    Dar es Salaam.

    A tusle pitting the Parliamentary Committee on Finance against the minister for Finance William Mgimwa has emerged over the funds allocated to the development budget for the financial year 2012/13.The legislators are pressuring the minister to increase the development budget allocation or risk a "No Vote" in Parliament when he tables his Budget speech this week.
    The minister, however, has refused to bow to the pressure and instead, he went on to "lecture" the Committee on how he arrived at the figure they are disputing and why development allocations have to remain the way he has set them.

    The issue started last Thursday when members of the Finance Committee rejected the Sh4.5 trillion preliminary estimates for the development budget presented before them by Dr Mgimwa, telling him to go and revise them upward and then bring them back for another appraisal.
    The committee rejected development allocations for the 2012/13 Budget because their proportion to the total budget was lower, at 30 per cent, than that of 2011/12 which stood at 38 per cent.

    The House team wanted the development allocations to constitute at least 35 per cent of the total budget. More significantly, the Committee wanted the minister to reduce about Sh301 billion from the "Other Charges (OC) Vote" in the recurrent budget and add it in the development budget. It also wanted an explanation on what they viewed as huge allocations on hospitality, domestic and foreign travel.

    Dr Mgimwa reappeared before the House team yesterday without having made any changes to the estimates, triggering the committee members' fury. They told Mr Mgimwa pointblank that his Budget speech risks being thrown out when he tables it this week.

    "The government Budget proposals are under the threat of being rejected. Emphasis of recurrent spending rather than development spending is dangerous to the economy, which is already unstable," Zitto Kabwe, the shadow minister for Finance told The Citizen after the Committee's meeting with the minister yesterday.

    In his Sunday presentation before the PCFEA, Dr Mgimwa came up with similar proposals comprising a development budget of 30 per cent and recurrent budget of 70 per cent.
    He gave five reasons for his position, one being that the committee's proposals were time-barred and second, the votes presented by the government must be maintained at the same levels because of the "prevailing realities".

    He further argued that the calculated apportionment of recurrent and development budget must remain at the same level because any deduction of money from recurrent budget would disturb implementation of the whole Budget which, he sad, would hurt productivity of public servants.
    His fourth reason was that it wasn't easy to alter the Budget day that falls on June 14 because the date has been agreed upon by the other four East African Community member states.

    The last reason, he stated, was that the government hasn't ignored the views of MPs but has actually taken them up for future utilisation to ensure, for instance, that funds set for development projects are subjected to thorough monitoring and evaluation.
    A document, which was seen by The Citizen, showed a list of other votes that were yet to be approved by the PCFEA, including, among others: Constitutional Review Commission, Judicial Service Commission and the Attorney General's office.

    Others are those from the ministry of Foreign Affairs, Directorate of Public Prosecution, Judiciary, Ministry of Justice, Law Reform Commission, and Commission for Human Rights and Good Governance.
    On Friday, the Finance minister presented his budget proposals, which indicated that the total expenditures for 2012/13 fiscal year would amount to Sh15,045.8 billion, to be collected from domestic and foreign sources.

    The minister listed among the objectives of the 2012/13 Budget as, among others, attaining economic growth rate of 6.8 per cent, instead of 6.4 per cent of 2011/12. Other objectives include increasing the rate of domestic revenue from 16.9 per cent of GDP to 17.9 per cent, controlling the volume of money supply at the ceiling rate of 18 per cent until June next year and reducing the gap between bank lending and deposit rates.
    Others are: attaining a stable foreign exchange rate, increasing loans to the private sector up to 20 per cent of GDP in June next year and attaining the foreign exchange reserve that suffice the demand for four and a half months by June 2013.

    According to the Finance minister, the main pillars of 2012/13 budget, among others, are: attaining a stable economy with sustainable socioeconomic development, availability of reliable power supply and mobilisation communities on the use of natural gas, successful implementation of the five year development plan and stabilisation of a shilling.

    Other pillars are: putting in place a sound regulation of issuing government securities to public institutions, consolidation of monetary and fiscal policies, commencement of Agricultural Bank of Tanzania, strengthening cooperation with development partners and continuation of the implementation of the policy on decentralisation on by devolution and other ongoing economic reform programmes.

    The question here is not the percentage of recurrent or development budget, but what are the sources of the budget and whether the government will manage to collect it all.

    The experience we have is that always we have big figures in our budget but never has ever the government collected it all.

