Holy guacamole!!!! This thing is smellier than I thought.
How long has this been tried for before it could be turned into a national directive?
Who were the stakeholders in the trial?
Who has been given the mandate to turn this into a national transport directive?
Has it been approved by the government or in the parliament?
It's true there are many accidents, but what with this abrupt implementation and conversion into law?

To TABOA and Ultrack management: We will get to the bottom of this crafty, bullyish domestic-turned-national project!

Je wakuu, hii CTS ina umuhimu upi kwa mabasi makubwa?

Na je itadumu kwa muda gani, ukilinganisha na amri zilizopita kama speed governer na mikanda ya usalama kwa abiria?

Je, si mradi wa mtu huu na mwendelezo wa ufisadi?
Bahati mbaya serikali yetu haijawekeza kabisa katika mfumo huu ndo maana watu wanapata mwanya kufanya biashara.
CTS ni technolojia inayotumika kufuatilia mwendo kasi wa magari, kufuatilia matumizi bora ya mafuta na kufuatilia muda sahihi kwa gari lipi liwe wapi kwa muda upi... gari inafungwa kifaa kilaitwa Global Position System (GPS) na kunakuwa na Kituo(central segment) amabyo wanakuwepo watenda kazi wanaofuatilia(na hapa ndo biashara ilipo.).Wamiliki wa magari wanaweza kupata tarifa hizi wakti wowote wakizihitaji katika mfumo wa takwimu au ramani.

Kwa chi za wenzetu magari yote..ya biashara na binafsi yamefungwa mfumo huu... kudumissha mfumo wa usalama(surveillance system). Gari likihusishwa na tukio lolote...inachuku chini ya dk 2 kujua liko wapi na polisi waweke vizuizi wapi, na makachero wapite njia zipi kulipata gari hilo...

TABOA sought a solution that could identify and deal with this menace from the very core of the problem and this was identified as the fleet management systems from UTRACK AFRICA LTD.

The Bus owners have been previously advised to install speed governors. Over the years, it has been realized that these are in-effective and can be tampered with very easily.

There was even a law that supported the speed governors already in place and was to be enforced by the Government and this reads:
Section 51 sub-section (5) of the Road Traffic Act CAP 168 R.E. 2002

"No Person shall drive a public vehicle other than a taxi cab on a public road, unless that vehicle is fitted with a speed governor OR any other similar device designed to regulate and/or record the speed of that vehicle"

However, since the law does not limit the bus owners to installing any speed governors, they opted to issue this tender in the public domain which was awarded to our company.

The Tender awarded to us by TABOA is a 3 year Contract which guarantees our position and eliminates any competition, this will also result in a great expansion of our revenue and work load.

The advent of these technologies is indeed a brilliant phenomenon that can save lives on the roads in Tanzania and we are committed to providing TABOA with a solution to this problem to the best of our ability.
We have no doubts and we are sure you will agree with us that the implementation will lead to greater exposure for our company and will result in better business leads and probably more projects on our plate.

You pathetically rushed into forcing all long haul bus owners on the land to install speed governors, it didn't work, no refund to them, and therefore an utter failure! Being determined and unstoppable, making up for your loss and credibility, you conjured up some other state-of-the-art vehicle tracking scheme to rob off the ever gullible Tanzanians. Hell no! The system as described is okay for a single company but not fit at nation scale. But as if that wasn't bad enough, you are shambolically trying to pass a directive instated over speed governors to cover this so called tracking system. Even worse, in order to justify this dupery, you are forcefully owning to a tender by utilising terms of procurement set to cover something way aside this project. Jamani, ujasiliamali tunaupenda wote na unalifaa Taifa hili, but not in this way!!

Tanzania Bus Owners Association (TABOA) has guaranteed us, as per contract signed, that number of buses in Tanzania are 2000 plus, we are working on 2000 buses, the exact number is unknown but is more than 3000 buses to be installed and commissioned before 31st May, 2011.

Nadhani huu ni mwendelezo wa yule jamaa mchaga alikuwa smart sana ktk mambo yake ya kuongoza trafiki..

Tutajuaje kama bei hizo haziko inflated kiajabu ajabu bila kujali guidance za mauzo kwa vitu vinavyofanywa mandatory.

Ndiyo, tracking system zinafanya kazi na zinazuia ajali. Zipo za aina nyingi kulingana na mazingira, kiteknolojia na pia kijiografia. Kuna zinazofaa kampuni ndogo, kubwa na kuna zile zinazofaa kwa Taifa zima. Hii system ilivyoelezewa kwa maoni yangu inafaa kampuni kubwa-kubwa na siyo ya kuifanya iwe project implementable kitaifa tena kimchaka-mchaka.

Kama speed governor zimekuwa kimeo, na kama watu walilazimishwa ku-install, tunashindwa nini kujifunza kutokana na makosa yaliyofanyika hapo awali, badala yake tunakimbilia kufanya project nyingine ya kampuni na kuifanya iwe ya kitaifa. Majaribio ya system hiyo yamefanyika kwa muda gani, imejadiliwa kwa kiwango gani, na itatekelezwaje - hakuna. Lakini mara tu ghafla watu tuna amriwa kuweka tracking system ndani ya miezi kadhaa.

Maswali ni mengi tu: - Watu wakinunua watapewa guarantee ya muda gani?
- gharama ya installation na maintenance itakuwa covered na nani?
- data watakazo kusanya zitakuwa accessible kwa watu gani na kwa ruhsa ya nani na zitatunzwa kwenye database kwa muda gani?
- kosa la mtunza data kupoteza data litakuwa punishable kwa faini ipi au kifungo kipi?
- kutokuweka hiyo system kutatozwa faini ipi au kifungo kipi?
- mtu aki hack system hiyo kampuni ya Utrack itawajibishwa vipi na kwa sheria zipi?

Hivi tumefikiria kama kuna East Africa Federation on the way?? Sheria zetu hizi za kumbambikizia zitafanya vipi kazi na harmonization ya biashara baina ya nchi shiriki? Je, sheria hii ya tracking ipo Kenya, Uganda, Rwanda au Burundi? Je, mwenye mabasi kama ni Mganda na headquarters zake zikawa Nairobi Kenya halafu mabasi yake yakawa cross country - Dar-Mombasa-Bujumbura, je atalazimika afunge hiyo mitambo?!

To be honest, the project as applied to individual companies is sufficiently usable. However, it would be a botched up scam to obligatorily try and apply the same thing nationwide!!

3. Fuel drop Monitoring, due to leakage or theft (actual amount of fuel)
4. Re-fueling Monitoring (actual amount of fuel)
5. Engine temperature Monitoring
6. Real time car trucking using satellite, GPS.
7. Route trucking by using GPS/Satellite with SIM card

Kila kitu kinachofanyika hapa ni real time, hata kama hakuna mobile network coverage, system huwa ina save data na kuzituma immediately baada ya kupata network.

Output
1. real time alarm kulingana na ulivyoconfigure system yako, inakuja kama pop window with description ya alarm, kama ni overspeed, fuel drop etc, baada ya ya kupata alarm unatakiwa kuchukua hatua immediately, either kwa kumpigia driver wako etc.
2. Reports of different types kwa events mbalimbali kulingana na mahitaji yako, on daily basis, weekly basis and Monthly basis.
etc.

Kuchakachua sytem ni ngumu sana, kwani kwa kila kitendo utakacho fanya system huwa ina record nini kilifanyika na kutuma data, so ukichakachua itasema nini kilifanyika, wakati gani, sehemu gani, by longitude/Latitude na jina la barabara uliyokuwepo, system inachora graph kwa kila event iliyofanyika.
