Linked to plot selling allegations
16 other staff suspended, unit closed

Dar es Salaam Regional Commissioner William Lukuvi has ordered the Kinondoni Municipal Council Lands Unit closed and its head arrested following corruption and forgery allegations in plot allocations.
The RC told journalists that he had ordered the arrest of the Head of the Lands Unit, Magesa Magesa and suspension of 16 of its staff for further investigation in relation to the allegations.
The allegations are linked to the selling of two plots located at Msasani Peninsula in Dar es Salaam.
The RC said that he decided to close down the Land Unit after a surprise visit to the office in which the lands officers failed to provide him with important documents, among them the title deeds for the plots which were to be issued with building permits.
"It took about three hours to look for the files which had the title deeds of the two plots, an indication that something was wrong somewhere," he said.
Lukuvi said after the three-hour search, the documents were brought to him and after going through them, he discovered that the documents relating to the sale of the plots had been forged. The signature and rubber stamp of the Kinondoni Municipal Director were forged, he said.
He identified the plots as number 1,274 and 1,275 which all are open spaces according to the City Planning Map.
Lukuvi said that according to the information from the Lands Unit the plots were sold since 2009. He said when questioned, Magesa allegedly admitted that he sold the plots under political pressure.
Kinondoni municipality is leading in complaints of corrupt land deals, which include the sale of open spaces.
Lukuvi said what he had done was just an administrative measure to arrest the situation, while other procedures will follow including thorough investigation of the allegations.
Lukuvi clarified that no institution can change the land use plan apart from the Ministry of Lands, Housing and Human Settlements Development.
"Even if the Municipal council were to decide to change the use of particular plots, such change can not be implemented until it is approved by the ministry itself."
"In have ordered the Municipal executive director to provide the list of all open plots which have been sold, so that PCCB can investigate and take disciplinary measures against all the culprits," he said.
He said he has started with Kinondoni Municipality, but the process will continue in the other municipalities.
The Dar es Salaam Special Zone Commander Suleiman Kova confirmed the arrest of Magesa and that investigation into the allegations against him had began.
During his tour of Dar es Salaam last month, President Jakaya Kikwete was irked by land officers who were reported to be involved in selling open spaces.
