EU launches election observation mission

    The European Union (EU) has launched an Election Observation Mission (EOM) for the October 31 General Elections.

    A press statement released by the EU office in Dar es Salaam on Tuesday said the government had invited them to observe the entire process and assess compliance with international principles for democratic elections and domestic laws.

    It said the EOM was led by chief observer David Martin, who is also a European Member of Parliament.

    “We are very pleased to be in Tanzania and observe the general election based on our methodologies developed through observations experience in more than 70 countries,” Martin said.

    He noted that they were neutral and impartial in their assessment and they hoped their mission would contribute to a credible democratic process.

    It said the chief observer would arrive in Dar es Salaam on Friday this week for a five-day visit although a core team of six experts was already in the country and would be followed by 22 long-term and over 40 short-term observers.

    According to the statement, the observers will be deployed throughout the country to observe the electoral procedures before, during and after the general election.

    They will assess election campaigns, election preparations, the election day, counting and tabulation of the results and post-election activities, including complaints and appeal procedures.

    It will also evaluate the general electoral context, the administration of the electoral process, the media environment and the human rights situation related to elections and the participation of women and minority groups.

    The EU mission will, however, meet with government officials, election administrators, candidates, political parties, the media, civil society organisations, voters, international organisations and others involved in the electoral process.

    Hawa observers ni watu wa cut and paste kila siku wanakula hela za bure na kuripoti kama uchaguzi mwingine waliosimamia, sana sana wanabadili heading kama wako serious waanze na statement ya Shimbo kwenye press statement, halafu taarifa iliyotolewa na Wizara ya Ulinzi kwenye gazeti la Mtanzania na comments zawwaziri wa Ulinzi kwenye gazeti la Daily News leo. Hii ni intimidation to voters lazima ikemewe mapema.

    Matumizi ya serikali za serikali kwa baadhi ya wagombea ni eneo lingine ambalo linafanya uchaguzi usiwe wa huru na wa haki, hili liangaliwe na waangalizi hao ili tuone kuwa wako serious.

    Tatu ni composition ya Tume ya uchaguzi, appointment yake na ukweli kuwa Mwenyekiti wa tume na Mkurugenzi wa Uchaguzi ni watu ambao kisheria hawatakiwa kuwa katika ajira ya serikali, kuwepo kwao kwenye tume wakati hawastahili kunaonesha imaprtiality, observres waangalie mikataba yao iliongezwa lini na ni nani iliyeongeza mikataba hiyo kwa nini kazi hazikutangazwa etc majibu ya hiyo yatawaonesha kuwa tume haitakuwa huru hata kidogo.

    In short ni kama hawana meno!
    Ridging zimekuwa zikitokea now and then, lakini hakuna hatua kali kwa nchi au vyama husika!..eg Zenji 2005/2006.
    Kutoa ripoti tu, na huku wachakachuaji wanapeta doesnt help much...Lets look this time!

    Observers wa EAC wakati wa Uchaguzi wa Kenya 2007 Genral Elections walisema:

    The Pre-Polling Phase was initially characterized by an atmosphere of tension,
    suspicion, and some incidences of violence in different parts of the country. Different
    stakeholders condemned the violence and subsequently the environment changed into a
    relatively conducive atmosphere for continued campaigns until the polling day.

    In spite of the initial challenges, this stage can be considered to have been generally successful.
    Notwithstanding some shortfalls, Polling Day was characterized by a high voter turnout,
    good performance by the electoral officials, which led to a peaceful and transparent
    voting process. In most cases the counting and announcement of results at the polling
    centres was concluded well.

    The Mission commends the role played by the media in covering and relaying
    information regarding the entire electoral process in a timely manner. The Media's role
    was critical on the polling day where they regularly kept the public informed about
    electoral developments. This is a best practice that should be emulated by Media houses
    in the region.

    The Post Polling Period was characterized by uncoordinated and suspect actions, which
    include among others statements by the Chairman of the ECK to the effect that he could
    not trace some of his Returning Officers who had disappeared with the results and had
    switched off their phones. In addition, he also stated that he would declare the results
    with or without the returns, which he didn't do.

    The delay in the announcement of the results plus the shortcomings mentioned above
    resulted in gross mismanagement of the tallying process and declarations of the
    Presidential results. This critically undermined the credibility of the final stage of
    electoral process.

    The EAC Mission strongly commends the people of Kenya for the high voter turnout,
    their enthusiasm and commitment to the process, respect, hospitality and cooperation
    accorded to the Observer Missions. In the same vein, the Mission condemns the resultant
    violence and deeply regrets the senseless loss of life and property.

    Commonwealth Group observers nao walisema ifuatavyo kuhusu uchaguzi wa 2007 Kenya:
    The events that unfolded since polling day have eroded the confidence of the people of Kenya. The manner in which the results were announced has raised suspicion and caused widespread mistrust. It is therefore our view that the election process following the closing of the polls fell short of acceptable international standards.

    Hawa watu si wa kutegemea sana hawaji kuzuia rigging wanakuja kuangalia rigging baadaye kutoa report wakati matokeo yameshatangazwa.

    Vile vile kumbukeni kuwa wao wana interests zao mfano uchaguzi uliopita wa Afghanistan masaduku ya kura za wizi yalionekana yakisafirishwa kwa siri na chopa za US na ally wake sehemu ambapo Kaizai alikuwa taabani, walikuwa wanataka Kaizai ashinde kwa sababu walikuwa hawamwamini Abdulah Abdulah.

    Kuna sehemu watu walitishwa na Taliban kwenda kupiga kura mahudhurio yakawa chini ya 5% lakini matokeo yakatangazwa Kaizai alipata kura kama laki moja zaidi ya 80% ya waliojiandikisha huku waangalizi wanaangalia.

    Thats why am saying waangalizi hawasaidii kitu wakati wa uchaguzi wao husubiri watu watakapoanza kuchapana ndipo wa-intervene waonekane wana mapenzi na wananchi, nasema a good external and Internal observer ni mpiga kura mwenyewe kuilinda kura yake.
