The UN ''peacekeeping mission'' is a negative force in Kivu not keeping peace but escalating war and becoming entangled with the most negative of all negative forces in the Great Lakes region; the FDLR. The UN Brigade fighting on the same side with FDLR is both a tragic and absurd development but not surprising. The French who are in charge of peacekeeping opertions at the UN are using their position to influence decisions taken by the UN in Kivu. The French have unfinished business in the Great Lakes particularly with Kagame and Rwanda. The RPF kicked them out of Rwanda in 1994. They are now back in Kivu through the ''peacekeeping'' arm of the UN to continue lending support to their interahamwe friends and to settle scores with Kagame. The French are well aware that an organised and efficient group like M23 taking full control of the East would spell the end of French influence in the Great Lakes region. Therefore it follows that out of over more than 20 armed groups in East DRC, M23 is enemy number one that must be eliminated. Forget about ADF that sent over 60,000 Congolese fleeing into Uganda recently after capturing Congolese towns. ADF is not the concern of the UN Brigade. All focus is on M23. Western NGOs, ''human rights'' groups in Kivu and sections of Western media representing Western commercial interests in Kivu are well aware that an M23 controlled East DRC would spell doom for foreign commercial interests that have struck lucrative mineral resource deals with Kabila, which deals are of no benefit at all to the Congolese people of the East. So it follows that there is a furious media smear campaign directed against M23 orchestrated by these groups. The South African ruling elites have deployed South African troops in the UN Brigade to protect their personal commercial investments in Kivu. Tanzania has deployed troops in the UN Brigade because of Kikwete's support for Kayumba Nyamwasa and group. No single foreign group is in Kivu for the purpose of protecting civilians or restoring peace. Each group is present in Kivu with a hidden agenda.

The United Nations Intervention Brigade in the Democratic Republic of Congo, a new-style U.N. peacekeeping force with a uniquely robust mandate, has finally started fighting, the DRC government said Friday. The force of more than 3,000 troops, mainly from Tanzania and South Africa, has been in eastern Congo for nearly three months and on Thursday opened fire on the M23 rebels.
This was the moment many people in eastern Congo had been waiting for,
DRC government spokesman Lambert Mende said at a press conference. "I think we can simply welcome the fact that the brigade has gone into action, since yesterday. It's a good thing, better late than never."
There were about 16,000 U.N. peacekeepers in Congo before the brigade deployed, but they had taken little part in the government's attempt to neutralize the M23 rebels. Doubts had been rising whether the new-style brigade would be any different.
In a second day of fighting Thursday between the army and the M23, some 17 kilometers north of Goma, however, the brigade's artillery unit from Tanzania fired its field artillery at the rebels' positions, according to international observers and sources within the Congolese army.
It is unclear who started the latest clashes. An army officer told VOA that government troops had advanced four kilometers since Wednesday, but other sources believe they have moved forward less than two kilometers.
Either way, the city of Goma is still within range of M23 rockets. The M23 captured the strategic objective in November, but then evacuated under international pressure.
Mende said 11 rockets fell on Goma and its outskirts Thursday, killing at least one person and wounding 12. He said experts reported that the missiles were fired from Rwanda. Rwanda has consistently denied supporting M23 and has said that missiles were fired from Congo into Rwandan territory in the past two days.
Experts, including a Congolese army officer, said the rockets that hit Goma more likely had been fired from the M23's positions.
Mende was asked by a journalist whether DRC should cut off diplomatic relations with Rwanda over the allegations that it has been supporting M23, and that rockets have been fired from its territory at Congo, and his answer was effectively, no.
He said Congo's president, Joseph Kabila, answered that question when he said he would follow the advice of regional leaders by not declaring war on Rwanda or cutting ties with that country.
Mende noted that the president had withdrawn his ambassador from Kigali, though, leaving only lower ranking diplomats at the DRC embassy there.
Congolese army sources say that only the Tanzanian troops in the Intervention Brigade have fired at the M23 so far, and they did so from some ways behind the government forces' front lines.
A U.N. source said the South African government is not reluctant to combat the M23 rebels, but its forces were not needed in the latest engagement, which required only the use of the Tanzanian field artillery unit.
The intervention brigade commander used to be Tanzania's highest ranking artillery commander.

