Nasisitiza... CHADEMA walimtumia Dr. Slaa kuongeza idadi ya WABUNGE lakini sikuona maandalizi yoyote ya kumpa kiti cha Urais!!! Na siyo kweli kwamba CHADEMA ina wanachama wengi, kama umetafiti vizuri utagundua kwamba wana-CCM wamepigia kura wapinzani hasa Wabunge. Na hiyo imetokana na kutokuheshimiwa kwa Demokrasia ndani ya vyama kwamfano: CHADEMA wamepoteza jimbo la TARIME baada ya kumkataa bwana Mwera ambaye alikuwa anakubalika na wengi kisha kina Slaa wakamweka mtu wao ambaye ameshindwa...mbona hili hawalisemi? Tanzania Security Services Deny Rigging of Election

Nov. 4 (Bloomberg) -- Tanzania's Intelligence and Security Service rejected allegations by an opposition leader that results from the Oct. 31 election were rigged.

Chadema, the party led by presidential candidate Wilbrod Slaa, said yesterday that results announced by the National Electoral Commission were different from those released at polling stations. Slaa said security agents had tampered with both the results and the number of votes cast, Agence France- Presse reported yesterday.

"The department is not involved in whatsoever has been stated by the Chadema presidential aspirant, nor will it be used by anyone for personal gain," Jacky Zoka, deputy director- general of the service, told reporters today in Dar es Salaam, the commercial capital.

President Jakaya Kikwete won the most votes in 159 of 183 constituencies counted so far, the electoral commission said today.

Ibrahim Lipumba of the Civic United Front has the largest share of votes in 21 constituencies, while Slaa has the most votes in the three other constituencies, the commission said in an e-mailed statement. Tanzania has 239 constituencies.

DAR ES SALAAM (Reuters) - A second Tanzanian opposition party criticised the country's presidential and parliamentary electoral process on Thursday as authorities continued releasing results at a snail's pace.

Tanzania's National Electoral Commission (NEC) admitted on Wednesday that there could have been irregularities in the vote tallying but said any errors would not influence the final result and rejected calls for a fresh poll.

"The whole election process was flawed and had a lot of irregularities," Said Miraji, campaign manager for the opposition Civic United Front (CUF) party, told Reuters.

East Africa's second largest economy has enjoyed relative stability in a volatile region and has held three successive multi-party elections since 1995.

The slow release of results triggered three days of clashes between opposition supporters and riot police in pockets of the country. There were no early reports of violence on Thursday.

Initial results give incumbent President Jakaya Kikwete the advantage in a vote seen as a test of the dominance of his ruling Chama Cha Mapinduzi (CCM) party, which has struggled to tackle poverty and under-development.

Foreign donors slashed funding pledges for the gold producer's 2010/2011 budget because of the slow pace of reforms.

Under Tanzania's constitution, parliamentary and local council results can be challenged in the law courts. But final presidential results as announced by the NEC can not be legally challenged.

"There is no independent electoral commission in Tanzania in terms of international law and there can never be a free and fair election in the country under the current set up," said Abdallah Safari, a lawyer and professor of law at the University of Dar es Salaam.

The CUF said it would hold further party meetings on the conduct of the tallying process before deciding how to act.

Willibrod Slaa, the presidential candidate for the Chadema party, has urged the NEC to stop announcing results and hold a recount.

Tanzanian intelligence and security services have rigged the vote in favour of CCM and electoral commission figures did not tally with those from constituencies, Slaa said on Wednesday.

The NEC has said final results will be released on Friday at the latest and government officials told Reuters the new president would likely be sworn in on Saturday.

Tanzania Opposition Demands Fresh Polls, Cites Irregularities

Tanzania's largest opposition party has asked the country's election body to halt announcing election results from the Oct. 31 presidential polls and organize fresh elections, citing irregularities.

In remarks broadcast on national television late Wednesday, Willibrod Slaa, the presidential candidate of the Chama cha Demokrasia na Maendeleo, or Chadema party, said that the figures being announced by the National Electoral Commission weren't tallying with the actual figures from the constituencies.

"The National Electoral Commission should suspend the announcement of presidential results with immediate effect," he said, adding that a fresh election should be organized.

Slaa alleged that security forces and electoral commission officials had been involved in fabricating election results in several areas, mainly opposition strongholds.

European Union election observers also said Tuesday that they were concerned by delayed poll results, saying this is likely to create uncertainty and suspicion among voters. Fears have also been rife of possible post election violence in the East African country, according to analysts.

However, the National Electoral Commission dismissed the opposition demands, saying that the irregularities would not affect the final results of the polls, which are expected to be announced by Friday.

Fears of Vote Tampering Increase in Tanzania's Delayed Election Results

A Tanzanian political analyst says opposition partisans have expressed concern the electoral commission's delay in releasing all results of last Sunday's vote creates an avenue for "vote tampering" in favor of the ruling Chama Cha Mapinduzi (CCM) party.

Xavery Lwaitama, a political science lecturer at the University of Dar-Es Salaam, said many Tanzanians think the electoral commission erred by refusing to investigate and address opposition concerns about election irregularities during the vote counting process.

"[Opposition groups] are saying the results have been unduly delayed in the announcement, and the (electoral commission) leading into this business of announcing the results from the starkly-populated areas of Tanzania which were known to be a stronghold of the ruling party as an attempt to delay the announcement of the vote so that time is given for the ruling party to tamper with the summing up of the vote."

Main opposition challenger Wilbord Slaa called on the electoral commission to stop releasing the results claiming police and intelligence services rigged the vote. But, Lewis Makame, chairman of the electoral body, rejected the demand.

The latest election results show President Jakaya Kikwete heading toward another five-year term. Lwaitama said the ruling party caused the delay in releasing the bulk of last Sunday's vote.

"The problem with the Tanzania law is that, once the electoral commission has announced the final count, then the law in Tanzania does not allow any challenge. But, you can challenge the counting and demand a recounting. So, if they [opposition] don't do that now, they would have raised doubt about the integrity of the commission and whether it is acting impartially," he said.

"I suspect what the commission is going to do is what the commission in Kenya did, which is hurriedly complete the process and announce the winner, so that, by law, the opposition cannot take recourse to the court. They will now have to take a course to political work in the community appealing to the voters and saying to the voters, ‘Your vote has been stole(n).' Now, the political outcome of such politicking, I can't predict."

The country's electoral commission said Wednesday that Mr. Kikwete has won at least 144 of about 170 constituencies counted so far. It said opposition candidates Ibrahim Limpumba and Wilbord Slaa were running a distant second and third.

The European Union's election observer team said Tuesday that the delay is raising tensions among voters. Tanzanian election officials say final results will be announced by Friday.

The only complete results have come from Tanzania's semi-autonomous island of Zanzibar. On Wednesday, CCM candidate Ali Mohammed Shein was sworn in as Zanzibar's new president.