    KAMATI YA UONGOZI YA BUNGE YAKUTANA NA WAZIRI WA FEDHA

    HOFU imetanda mjini Dodoma juu ya kuwapo kwa uwezekano wa kukwama kwa Bajeti ya Serikali ya mwaka wa fedha 2012/13 inayotarajiwa kuwasilishwa Bungeni keshokutwa na Waziri wa Fedha, Dk William Mgimwa.

    Dk Ngimwa atawasilisha bajeti ambayo alilazimika kuifumua upya baada ya kuteuliwa kuchukua nafasi hiyo baada ya mabadiliko ya Baraza la Mawaziri yaliyofanywa mapema mwezi uliopita na Rais Jakaya Kikwete na kumweka nje ya aliyekuwa akiongoza wizara hiyo, Mustafa Mkulo.

    Waziri Mkuu, Mizengo Pinda jana alinukuliwa akizungumza katika kikao cha kutoa mwongozo kwa wabunge wote (briefing) kwamba Dk Mgimwa aliomba ridhaa ya Rais kufumua bajeti hiyo upya ili iweze kwenda sawa na mtizamo wake kama kiongozi wa wizara, hali iliyosababisha kuchelewa kwa vitabu vya bajeti kwani baadhi viliandaliwa upya.

    Pinda alikuwa akijibu hoja za wabunge wa Serengeti (CCM) Dk Steven Kebwe, Mbunge wa Nzega (CCM), Dk Hamis Kigwangallah na Mbunge wa Viti Maalumu (Chadema), Pauline Gekul ambao kwa nyakati tofauti walihoji sababu ya kuchelewa kwa vitabu vya bajeti kinyume cha Kanuni za Bunge, hali iliyowanyima fursa ya kuijadili kwa kina.

    Hata hivyo, jitihada hizo za Dk Mgimwa zinaonekana kutowaridhisha wabunge ambao katika vikao vya kamati waliyakataa mapendekezo ya bajeti nyingi kutokana na upungufu wa kutozingatiwa kwa vipaumbele.

    "Kwamba bajeti itapata wakati mgumu hilo halina ubishi licha ya kwamba wabunge wa CCM tunabanwa na kanuni ya ‘three lines whip,' si unajua ukikataa kuunga mkono bajeti unaweza kupoteza ubunge wako? Lakini kwa ujumla hali ni ngumu sana," alisema mmoja wa wabunge wa CCM kutoka mikoa ya Kanda ya Magharibi.

    Jana jioni Kamati ya Uongozi ya Bunge ikiongozwa na Spika wa Bunge, Anne Makinda; Waziri Mkuu, Pinda; Waziri wa Nchi, Ofisi ya Rais (Uhusiano na Uratibu), Steven Wassira na Waziri wa Nchi, Ofisi ya Waziri Mkuu (Sera, Uratibu na Bunge), William Lukuvi ilikuta na Mgimwa "kuweka mambo sawa" kabla ya bajeti kuwasilishwa Bungeni.

    Habari kutoka ndani ya kikao hicho zinasema miongoni mwa ajenda kuu zilikuwa ni mjadala kuhusu bajeti zilizokataliwa na Kamati za Bunge ikiwamo Bajeti kuu ya Serikali ambayo ilikataliwa na Kamati ya Fedha na Uchumi kutokana na kutotengwa kwa fedha za kutosha kwa ajili ya shughuli za maendeleo.

    Ratiba ya vikao vya Bunge la bajeti inaonyesha kuwa kamati za wabunge za vyama zinakutana leo baada ya kipiondi cha maswali na majibu. Masikio yote yataelekezwa ndani kamati ya CCM ambako kunatabiriwa kuwapo kwa mvutano kabla ya kuwa na msimamo wa pamoja wa kuunga mkono Bajeti.
    Baadhi ya wabunge wakiwamo wa CCM nao wameonyesha msimamo wa kuikataa wakitilia shaka kama itakidhi mahitaji ya wananchi, hasa kupunguza makali ya maisha.

    Walisema Bajeti hiyo ya Sh15 trilioni huenda isilete matumaini kutokana na ile ya mwaka 2011/12 kushindwa kuonyesha tija.

    Mbunge wa Mwibara (CCM), Kangi Lugola alisema walitarajia bajeti ya mwaka huu itaongeza fedha katika kukabiliana na sekta za elimu, afya na kilimo lakini matokeo yake fedha zimeendelea kupunguzwa.

    "Walimu bado wanadai mabilioni ya fedha, mikopo elimu ya juu bado ni tatizo, kilimo chetu hakikidhi na hivyo kukosekana uhakika wa chakula katika maeneo mengi sasa badala ya bajeti kuongezwa inapungua," alisema Lugola.

