Leo hii wamegusa pabaya maana huyu Kabila ni mtoto wa mjini na baada ya kuibiwa dhahabu akaamua anakuja straight kumuona Kibaki bila official itinerary wala nini. Mkutano uka-last masaa mawili kisha jamaa akapaa zake. Tetesi ni kua mke wa Kibaki (nyumba ndogo) ndiye aliyefanya hii soo lakini Kabila kaja kumuambia "Mzee, idont care who it is but I want my Gold back!". Mzee kubaka kama ilivyokawaida yake eti mara sijui kateua tume ifanye uchunguzi blah blah blah...!..Hii ishu ni kali na sidhani kama itaishia tu hivi hivi. Someni:

    DRC President Joseph Kabila flew in for emergency talks with President Kibaki over huge consignments of gold stolen and smuggled into Kenya from his country by a cartel.

    The seriousness the two leaders attached to the problem was discernible from the fact the presidents immediately set up a joint investigative team to probe the gold smuggling syndicate between the two countries. Sources in security circles revealed at the centre of discussions was loss of gold valued at Sh10 billion, whose entry into Kenya was linked to execution of a Kenya Revenue Authority official assigned investigations into the smuggling activities on February 26.

    The gold in question - believed to have been smuggled into Kenya - weighed 2.5 tons.

    The gold is associated with death, not only because KRA's Assistant Commissioner Joseph Cheptarus was shot while preparing an investigative report on its movement, but also because they are mined from banned excavation sites.

    Kabila banned mining in North and South Kivu last September because the precious stones are the lifeline of guerrilla activities in DRC.

    Kabila landed in Nairobi as Shapely Barret and Company Law Firm coincidentally released a letter it wrote to the Congolese President revealing details of one stolen gold consignment.

    It emerged Kenya is at the centre of the multi-billion shilling gold smuggling ring, spanning several countries.

    Moving the consignment is not the common man's business. It is the work of a powerful and well-connected cartel, which probably enjoys the support of sections of the security organs.

    Government sources said Kabila travelled to Nairobi to seek help from Kibaki in tracing the gold haul. A second consignment of 475 ingots, valued at Sh1.6 billion was also said to have been stolen late last year from a warehouse in Kenya and then spirited to the DRC.

    One senior policeman close to the investigations told The Standard the players in the smuggling ring include "top boys" in Government. "Please don't get me sacked because this is a trade that involves top boys in this Government and others outside," pleaded the officer.It was clear he feared he might easily be knocked off the way like Cheptarus was at 1:15am outside his gate, as he prepared to get into his house.

    The high-ranking officer refused to comment further when asked whether the "top boys" were also involved in the theft of the two consignments.
    Investigations kick off

    Attention to the killer ring was drawn by the way Cheptarus, who was in charge of investigations and enforcement at KRA, was killed.

    Though his workmates and police investigators, on condition of anonymity, have linked his murder to gold smuggling, Police Commissioner Mathew Iteere and KRA boss Michael Waweru dismiss the theory as speculation arguing investigations are on.

    Cheptarus was in charge of a sub-section called Business Intelligence and had been asked to investigate illegal gold imports from DRC. He was given the assignment following a meeting between Congolese ministers and Kibaki.

    Presidential Press Service reported the discussions between Kabila and Kibaki centred on regional and sub-regional issues, including security and bilateral co-operation.

    In Nairobi, three senior police officers told The Standard the syndicate could not have operated without the involvement of highly placed State operatives. The precious stone is usually brought in through airports and on road while in dust form before it is smelted and later repackaged then flown out to Europe and the United States.

    Headed for the US

    It is reported that KRA antennae was raised when last December more than 475 ingots of gold valued at Sh1.6 billion was ‘stolen' from a warehouse in the city, and later found its way to the DRC in last December.

    Lawyers acting for the buyers of the Sh1.6 billion gold haul told The Standard it was headed for US and was to be bought by a US national Mukaila Aderemi "Mickey" Lawal when it disappeared from Nairobi. The consignment was later traced to Goma, Congo.

    Prime Minister Raila Odinga also attended the Kibaki-Kabila meeting. The joint investigating team will work closely with the teams in the two countries that had begun probing illegal trading in gold.

    Iteere and Criminal Investigations Director Francis Muhoro, who will lead the probe, also attended the Harambee House meeting.

    Also present was Internal Security Minister George Saitoti and Head of Public Service Francis Muthaura.

    Kabila's visit came weeks after his two ministers - the Minister for Regional Co-operation, Raymond Tshibanda, and the Minister for Mines, Martin Kabwelulu - met Kibaki in Nairobi to request Kenyan authorities to arrest the culprits, intercept the Sh8 billion haul and surrender it to Kinshasa if found.
    Yesterday, a lawyer representing a US national who wanted to buy the Sh1.6 billion gold said his client was not involved in the Sh8 billion haul said to have been stolen Congo.

