Eti umeme Kenya na Uganda ni ghali kuliko Tanzania?

    Ndugu wanaJF, nimesona stori fulani kwenye gazeti moja la Kiingereza la kila wiki kuhusu bei ya umeme Tanzania, Kenya na Uganda na inasema katika Afrika Mashariki walau kwa Kenya, Tanzania na Uganda ni Tanzania tu, ambako umeme wake uko chini. Inaonekana ni stori ambayo imefanyiwa utafiti. Na mwandishi anasema wanaosema bei ya umeme Tanzania iko juu kuliko Kenya na Uganda ni waongo.

    Lakini nionavyo mimi, bei ya umeme Tanzania ni ghali kuliko Kenya na Uganda. Nitatoa mfano. Suppose X amefanya booking kwenda Mwanza kwa Bus Y na akalipa nauli 70,000/- na kusafiri muda uliopangwa na kufika Mwanza muda uliopangwa pia.

    Lakini M yeye amelipia 40,000/- tu. Baada ya kulipia na kupata tiketi ya kwenda Mwanza, akaambiwa haijulikani gari litaondoka lini na hivi ikabidi akae hotelini siku kadhaa hadi hapo gari litakapopatikana. Of course, kwa kuangalia juu juu utaona kuwa M amelipa kiasi cha nauli kidogo tu (40,000/-) ukilinganisha na X (70,000/-). Lakini kwa safari hiyohiyo ya kwenda Mwanza nani ametumia fedha nyingi zaidi kati ya X na M?

    Hali kama hii ndiyo inayojitokeza Tanzania. Tunalipia umeme (kwa watu wenye luku sijui inakuwaje) halafu umeme wenyewe haupatikani na watu wanaingia gharama nyingine za kununua mafuta na kutumia genereta. Pia wale wenye biashara zinazotegemea umeme na wakati huohuo wanatakiwa kulipa kodi ya nyumba kila mwezi wanaingizwa kwenye gharama ambazo hawakuzitegemea. Maana yake ni kwamba unapowafanya wateja wa umeme kuukosa huo umeme unaufanya kuwa ghali kwao - matumizi kufidia kutopatikana kwa umeme yanaongezeka.

    Je, ni nani ana unafuu/nani umeme wake ni nafuu hapa: Tanzania (ambao umeme haupatikani na kama unapatikana unakatika muda wowote) au Kenya na Uganda ambao umeme wao walau unapatikana hata kama unaonekana uko juu kuliko wetu?

    1. Inategemewa tuwe na cheaper unit cost kuliko nchi landlocked kama Uganda, with regard to imported fossils' fuel due to import duties and transportation costs.
    2. availability ya fossils fuel kwa nchi husika (Tz tuna gesi, which should lower our unit cost)