Will Rwanda extradite M23 officials?

The Minister of Justice andAttorney General Johnston Busingye says that the ex-tradition of four M23 officials to Congo will be done legally and not politically after confirming that Rwanda had responded to the DRC government’s request for extradition of the four officials.
The four wanted officials are former M23 chairman M23 Jean-Marie Runiga and military com-manders Baudouin Ngaruye, Eric Badege and Innocent Zimurinda.
Busingye told The Rwanda Fo-cus that the Rwandan embassy in the DRC received the papers to-wards the end of July and imme-diately sent them to Kigali, where they were studied and a response was sent last week.
“Extradition is a legal issue and this matter will be handled in a le-gal process. We have responded to the DRC government asking them to furnish us with more de-tails,” Busingye said.
The details that Rwanda is seeking from DRC are the nature of the charges against the four of-ficials and evidence against them. DRC’s Information minister Lam-bert Mende told media recently that his government enjoys good relations with Rwanda in spite of the recent diplomatic challeng-es between the two neighboring countries.
Mende added that he was con-fident of Rwanda’s cooperation in extraditing the four officials to Congo where they are charged with war crimes, crimes against humanity including murder, im-prisonment, torture, rape, sexual slavery, ethnic persecution and several other charges.
Foreign Affairs Minister Louis Mushikiwabo echoed the Justice Minister’s comments saying that extradition is not just putting peo-ple on a plane to the countries that requested for them. “The process has to be done in a legal process considering what our laws say and also what international laws stipulate. Both countries’ Justice Ministers are in touch discussing the issue,” she said.
The Case of Laurent Nkunda
The extradition of the M23 of-ficials brings to mind the case of former Congolese rebel leader Laurent Nkunda who fled to Rwanda. Mushikiwabo said that Rwanda was at one time in ad-vanced talks with Congo on the issue and some suggestions were that Nkunda could be transferred to another country.
“The recent instability in Goma put a hold on the case,” Mushiki-wabo said, adding that one of the impediments to Laurent Nkun-da’s extradition was the death penalty in Congo, which accord-ing to Rwandan law prevents ex-tradition of people to such coun-tries.
The M23 is mainly made up of the Banyamulenge ethnic group which is fighting for equal rights in Congo. The rebel group was founded in 2012 and operates in eastern DR Congo but split in February this year after internal wrangles.
One faction sided with mili-tary leader Sultani Makenga and the other with Runiga, the move-ment’s political leader. In March, Runiga and around 700 fighters crossed the border into Rwanda, which has been accused by Kin-shasa and the UN of founding and arming the M23.
The DRC Government was re-cently rebuked by the UN which threatened to cut off all support to the DRC army after photos of the Congolese army were published showing them desecrating corps-es of alleged M23 fighters.
Meanwhile the Rwandan em-bassy in Congo says the DRC gov-ernment has yet to approve their request to visit and talk with over 60 Rwandans who were arrested in Goma and taken to jails in Kin-shasa.
Rwanda’s ambassador to the DRC, Amadin Rungira, said that the Rwandans were jailed in mili-tary prisons contrary to laws and were deniedvisitation rights but the DRC Information minister Lambert Mende told media that the reasons why the Rwandans were put in military prisons is be-cause they are being investigated for war crimes.

I hope and wish Congo wapate amani,lakini kuendela kufanya hii crisis is about Rwanda that is TRAGEDY na haitasaidia kitu,M23 ni Congolese rebels na ni part of Congolese people na sio Rwanda kama wengi manvyotaka kuamini na wana pesa kuliko hata Kigali,kumbuka wana control big part ya Eastern Congo ambazo ni very rich...anyway I hope amani itapatikana maana wote ni Africans na nchi ni kubwa kila mtu anaweza kuishi kwa amani na nafasi yake.