    "As far as I am concerned, my client is not behind the 2.5 tons of gold that is said to have been stolen about eight months ago … My concern is about the status of my clients who are being detained in Congo," said lawyer, Punit Vadgama.

    In the case involving Lawal, the 50-year-old company executive had earlier on in January visited Nairobi and viewed the commodity in a warehouse said to have been at Jomo Kenyatta International Airport.

    In Police hands

    Lawal, who was detained along with fellow Houstonian Carlos St Mary and two other businessmen on February 3, in Goma, had arrived ready to fly with the commodity when Congolese intelligence police arrested them and the flight crew.

    They had with them $7 million in cash and the gold bars. The kingpin of the scam is a man known only as ‘Malonga', who took the businessmen in circles, until they ended up in the hands of DRC police.

    It is, however, not clear where the consignment of gold they had bought is, and over which their lawyer says they were double-crossed.

    NAIROBI, Kenya March 4 - Six prime suspects believed to be key players in the Sh8 billion ($96.3 million) gold smuggling syndicate have recorded statements with the police in a high-level investigation that is being undertaken jointly with officials from the Democratic Republic of Congo.


    Capital News has reliably established that the detectives carrying out the probe have zeroed in on four influential Kenyan businessmen with strong ties to high powered government officials.

    The detectives have also taken statements from two Congolese traders based in Nairobi who are believed to have facilitated the movement of the 2.5 tonnes of gold from Congo.

    "Those who have so far recorded statements are considered key players. Our officers are getting very crucial information from them," a senior police officer who spoke on condition of anonymity said.

    The gold is said to have been smuggled from illegal minefields in the DRC and mysteriously disappeared at the JKIA,...:A S 13: before Kenya Revenue Authority officials even knew what had been shipped in.

    It is believed officials in the DRC blew the cover after they began tracing the suspicious movement of the precious cargo only to learn that it could not be traced.

    The gold is said to have left Kenya to somewhere in Europe through South Africa.

    Capital News has also established two of the Kenyan businessmen are known to deal in large scale petroleum imports and exports.

    One detective privy to the sensitive investigation further revealed that officers undertaking the probe were trying to reach out to an influential businesswoman said to have worked closely with the gold smugglers.

    Officials familiar with the probe further revealed that some of the suspects questioned or those yet to be questioned are people who, by virtue of their positions, helped the real smugglers get through to their destination.

    "Both the suspects and those who helped them are culprits but at the moment we are interested to know who played what role, at what stage and how. We are not talking about arrests at this stage because that is the last thing," our source said and added that even customs officials both at the Kenya Revenue Authority (KRA) and at the Jomo Kenyatta International Airport would be questioned.The source said the team investigating the gold syndicate had lined up more than 20 officials to be questioned in connection with the mysterious disappearance of the precious metal.

    Those to be questioned also include a senior police officer holding the rank of Deputy Commissioner who is also said to have aided the movement of the gold that has caused a diplomatic ripple between Kenya and the DRC, forcing President Joseph Kabila to fly to Nairobi for talks with President Mwai Kibaki.

    "It is a complex investigation but the officers undertaking it are under firm instructions not to spare anyone, regardless of his or her rank in government or elsewhere in the private sector," our source added.

    Some of the detectives undertaking the probe are however, said to be worried about their security after a senior Assistant Commissioner at the KRA the late Joseph Cheptarus was shot dead last weekend, in a killing that detectives have now linked to the same probe.

    On Friday, Internal Security Minister Professor George Saitoti confirmed at a media conference that several suspects had been questioned but he did not divulge details about the ongoing probe.

    "I can tell you the investigation has gone very far. First of all, some people have been interrogated and more are going to be investigated," he said without elaborating.

    He said a joint team of investigators would travel to Zaire, Dubai and South Africa to seek more information about how the $96.3 million worth of gold disappeared.

    "Indeed, the two teams are very serious on this matter," he added when issuing a joint communiqué with DRC's Minister for Regional and International Development Raymond Tshibanda and his Mines counterpart Martin Kabwelulu.

    The two are among a high powered delegation that jetted into the country on Thursday accompanying President Kabila who held talks with President Kibaki at Harambee House twice, before jetting out on Friday.

    "The two Heads of State received a preliminary report of the joint investigation team of officials from both countries that has been working on tracing a significant amount of gold that is suspected to have been smuggled out of the DRC," Prof Saitoti said.

    "They instructed police authorities in both countries to share information on suspected persons as well as registered dealers in minerals in the two countries," he added

    Top Government officials caught in web of blood gold

    Top Government officials are said to be among members of an international smuggling ring involving gold and other high-value minerals from a neighboring country.

    Investigations revealed that the smuggling network is well connected and is said to have a firm foothold in several key ministries, including Internal Security, Finance, Immigration, Environment, and Foreign Affairs. According to Internal Security Minister George Saitoti, some of the kingpins of the illicit trade are influential politicians in Government.

