Bodi za wakurugenzi, Ulaji au utendaji?

    Wadau nimekua nikijiuliza mara nyingi umuhimu wa hizi bodi za taasisi zetu za umma. Ni dhahiri kwamba bodi zinapaswa kuwa na wataalam wa kuzishauri na kuzipa mwongozo taasisi zetu

    Hata hivyo napata shaka pale mtu mmoja anapokua mjumbe wa bodi zaidi ya nne,

    Hivi huwa wanakaa na kuandika mambo ya kitaalam kuhusu maswala nyeti ya taasisi husika?

    Uzoefu wangu ni kwamba vikao vyao huwa ni siri, na sehemu kubwa ikitawaliwa na adoption of agenda from secretariat.

    Je hii ni sahihi?, Je hatuhitaji uwazi zaidi juu ya ushauri wa kitaalam kutoka katika bodi hizi?

    Nchi za ulaya bodi hizi huwa zina nguvu na uhuru kiasi cha kuzipa taasisi na serikali kwa ujumla changamoto kubwa.

    Ni kwa kiasi gani kuvurunda kwa taasisi kunahusishwa na udhaifu wa bodi? maana lawama nyingi huwa zinawaendea wakurugenzi.

    Je uwajibikaji wa bodi hizi huwa ni wa aina gani? na mafanikio yao yanaonekanaje?

    Hili jambo nishawahi kulizungumzia siku nyingi nyuma kuwa hakuna board tanzania bali vijiwe vya kwenda kunywa kahawa. Tatizo la board nyingi za mashirika ya umma zimegubikwa na matatizo ya kisiasa, kitaaluma, kiutendaji na kimfumo:-

    a. Kisiasa : Mfumo wa boards zetu nyingi zimetawaliwa na siasa na hili hupelekea mashirika kutojiendeleza kibiashara zaidi na badala yake inaendeshwa kisiasa zaidi. Mfano unapomuingiza mbunge katika board ya Tanesco, TTCL unapata picha gani? Kwanza mwanasiasa akienda ndani atahakikisha interest za chama zinalindwa na ilani za chama. Vilevile unachochea ufisadi kwani mwanasiasa akiona anataka kuchota mahali basi atatafuta rafiki yake awe mjumbe au mwenyekiti wa board fulani ili apate kuvuta mrija fulani shirika fulani hili ni tatizo kubwa.

    b. Kitaaluma : Ukiangalia board zetu nyingi zimetawaliwa na watu wasio na ufahamu na sekta husika. Mfano unamteua mtu kama Balozi Fulgence Kazaura kuongoza board ya Tanesco hebu soma CV ya huyu jamaa hapa:-
    "Ambassador Fulgence Kazaura has been the Chairman of BANK OF AFRICA TANZANIA LTD from the 14th of October 1996. He holds a Bachelors degree in Economics and a Masters of Arts from St. Johns College, Cambridge University (Canterbury) in the United Kingdom. He served as the Ambassador to the European Economic Community (EEC) as well as the Kingdom of Belgium and the Grand Duchy of Luxemburg. He was likewise the Deputy Secretary General of the East African Community Secretariat. He served in various ministries in senior positions as well as Permanent Secretary in three ministries"

    Ukiangalia experience ya jamaa hata kama amesoma economics hana experience wala ujuzi wa kuongoza shirika let alone shirika la ugavi. Pia nafasi nyingi alizoshika ni za kisiasa zaidi kuliko kitaaluma sasa unakuta hata maamuzi yake unaweza kuyatilia shaka kwani hana ufahamu wa kutosha kuwa mwenyekiti wa board ya Tanesco. Huo ni mfano mmoja tu na ipo mingi na hili linachangia kuporomoka kwa ufanisi wa board za mashirika mengi Tanzania.

    c. Kiutendaji: Ukichunguza utendaji wa board zetu nyingi unakuta hakuna format ya utendaji wa aina yeyote. Mfano independence ya board member ni questionable kwani wanaoteuliwa wengi ni washkaji hivyo huenda pale kukamilisha ratiba tu na kupata allowance za kikao na chai. Ndio unakuta mtu anakuwa mjumbe wa board zaidi ya sita ukimuuliza akienda humo anafanya nini unaweza kuvunjika mbavu. Hivyo ni vema pakawepo na msimamizi wa utendaji wa board za mashirika ya umma pengine inaweza kusaidia. Kwasasa hakuna uwajibikaji katika mashirika ya umma.

