Kwa welewa wangu mdogo ni kuwa intelligence means actionable information i.e information that can be used as a basis of making decision. The more important the decision the more significant the intelligence becomes. Sasa je hiyo information jina la waziri wa wizara fulani wa TZ kutokuwa updated unafikiri ni muhimu kiasi gani kwa US in decision making!! Sioni kama kwa US hiyo ni muhimu sana.

Mkuu, sitaki kuamini kama US waliamini hicho ulichokisema na ambacho ndicho tunachoambiwa public. Ni vyema tukajua kwamba companies like individuals lie. but when companies lie it means mass manipulation. kwa hiyo hiyo habari ya Saadam facts zinaonesha kuwa ni propagada na mass manipulation. Na tukumbuke pia kuwa issue ya Saadam ilianza enzi ya Clinton.
Pili, ukweli ni kuwa US inaamini ktk political realism kuwa maslahi ya US kwanza hata kufanya hivyo kunaathiri mataifa mengine na ndicho tunachokiona ktk utawala wa US wa leo hata uliopita. Utaona kuwa maraisi kutoka vyama tofauti yanaendeleza kazi aliyoiacha rais aliyetangulia hata kama anatoka chama kingine. Ni TZ tu tunaona hata marais toka chama kimoja kila mtu anaenda kivyakvyake tu.

Umepotoka kwa hili, US ina maslahi makubwa sana kwenye utendaji wa Serikali zetu, na pengine wanapenda kujua hata "back ground" ya kila Kiongozi wa nagzi ya Juu Serikalini zaidi kwa mawaziri wanataka hata kujua mambo binafsi ikiwemo jina na asili ya Mkeo. US ni mmoja wa wahisani wakubwa kwa Serikali yetu.

Kwa mfano, ikiwa wanajua nchi kama Tz inategemea kilimo kwenye Uchumi wake, na Waziri wa Kilimo Chakula na Ushirika wa Sasa wa Tz amekuwa akienda USA mara kibao, sasa inakuwaje ashindwe kujulikana?...

Ni kweli tukubaliane nawe kuwa Inteligensia ya Marekani haipaswi kujua nani ni Waziri wa sasa wa Miundo Mbinu wa TZ na hasa baada ya Andrew Chenge kuacha ngazi baada ya kupigiwa kelele sana ndani na nje ya nchi kwa ufisadi ambao mashirika ya kijasusi ya kimataifa (SFO) yalihusika kuushughulikia, lakini bado taarifa za Kijasusi za Marekani ziendelee kumtaja Chenge kuwa ni Waziri wa Miundo Mbinu wa Tz?..

Huoni kuwa kwa mtu alie nje ya Tanzania na ambae si Mtanzania akipata taarifa kama hii anaweza kuitumia ilivyo kwa kuwa chombo kama CIA ni Idara nyeti na inayoaminika duniani. Hivyo,inaonekana haiweza kupotosha?.

Kama taarifa kama hii haikupaswa kufanyiwa "up date" kwa wakati, nini maana yake kwenye web library ya CIA zaidi ya kupotosha?.

AU tuseme shirika letu la ujasusi (Usalama wa Taifa) ndo wameshindwa ku-update hizo taarifa kama wao wana wajibu wa kuwasilisha taarifa hizo kwa CIA?.

hiyo inaonyesha kuwa mabadiliko yaliyotokea baada ya hapo bado hayajaingizwa kwenye website. kama unayahitaji inabidi uwasiliane nao moja kwa moja, na wameonyesha namna ya kluwacontact kwa e-mail.


Na sisi tukisoma website, ni lazima tuwe makini kuangalia kama website hiyo imeshafanyiwa update yoyote kulingana na mabadiliko ya dunia. Siyo vizuri kusema kuwa website hiyo inadanganya ilihali website inayonyesha kabisa kuwa information zile ni za zamani na wakati wanaziandika zilikuwa sahihi.