    Yesterday, Saitoti — while remaining guarded on the details — revealed that the Criminal Investigations Department (CID) had interrogated some influential politicians in connection with the ring.

    Among those helping with investigations is a Congolese citizen, who was arrested in Nairobi, Friday.

    The suspects are believed to be behind the disappearance of 2.5 tonnes of the mineral stolen from eastern Congo and valued at Sh8 billion.
    On Thursday, DRC President Joseph Kabila met President Kibaki, and their talks centred on smuggled gold and other minerals from the war-torn country.

    Kwa utajiri huu wa madini, i cant see DRC Congo at peace in the near future.

Any resources that accrue money for the citizens, is directed to their personal coffers!!!...Kwa usawa huu sidhani hata kama kina Bill Gates wanawafikia. Kwa kiwango flani ni fahari kwao kujiona wana hela kuliko wazungu na hio kasumba is what is driving them to steal and keep on stealing. Hii michezo amekua akiifanya kwa m'da mrefu sana lakini leo kamgusa Kabila ambaye hataki kuelewa any explanations being given. Wewe fikiria Rais wa nchi katia timu Kenya personally bila kuwatumia wakulu wa itifaki wala channel za mabalozi. If you ask me, this thing is serious na lazima hio dhahabu ipatikane tu au jamaa amepewa hela of equal value. That is a lot of money to just let go like that.

    This is so sad, sad indeed!, huenda walioita 'curse' minerals/oil hawakukosea. At the end of the day tunawanufaisha wao kuliko sisi, bora Kilimo Kwanza watani zangu wangoni watanufaika na mahindi yao kuliko huu upupu wa madini madini madini.

    BTW Ukute hilo dili ya DRC hadi limekuja bumbuluka leo basi tani kibao zimeshauzwa Ulaya na Marekani, safari hii huenda wakawa waiba mzigo wa Dogo Joseph, hahahaha!, hawajui kula na kipofu hao.

    A Kenya Revenue Authority (KRA) officer who was shot dead at his gate in Nairobi’s South C estate was investigating a gold-smuggling case involving millions of shillings his colleagues said on Sunday.


    Colleagues of Senior Assistant Commissioner Joseph Cheptarus who was shot while driving home at around 1.15am on Saturday said he was a key investigator in a case involving alleged smuggling of 2.5 tons of gold with an estimated value of Sh9 billion or US $113 million.

    The gold is suspected to have been smuggled into the country from Democratic Republic of Congo. (Read: Kenyan police probe gold syndicate)


    Mr Cheptarus was based at the Business Intelligence section at KRA and his main duty was to investigate tax frauds. Colleagues who talked on condition of anonymity asked why the police were quick to conclude that it was normal robbery.


    “They came to the scene at 10 am and even the police attached to KRA said it was normal robbery,” said a colleague. Sensitive cases have posed serious challenges and risks to investigators.


    In September last year, a KRA official, Mr Tom Ileve, received a decomposing human head. It was in a box which was sent from Nairobi to the officer, and was delivered by G4S. (Read: Kenyan taxman gets human skull warning)


    The case involving the smuggling of the gold consignment is being handled by the two governments according to a report by Bloomberg.

    Bloomberg has indicated that experts from DRC are in Kenya to investigate the matter according to the Congolese Mines Minister Martin Kabwelulu.


    “There are documents saying there was 2.5 tonnes of gold but they were false documents,” he said. At today’s price in London, 2.5 tonnes of gold would be worth about $113 million.


    An estimated 80 percent of DRC’s gold exports are smuggled, according to the Ministry of Mines. The Government has been trying to cut links between mineral smuggling and armed groups in the east of the country.


    Mr Kabwelulu said the gold shipment that was being investigated was linked to the seizure of a plane carrying more than 400 kilogrammes of gold on February 4 in Goma, North Kivu province.


    When the KRA employee was confronted by three armed men, he had just pressed the alarm and was waiting for the gate to be opened.

    As soon as the gate was opened, the thugs emerged and shot in the air to scare off his wife. They then shot him several times in the stomach before driving away in his Toyota Allion, KBM 772N.


    When his wife finally got out, she found him lying unconscious by the gate with gunshot wounds in the stomach. He was rushed to The Mater Hospital but was died at around 4am.


    The vehicle was later found abandoned on Mai Mahiu road next to Moi Educational Centre. The Nairobi Deputy Provincial Police officer, Mr Moses Ombati, said that three spent cartridges had been recovered from the scene.


    The officer in charge of the investigations department at the KRA, Mr Joseph Nduati, declined to comment on the nature of the assignment the murdered officer was handling but his colleagues described it as sensitive.


    “We do only tax-related investigations and we are relying on the police to investigate the shooting,” he said.
