The Political Parties Ethics Council met in inaugural session in Dar es Salaam yesterday and ruled that the ruling CCM and the opposition Chadema had engaged in campaigns too early’

It subsequently threatened that, unless procedures were respected without fail, it would ensure that both parties were prohibited from taking part in October’s General Election.

The council, established under the Registrar of Political Parties Act, also directed registrar John Tendwa to write a warning letter to both parties ordering them to postpone campaigns until August 20 – the date the National Electoral Commission (NEC) has set for the purpose.

National League for Democracy national chairman Emmanuel Makaidi, who currently chairs the council, said they were not very happy with the way CCM went about nominating aspirants for upcoming civic and parliamentary elections.

He likewise faulted Chadema for conducting rallies in several regions in search of guarantors for its presidential aspirant “when the time for that has not come”.

“We have advised Registrar of Political Parties John Tendwa to talk to both parties into ending these premature campaigns, or we will unite and file an objection against them so that they are prohibited from participating in October’s General Election,” said Dr Makaidi.
He said the two parties were blatantly violating the election ethics which were set by political parties in June this year, where all present agreed to respect the conditions set by NEC.

Registrar Tendwa concurred with the council, saying CCM and Chadema had clearly contravened some of the rules governing the country’s elections.

He added that it was as wrong for the ruling party to use the slogan ‘Winning is a must’ at its nomination meetings as it was for it to conduct rallies to introduce its Zanzibar presidential candidate and the running mate for Tanzania’s presidential race.

According to Tendwa, Chadema’s style of seeking presidential guarantors was as unethical as was the fact that the party was prematurely conducting what actually amounted to public rallies.

“Taking a presidential aspirant around the country is, for all practical purposes, a campaign. My office has passed on to the (Dr Makaidi) ethics council the mandate of overseeing political parties’ activities during the elections. We will act in line with whatever advice it gives us,” he said.

He cautioned political parties against going for aspirants implicated in corruption scandals, “because my office will surely raise objections against such people after the Prevention and Combating of Corruption Bureau (PCCB) furnishes us with the list of the suspects”.

“To avoid last-minute disappointment and other inconveniences, all political parties should nominate clean candidates. We will not allow any aspirant suspected of offering bribes during the nomination polls to vie for any position,” noted Tendwa.

Contributing to the debate at the meeting, members of the council called on the government to extend financial support to all political parties due to take part in the General Election.

Georgia Mtikila from the Democratic Party said such assistance was a must “if the government really wants to ensure free and fair elections”.
Sudi Said Sudi from the Association of Farmers’ Party (Zanzibar) meanwhile called on NEC to censure CCM and Chadema “for violating election ethics agreed by all parties, including them”.

Tanzania Democratic Alliance president John Lifa Chipaka followed, saying only by extending support to all political parties would the government ensure fairness during election campaigns and thereafter.

CCM Vice Chairman (Mainland) Pius Msekwa’s views revolved around what he called the need for political parties to respect the election ethics.

“Our council has the duty and responsibility of correctly advising the Registrar of Political Parties on disputes among parties and other matters of national interest, particularly with regard to the political situation,” he said.