    Mbunge wa Ludewa (CCM), Deo Filikunjombe alisema Watanzania wasitegemee jipya katika Bajeti ijayo. Alisema Bunge litatenga fedha katika kila sekta lakini, tatizo ni kufika zilikotengwa na kusaidia maendeleo ya Watanzania na kukuza uchumi wa nchi.

    Mbunge wa Arumeru Mashariki(Chadema), Joshua Nassari alisema Watanzania wasitegemee jipya katika Bajeti ijayo kwani ni ya madeni… "Bajeti hii mimi naiita ni ya madeni, kwani katika wizara kama ujenzi, kiasi kikubwa fedha kimetengwa kulipia miradi ambayo tayari imeanza."

    Kamati ya Bunge
    Juzi, Kamati ya Bunge ya Fedha na Uchumi, inayoongozwa na Andrew Chenge ilimtaka Dk Mgimwa kuongeza bajeti hiyo au asubiri ikataliwe itakapofikishwa Bungeni.

    Hatua hiyo inakuja baada ya waziri huyo kuwasilisha Bajeti iliyoonyesha kuwa Bajeti ya Maendeleo ni Sh4.5 trilioni.

    Mabadiliko ambayo kamati ilishauri ni Bajeti ya Maendeleo iwe asilimia 35 na matumizi ya kawaida yawe asilimia 65, tofauti na mgawo wa asilimia 30 kwa 70 kama ilivyokuwa.
    Hata hivyo, Dk Mgimwa amegoma kuongeza Bajeti ya Maendeleo badala yake amekwenda kuieleza kamati hiyo sababu za kuweka viwango hivyo.

    Alisema matumizi ya kawaida yamezingatia mapitio ya utekelezaji wa bajeti ya mwaka wa fedha 2011/2012, ambayo ni shughuli zisizoepukika, stahili mbalimbali za utumishi, Mfuko Mkuu wa Serikali ambao umeongezeka kutoka Sh2.102 trilioni hadi Sh2.745 trilioni, mwaka 2012/2013.
    Alipoulizwa kuhusu kamati kukataa taarifa hiyo, Chenge alijibu: "Hapa bado tunaendelea na mjadala, utasemaje tumekataa taarifa?"

    Waziri Kivuli wa Fedha, Zitto Kabwe alisema kutokana na wizara kushindwa kutekeleza ushauri wa kamati, watakwenda kuikwamisha Bungeni.

    Wadau wengine
    Rais wa Chama cha Walimu Tanzania (CWT), Gratian Mukoba alisema tatizo la Bajeti liko katika utekelezaji: "Tunaitaka Serikali kuhakikisha kuwa fedha zilizotengwa zinatumika kama ilivyokusudiwa ili kuondoa kero mbalimbali zilizopo."

    Alisema mwaka jana, Serikali ilikuwa haina fedha jambo ambalo lilisababisha Bajeti yake ya mwaka 2011/12 ya Sh trilioni 13 kushindwa kutekelezeka kama ilivyokusudiwa.
    Mukoba alisema kutokana na hali hiyo, Serikali inapaswa kuhakikisha kuwa vipaumbele vilivyotangazwa vinatekelezwa.

    Mkurugenzi wa Utafiti wa Shirikisho la Wenye Viwanda Tanzania (CTI), Hussein Kamote alisema mwaka jana Serikali iliweka kipaumbele kwenye sekta ya nishati, lakini suala la umeme bado ni tatizo jambo ambalo limesababisha viwanda vingi kushindwa kufanya kazi.
    Alisema kutokana na hali hiyo, Serikali inapaswa kuhakikisha kuwa changamoto zinazojitokeza kwenye sekta hiyo zinatekelezwa ipasavyo.

    Ofisa wa Mipango ya Utafiti na Uchambuzi wa Sera wa Mtandao wa Jinsia Tanzania (TGNP), Gloria Shechambo alisema mpango wa bajeti ya miaka mitano ulioanza kutumika mwaka jana ambao mwaka huu ni mwaka wake wa pili wa fedha, umewapa kipaumbele wakulima wakubwa huku ikiwasahau wadogo.
    "Serikali iangalie wakulima wadogo wanaotumia nguvu nyingi, kwani kwa kipindi kirefu wanawaangalia wakulima wakubwa pekee jambo ambalo siyo la haki," alisema Shechambo.

