    Kuna cyber crime gani imetokea tanzania? wakati Wizara nyeti za Serikali hata computa hazina au hata internet hakuna?..Hata website hazina info zozote?....kuna database gani kubwa Tanzania....ikiwa ya Passport ndugu wanabamiza tu ..sio kwa kufanya cyber crime bali ni organized mission...!!!

    Wasije kufanya kazi isiyo yao ya kuwasaidia Microsoft....!!!

    Nilisikai jeshi la polisi linawafundisha askari wake kuwasha na kuzima computer last week..........kisha Ms Word ili wakapambane na cyber crime...kama the uchungu na watu na web zote zinazo wasema vibaya au kuwachokonia viongozi wa serikali.

    'Ninachokiona mimi'

    Ali ni mtu mjanja-mjanja sana na biashara zake huwa ni za kubamiza-bamiza. Kinachotengenezwa hapo na Ali na washirika wake, ni kutengeneza mazingira yatakayoifanya serikali inunue huduma za kujikinga na cyber crime kwa polisi na idara nyingine. No sooner utasikia serikali inatenga pesa katika bajeti yake kwa ajili ya hayo mambo. Ali na kundi lake kama kawaida watakuwa ni wakala wa hao washirika wao ambao wako nje au tuseme makampuni ya nje.
    Kimsingi kinachofanyika ni kujenga mazingira ya ulaji.
    Kama sikosei katika hafla hiyo Ali na washirika wake wametoa kiasi cha Shs 17m/= ati wakisema wanaisaidia polisi. Lakini wanauhakika kabisa hakuna pesa inayotolewa bure ni wazi kabisa hiyo 17m itarudi mara kadhaa zaidi.

    Saaaafi sana mkuu kwa kuona mbali. Huo ndiyo ukweli wenyewe!!! No free lunches. Unakumbuka hata RA alikuwa anajifanya kuchangia mambo mengi ya chama changu tawala halafu anatapa tax relief 100 times???? Wajinga ndiyo waliwao.

    ... Kama siyo hayo anayoyasema mkulu Pundamilia, basi kikubwa kinachoonekana ni maandalizi ya kuwafyata midomo ma-critic (wapinzani) wa Serikali (CCM) kwa ajili ya 2010 and beyond.

    ... Little do they know that, sheria ni msumeno kama unabakia kuwa msumeno na siyo some sort of a carving knife!

    Basically hao jamaa walio active katika hiyo CEO round-table ni wachuuzi (vendors) / watu-kati (middlemen). Wanachofanya ni kutafuta opportunities zitakazoweza kupata biashara na serikali au taasisi za serikali au mashirika ya serikali kwa makampuni yaliyo nje. Wengi wao hawamiliki biashara za uzalishaji au kulenga katika kutoa huduma moja kwa moja kwa wananchi.
    Kama utafuatilia zaidi utaona majina ya hao 'wajanja' ndiyo yapo katika bodi nyingi za wakurugenzi wa mashirika ya umma au makampuni ya kigeni ambayo huwatumia wao kama 'vilainisha serikali' kwa maana wanajua wapi pa kuingia serikalini. Naweza kusema hiyo CEO-roundtable ni mtandao wa ma-lobbyist.

    Hilo la pili linaweza kuwa pia, lakini wengi wetu hatuna taarifa za biashara wanazofanya hawa jamaa wenye makampuni kama ya akina Mufuruki. Kuna kundi la wafanyabiashara wanaoitwa wakubwa, tena wazalendo kazi yao ni kufanya lobbying na kuingiza serikali katika miradi mingine ambayo huja kufa bila hata kujulikana au kuizia serikali bidhaa ambazo hata haziwezi kutumika au hazihitajiki. Ukifuatilia kwa undani utakuta kila mradi unaofanyika serikalini unakuja na kampuni zao pembeni ambazo hali ikiwa mbaya kampuni hizo huingizwa kaburini. Na wakati mwingine hujifanya wanatatumia consultants wa nje ya nchi ilhali hizo kampuni zinakuwa bado ni za kwao huko katika nchi walizoziunda. Ili mradi inakuwa hawa jamaa wana channel yao ya kuvuta na hawapendi kupiga kelele. Njia nyingine wanayotumia ni kwamba most of them wako katika bodi za mashirika ya umma, kwahiyo wanachofanya ni peana taarifa nini na nani afanye katika bodi aliyokuwepo. Huko hushawishi na wakati mwingine kujenga mazingira ya kutoa kazi kwa mmoja ya washirika wao.

    Public Private Partnership zetu Bongo ni noma sana. Siyajui mambo ya procurement za serikali kwa undani, lakini kimoja ambacho kinaonekana machoni mwa Watanzania waliowengi ni jinsi vile kanyaboya nyingi zilivyo nchini. Chanzo cha haya yote ni mambo ya kisirisiri ya almost kila kitu kifanyikacho Tanzania.

