafanyavyo mombasa kuna mawakala hata Dar es Salaam wambao mzigo haupitishiwi bandari kavu, unapoteremshwa na kukaguliwa unatolewa moja kwa moja na hivyo kupunguza baadhi ya gharama ambazo bandari kavu zingeongezeka.

    Niliweza kugundua kuwa upelekaji wa mizigo bandari kavu ambako kuna usumbuvu zaidi kunaweza kukwepeka kwa mawakala mahiri na wenye kujituma kwani wao wana nafasi ya kuweza kulipia na kuchukua mzigo mara tu ukishakaguliwa. Hawa wa Mombasa nasikia ndivyo wanvyofanya. Bahati nzuri nimeweza kuongea na mkenya mmoja ambaye anehamishiwa Dar es Salaam kwa shughuli hiyo kaniambia mpaka sasa wameshaanza kutoa mizigo kwa mtindo wa Mombasa kukwepa bandari kavu ili kuvutia wateja katika kampuni yao. Makampuni ya kigeni yanayopitishia mizigo Dar yameshakuwa wateja wao wakubwa, sisi wabongo bado tumelala.

    Mambo yetu yalivyotulevya yanatia aibu, na kama kusipokuwepo wenye kuleta msukumo wa utendaji kibiashara tutabaki kukata tamaa. Nimezunguka sehemu nyingi za biashara utakuwa watu wako legelege, wamechoka, hawana ile kitu kumchangamkia mteja. Unaweza kuingia ukazunguka hadi unatoka mwuzaji hana habari na hajali. Mara kadhaa nimejaribu kuwaambia mbona hamchangamkii wateje, karibu wote niliwauliwa wananishangaa kwa nini nawauliza vile. Wamekaa kama miungu vile. Hata wa mitaani wauza voucher za simu ni hivyo hivyo. Wamachinga ndio wanaojua nini maana ya kuchangamkia mteja. Waliotembea na kuona wafanyabiashara wanavyochangamkia wateja wanaelewa ninachoongela hali ya biashara hapa uswahilini kwetu. Hali ndivyo ilivyo hata ukiingia ofisi zote hata kwenye mabank ila mabank ya kigeni utaona tofauti.

    Idara pekee ninayoipa credit ni TRA kwangu nimepata mara zote huduma murua na haraka bila usumbufu wala ngojangoja.

    kwani tatizo la kutoa mzigo ni la wakala ama la system yenyewe? hebu tafakari vyema manake kwa experience yangau ya kutoa vijiparcel niliona tatizo lilikuwa system yetu yaani mawasiliano kati ya mamlaka zinazohusika ili kuhalalisha mzigo utolewe na upewe mwenye mali.

    Mawakala kuja Tanzania hakuna tatizo, tatizo ni nani anachelewesha mizigo kutoka bandarini hilo ndio tatizo.