    d. Kimfumo: Board za Tanzania zinafurahisha sana kwanza mtu anajua akiteuliwa mjumbe wa board anaenda kupokea posho na takrima nyengine mbali mbali. Hili ni tatizo linachochea ufisadi katika board. Ili kuondoa haya mfano wangeliweka mfumo wa wajumbe wa board wote wawe wanalipwa mishahara ili kuzuiwa hizi posho na pia watusaidie kulipa kodi na wao. Vilevile ingelizuia rushwa kwani vikao vingeliingizwa katika ajenda ya shirika kupunguza vikao visivyo na ulazima. Mfano kuna mashirika ya umma yana vikao mpaka 10 kwa every quarter of the year. mara 4 kwa mwaka ni kama 40 vikao every year sasa piga hesabu:-

    Every seat ya kikao ni tuseme 400,000 x 40 = 16,000,000 kila mjumbe anapata huu ni ufisadi kwani vikao vyote 40 vya nini????

    Ikiwa ndani ya rasimu ya shirika utakuta watafanya vikao vinne au viwili minimum kwa mwaka hilo litapunguza gharama za uendeshaji shirika.

    Hivyo basi haya ndio matatizo ya bodi zetu Tanzania

    Nami naunga mkono. Uwepo wa Bodi hauleti tija yoyote zaidi ya kuongeza gharama za uendeshaji. Mbaya zaidi, ujumbe wa Bodi umegeuzwa kuwa ni zawadi kwa jamaa, ndugu na marafiki wa wakubwa. Ilifaa ujumbe wa Bodi watu wawe wana-apply na kufanyiwa usaili. Hata kama labda kinachozingatiwa ni representation, bado upo uwezekano wa ku-introduce competition ili watu wapate ujumbe wa Bodi kwa merrits zao na siyo zawadi tu.

    Nilishawahi kufanya uchunguzi kuhusu hizi bodi za mashirika ya umma tena kwa undani sana, kitu nilichogundua ni kwamba, kuteuliwa katika hizi bodi huwa ni kupeana fadhila.

    Uteuzi huwa hauzingatii, taaluma, uzoefu wala uwajibikaji. Uteuzi huwa unazingatia fadhila na kurudisha shukrani au kuwapa watu ajira haswa wale ambao wamestaafu.

    Wengi wa board members ni wastaafu ambao huteuliwa ili wapate sehemu ya kuwaweka bussy, wengi ni watu walioshiriki katika kuua baadhi ya mashirika mengine, na wengi hawana taaluma ya bodi za makampuni wanayoyasimamia. Pia kuna baadhi ya watu wana bodi zaidi ya tatu hadi sita. NImeshwahi kushuhudia watu wananunua uteuzi wa bodi. Mawaziri huwa wanahongwa sana ili kuwateua watu katika bodi mbalimbali za mashirika. Eg. Bodi ya TANAPA, TCRA, EWURA etc...!

    Suluhisho:

    Kuna haja ya kuweka hadharani majina na taaluma ya bodi za wakurugenzi kabla ya uteuzi wao. Pia Uteuzi uwe unafanywa kwa usaili na mtu mmoja asiruhusiwe kuteuliwa zaidi ya bodi moja.

    Nafikiri ukweli ni kwamba hii ni loophole nyingine ya wakubwa kupeana zawadi ya mali zetu.
    Utasikia kikao cha siku moja lakini wajumbe wanafiki hadi cku 3 kabla hotel expenses ana entertainment paid for na shirika(wakati mwingine hayuko mwenyewe ana appendix). Siku ya kikao wanakaa masaa wanasomewa wanabariki wanatawanyika baada ya kukunja posho ambazo nyingine ni sawa na mshahara wa mwaka wa Kima cha chini. Wakuu nani anaijua board ya sasa ya ATCL anisaidie?

    Bodi huwa zina tija zaidi kwenye private entities ambapo jamaa ni shareholders wanakuwa na machungu kweli kweli na mali zao.
