    Ukitazama kwa makini foleni za magari jijini kati Dar utagundua kuwa almost 60-70% ya magari ni ya watu binafsi. Utakuta foleni kwa mf inatoka manzese hadi magomeni ina magari 40 binafsi na mtu mmoja au wawili kila gari, jumla 40-70 na utakuta costa 5 tu zenye watu jumla zaidi ya 100.

    Ningekuwa mimi ni Raisi au Waziri mwenye dhamana ningefanya yafuatayo kupunguza foleni.
    1. Ningenunua mabasi ya serikari, 5 kila route then ningepiga marufuku gari binafsi kuingia jijini kati. Magari hayo yangeendeshwa na kusimamiwa na SUMATRA
    2.Ningeanzisha congestion fee ambayo ni pesa taslim mtu atakayolipa kama anataka kuingia na gali lake mjini kati.
    3.Wenye magari binafsi ningewashauri waache magari yao nje ya mji mfano, mbezi ya kimara, tegeta, buguruni, tabata, n.k. then wapande costa au magari ya serikali ambayo nauli yake ingekuwa reasonable.
    Kwa kufanya hivyo;
    1. Nina uhakika kama kuna foleni ya magari kutoka jangwani hadi magomeni itakuwa ina magari 20- 30 yenye watu kati ya 500- 1000, je hapo si nitakuwa nimebakiza safari kaTI YA 5-10 na kuwamaliza watu walio kariakoo wanaongoja kwenda mbezi? nina uhakika foleni haitakuwa ndefu na safari ya kufika kimara au mbezi kutoka kariakoo itachukua muda usiozidi dk90 badala ya masaa 3 ya sasa.
    2. Nitawapunguzia kazi traffic kwani hawatakuwa na ulazima wa kuongoza magari kwenye mataa labda umeme ukatike.
    3. Nitapunguza gharama ya maisha kwa wenye magari ya kununua mafuta ya 20,000 kila siku.
    4. Nitakuwa nimeleta usawa barabarani kati ya tajiri na maskini.
    5.Nitakuwa nimewapa nafasi vijana wanaokopa pesa benki na kununua magari(starlet n.k.) kuitumia pesa hiyo kwa mambo ya maendeleo kama kununua viwanja, kujenga nyumba, kununua furniture n.k.
    6. Nitakuwa nimetoa nafasi za kazi kwa madereva na wafanyakazi wa magari hayo ya serikali.
    7.Nitakuwa nimeondoa adha ya watu kuamka saa 10 alfajiri kutoka mbezi ili wawahi foleni.
    8.Nitawapa wanandoa muda wa kuwahi kutoka kazini kwenda nyumbani kuonana na familia na kutoa malezi kwa watoto badala ya sasa ambapo wafanyakazi wanangojea foleni iishe posta saa3 usiku ndo wawashe magari yao kwenda mbezi wanakofika saa 4.30 usiku na kukuta watoto wamelala na wapenzi wao wamechoka hata hawawezi kufurahia ushirika wa familia.
    9. Kwa kufanya hivyo hata barabara zangu za mabasi yaendayo kwa kasi zitakuwa na maana na maisha ndani ya bongo yatakuwa super.

    hujatoa muafaka kwa wamiliki wa mabasi ya daladala.......je hao chanzo chao cha kipato kitakuwa ni kipi baada ya wewe kuweka hayo mabasi yako matano kila route?.....na watayapeleka wapi hayo mabasi yalivyo mengi kama utitiri?

    Watapaki magari yao nje ya mji hehehehehe hakuna solution ila kupanua miundo mbinu na kuacha uhuni wa kila mtu kutaka kuwahi especial kwenye junctions!

    Ustaarabu nao ni tatizo kwani utakuta mtu kwenye junction anaikita gari yake na kuzuia wengine ambao barabara yao haina foleni kushindwa kupita hii inatokea sana mitaa ya mjini kama pale mtaa wa morogoro na libya hakuna sababu ya mtu anaeenda magomeni kumdindia mtu anaetoka mnazi mmoja na na pale kwenye junction anazibwa asiingie mji! kuna matatizo ya ustaarabu tu ndio yanasababisha yote haya ikiwa pamoja na kutanua!

    Una mawazo mazuri ila tu nikukumbushe jambo ambalo kila mara ninalisema:

    Fani ya Traffic Engineering ni ngumu sana. Si rahisi kama unavyoweza kufikiri.

    Mawazo yako kwa kuanzia ni mazuri ila unapokuja kwenye uhalisia, kuna makosa mengi sana unayafanya. Kama sikosei au unaishi nje ya Tanzania au umeshawahi kuishi kwenye nchi zilizoendelea na kuona solution kama hizo umeandika.

    Ni kweli wenzetu wanafanya hayo ila kabla ya hapo kuna mambo mengi sana inabidi kuyafanya na hasa solution ya matatizo. Unapoondoa tatizo fulani, unakuwa umeanzisha jingine. Sasa kuya-balance yote hayo, huwa ni ngoma nzito. Mie na kusomea kidogo hayo mambo, nikiambiwa leo nitafute solution, itabidi kuwahusisha wengine wakali zaidi yangu.

    Ukiyavamia kwa mbele, basi utatengeneza BUCHA za nyama nyingi sana kwenye barabara za Dar. Watalaamu Tanzania wapo ila ndiyo hivyo tena, unamuona Lowassa anakurupuka na kusema barabara tatu ziwe zinapeleka magari mjini asubuhi na jioni zinarudi tatu. Ila anasahau kuwa foleni zote huwa zinaanzia kwenye Maungio ya barabara.

    Siku ikija Serikali makini, watalishughulikia kwani njia zipo nyingi sana na ni kuamua. Ni sawa na tatizo la Umeme Tanzania.

    Nafikiri kuwa wataalam tunao na laiti viongozi wa kile chuo cha Usafirishaji pale Mabibo wangekuwa wanapatikana kwa ujuzi wa fani zao [professionalism] na si ushemeji basi haya matatizo ya traffic congestion yangeweza kupatiwa ufumbuzi wa kitaam na sio wa kisiasa!

    Costa zitaendelea kufanya kazi, basi tano za serikari zaweza zikazidiwa . Kumbuka ukipunguza foleni unaongeza uwezekano wa mtu kwenda na kurudi mahali fulani mara mbili au hata kutembelea ndugu na marafiki walio mbali titu ambacho huwezi kufanya kwa sasa bila kuvunja ratiba zako nyingine.
    Pia coz of biashara huria, magari ya serikari na watu binafsi watakuwa na ushindani wa huduma, hiyo itahamasisha ubora wa huduma na wasafiri watapanda gari yenye huduma nzuri na lugha nzuri kwa wateja. Yale matusi ya makonda au uchafu wao na madereva wao hautauona tena coz watalazimika kujifunza costomer care

    Wanaoishi mjini kati kama wahindi watafaidika zaidi maana watatumia public transport kwenda kwenye maduka na ofisi zao, wenye magari watayatumia wekend kwa kulipa congestion fee ili wazunguke na watoto wao beach na kwenye matanuzi mengine