    Aliongeza kwamba, uchumi wa nchi hauwezi kuongezeka kama mahitaji ya msingi ya watu hayajafikiwa kwa sababu watu hawawezi kushiriki kukuza uchumi wa nchi kama hawapati mahitaji yao ya msingi.
    Umoja wa Wanafunzi wa Vyuo Vikuu Tanzania (Tahiliso), umesema moja ya changamoto ya kushughulikiwa katika bajeti ya mwaka huu ni kupungua kwa wanafunzi wanaopata mikopo kila mwaka.

    Rais wa Tahiliso, Paul Makonda alisema wakati makadirio ya mwaka jana yalikuwa ni kuwapa mikopo wanafunzi 40,000 kila mwaka, hali imekuwa tofauti na idadi yao imekuwa ikipungua.
    "Ilishuka kutoka wanafunzi 40,000 mpaka 28,000 mwaka juzi na sasa mwaka huu unaoisha imekuwa 23,000."

    Rais wa Chama Cha Madaktari (MAT), Dk Namala Mkopi alisema bajeti inayokuja haitakuwa na kipya kutokana na Serikali kutokuwa na vipaumbele ambavyo inavitekeleza.
    Dk Mkopi alisema sekta ya afya imekuwa ikiyumbayumba na Serikali haijaonyesha jitihada za makusudi kuhakikisha wananchi wanapata huduma iliyo bora.

    "Kila mwaka tunatapatapa na bajeti na hakuna jipya katika sekta ya afya ambako kumekuwa na matatizo kibao, wahudumu wa afya bado hawathaminiwi kwa kusikilizwa kwa wakati."

    Wiki iliyopita, Serikali iliwasilisha mwelekeo Bajeti ya mwaka 2012/13, ikionyesha vipaumbele saba ambavyo ni pamoja na miundombinu ambayo imegawanyika katika makundi hayo manne yakiwemo reli, umeme, majisafi na salama, usafirishaji na uchukuzi ambazo kwa ujumla zimetengewa kiasi cha Sh4.5 trilioni.

    Vipaumbele vingine ni pamoja na kilimo, viwanda, rasilimali watu, huduma za jamii, utalii, biashara ndani na nje ya nchi pamoja na huduma za kifedha.

    Wandugu mimi nasema our budget should combine the desirable economic and social policy, and tenable economic and financial means of action. This is our main instrument for public management. Talk of poverty and the achievement of the MDGs this is the tool. Parliament, as an institution, has its functions well-defined by the constitution. These functions include: oversight, representation, legislation, voting on and controlling the budget. It is our sincere expectations that the parliament will seriously express the concerns of the Tanzanians, to demand that these are taken into account, to monitor their achievement and to check their appropriateness as far as public policies are concerned and in respect of commitments to which the budget subscribing. I am sorry to say that it is a curse if by now municipals around Dar City still struggle to get basic services like water! I concur with MPs who are saying the budget should be development focused as opposed to recurrent expenditure. Can't we be serious jamani? Pole mawaziri wapya kwani mnarekebisha vazi la arusi ambalo huneda lilishakosewa na fundi wa awali, kazi ngumu but push on.

    mapendekezo ya misamaha ya kodi yangefuatwa angalau fedha za kujazilishia kwenye mipango ya maendeleo zingepatikana na labda asilimia zingeweza kufika hata 40% lakini kabwe alipolizungmza hili waliziba masikio

    Itakuwa Makosa kweli kumlimbikizia Makosa huyu Jamaa yeye na Wasaidizi wake wote Wapya hata Hawajui Toilet Rooms hapo Wizarani... Kweli wao wakiandamwa itakuwa Makosa kwa Sisi Walafi; wa kutafuta Mbaya wetu na Wabaya wako kwenye Mabaa Dar wametulizana vizuri Wanakunywa kuku kwa Mrija.

    Au tunawaogopa hata kuwataja watatulipua.

    Alikimbilia kuapishwa uwaziri kabla ya ubunge, haingekuwa rahisi kutimiza majukumu yatokanayo na ubunge. kwa kuwa alikosea kuingia, hata kukaa humo ndani haitakuwa halali kwani hawezi kutenda lililo halali. ona keshatuvurugia bajeti yetu.

    Bajeti yenyewe mazingaombwe matupu, nashangaa wanashikana mashati kwa nini.

    Labda kama wanataka ku project show, kwamba kuna kitu kinafanyika bungeni, halafu baada ya high drama watapitisha bajeti, ambayo itakuja kuongezewa matumizi kinyemela baadaye anyway.

    This whole business is such a joke, but it ain't funny.