    Sasa mtu ukianza kujiuliza, hiki chombo kimeundwa undwaje au kimepitishwa na taasisi gani ya Serikali na kama Watanzania wanakijua ndipo hapo unapopata tahamaki, kwani unakuwa hujui. Lakini hao hao watu wanapewa resiponsibility ya kufanya mambo kwa niaba ya Watanzania wote. Transparency is key to success, to which we do lack.

    Huwezi kuzungumzia kupambana na CYBER CRIME wakati you have not put in place a legal framework ya kuhandle uhalifu wa aina hiyo!

    Ni kweli SteveD unavyosema, ukianza kujiuliza hiki chombo kimeundwa kwa ajili ya nini hupati jibu la kueleweka.
    Kama ambavyo nilivyoandika hapo juu hawa jamaa ni 'silencers' na wana-sit kwenye bodi nyingi tu za mashirika ya umma kuanzia Benk Kuu, Bandari, Mabenki, TRA, nk. Ni watu ambao hapendi kelele kabisa na pia kujulikana shughuli zao. Ni watu ambao hufanya biashara za mamilioni ya pesa kila mwaka na serikali kwa kutumia makampuni yao mbalimbali.
    Hiyo unayosema Public Procument Act kwa wao haiwapi shida kwani wanahakikisha mikakati yao inaidhibiti vilivyo. Watendaji wengi wa serikali wanashirikiana na hawa jamaa kwa kuwa wanamaitain a very low profile.
    Kwa mfano hawa jamaa huweza kubadilishana taarifa muhimu za shirika moja la umma kwa minajili ya kujenga uwezo wa kupata tenda kwa moja ya makampuni wanayomiliki. Mathalani, Mr X ambaye ana-sit bodi ya shirika A ametoka kujadili na kuruhusu shirika A litangaze tenda ya kununua bidhaa fulani, anampatia nyeti hizo Mr Y ambaye anamiliki kampuni binafsi na ni mshirika wa Mr X.
    Mr Y naye ana-sit katika bodi ya shirika B anampatia Mr X taarifa muhimu za tenda waliyooijadili na kuruhusu shirika B litangaze.
    Mwisho wa siku makampuni ya Mr X na Y yanaonekana kihalali kabisa yamefikia vigezo vinavyotakiwa katika tenda hiyo na wanapewa, kwa hiyo sababu kubwa ya hako kamtandao kao ni kuwawezesha kufanya biashara zao kwa kutumia influences na uchafu wote unaowezekana.

    hivi kuna utafiti umefanyika kujua ukubwa watatizo isije kuwa tunadandia ndege kwa mbele kisa tu kuna kitu kinaitwa cyber crime duniani basi na sisi tumo...huyu mufuruki najua ana interest zake kupitia kampuni yake ya infocom, halafu ni vigezo gani vimetumika kugawa fungu mbona hatuambiwi au ndio mambo ya cheap publicity...dah hii nchi bwana unaweza kudata mambo yanavyopelekwa yaani nchi imekuwa kama shamba la bibi...

    Wajanja wa mjini hao.

    Usishangae ukisikia wamempeleka Manumba au Msaidizi wake South Africa kwa ajili ya kwenda kujifunza na kuwalipia gharama zote pamoja na posho za safari. Hao majamaa ni 'vilainisha serikali', hiyo cheque waliyoitoa na kufanya press lazima gharama zake zirudi tu.

    Hapo ndipo mimi huwa pananikosesha amani kabisa. Sheria za kuzuia mambo zilizojikita katika kupinga freedom of expression haziendani na sheria kuhimiza accountability au transparency. Cyber crime has to be tackled, lakini kufanyike hivyo kwa kuwajumuisha waliowengi. Tatizo waliowengi wala hawajui haswa nini ni Cyber Crime wala vielelezo kuthibitisha hilo havielezewi ipasavyo. Ule unaotendeka kwenye baadhi ya mabenki yetu hapa yaliyoamua kwenda online, wala hauwezi kuzuilika, maana pahala pengi ni inside jobs. Inside jobs is about integrity ya wafanyakazi, kama hili haliko addressed, then how would one fight it from the outside?!

    Pasipo na shaka yeyote, nimetathmini na kujiridhisha kuwa hii yote ni business lobying for interest of a few! Kwa kuwa chairman wa CEO's roundtable ana-run business ambazo ndizo hizo hizo anazojaribu kutufanya tuamini kuwa anipa support serikali through jeshi la polisi, naamini kabisa kuwa hii yote ni strategy tu ya kupiga chepuo kupata that business from the goverment.

    Kuna mdau hapo mwanzo aliitaja Infocom kama kampuni ya Mufuruki, ila ukweli ni kwamba kampuni hiyo ni Infotech Investment Group.

    Hebu tazama Infotech Investment Group kisha tutakubaliana sote what is behind the big wall!
