Kama ni kilio cha watanzania kuhusu kero ya uhaba wa mafuta iliyotokana na mgomo wa wafanyabiashara ya mafuta; kimeonekana dhahiri na kusikika pia nje ya Tanzania.

Watanzania hatuna sababu ya kuhangaika kutafuta mchawi wa mgomo huo, kwani ukweli wenyewe kuhusu huo mgomo upo dhahiri kama ifuatavyo:


1. Wafanyabiashara wa mafuta (petroli, dizeli, kerosini, n.k, n.k…) wanajali faida kubwa kwa maslahi yao binafsi, hii inatokana na ukweli kuwa mara nyingi serikali ikikusudia kupandisha kodi na tozo mbalimbali kwenye mafuta wakati wa bajeti; wafanyabiashara hao haraka haraka hupandisha bei za mafuta hata kabla serikali haijatoa notisi rasmi ya kuanza kutumika kwa bei mpya. Unyama wa wafanya biashara hao umejidhihirisha wakati serikali ilipoamua kushusha bei baada ya kupunguza baadhi ya kodi na tozo kwenye mafuta, wafanyabiashara hao wakapandisha zaidi bei za mafuta badala ya kushusha kama wanavyofanya wakati wa ongezeko la kodi na tozo.

2. Baadhi ya vigogo serikalini wana hisa kwenye makampuni ya mafuta hivyo, wana maslahi binafsi katika biashara ya mafuta, hii ndio inayoyapa makampuni ya mafuta kiburi na jeuri ya kufanya watakavyo kwenye nchi ya TZ. Kama serikali ingekuwa na nia ya dhati kwenye bei ya mafuta isingeua TIPPA na TPDC ingepewa uwezo wa kununua mafuta kwa wingi (Bulky procurement), nina imani wafanyabiashara hao wasingeringa na kutamba kama wanavyofanya sasa.

3. CCM inapokea misaada mingi ya michango kutoka kwenye makapuni ya mafuta kwaajili ya kuendeshea shughuli mbalimbali za chama hususan wakati wa kampeni za uchaguzi mkuu. Hivyo, serikali ya CCM haina nguvu za kudhibiti makampuni hayo kwa vile ni wafadhiri wao ambao nao wanalengo la kurudisha fedha walizo wekeza (Return on Capital Invested) kwenye chama hicho.

4. Wafanyabiashara hao nao wanajua kuwa JK hawezi kuwachukulia hatua kali dhidi yao kwani wengi wa wafanyabiashara hao ni mashahiba wake wa karibu naye ananufaika kutoka kwenye makampuni ya mafuta.

Wale wanaosema mafuta yakishuka duniani na wenyewe washushe (this is not charity, and the world does not work like that) kama mnataka free market then let demand and supply set up the price..., na jinsi ya kufanya hivi ni kuongeza supply kwa kuwawezesha wafanyabiashara zaidi au serikali kuingia kwenye hii biashara na sio kuforce bei ishuke..., kitakachotokea ni supply kupungua, demand kuongezeka na bei kupanda

Serikali need to sort out themselves here and we are blaming the wrong people here, na kuacha the real culprit ambae ni serikali

Everybody knows how lucrative oil bussiness is. Theres no free market in oil bussiness, different from candy bussiness.

The government has been importing oil for years, refine, supply Zambia....plus other missions.

Hopefully with COPEC,the government will import.We need to organise ourselves and cut oil consumption by 1/3 in 10 years.

I expected to hear this from mjengoni,but well.....them people are so shallow.

May be me and you can PM each other and try to work on a legislation or any thing that may help reduciung our oil consumption.We need to find alternatives, go with time and build energy efficient houses, use energy efficient equipments, modernise and publicise public transport in big cities, reduce traffic, conserve environment etc.

Thats the kind of Tanzanian that I am,not the corrupt free market kind!!

Je huu ndo ukweli?
Kati ya kuagiza mafuta na kuyauza kweli hakuna shillingi 57 inayojichomeka kwa njia moja au nyingine? Hii margin ni ndogo sana kwa biashara ambayo costs zinayumba daily. Kumbuka kuwa hiyo 57 sio kwamba inaingia mfukoni, inabidi icover operating expenses za kituo, mishahara etc.

TUWE WAKWELI SERIKALI IMECHEMKA!!!

Serikali ielekeze nguvu zaka kupunguza barriers to entry kwenye biashara ya mafuta ili washindani wapya waweze kuingia kiurahisi kwenye biashara na hapo ndo bei itakuwa ya kweli.
Serikali kujaribu kuuza mafuta ni kosa kubwa sana, kwanza tunaijua serikali yetu haijawahi kufanya biashara yoyote ikafanikiwa, viwanda vyote vimekufa, na makampuni mengine ni hasara tupu. Serikali iko ineficient na imejaa rushwa, ikiingia biashara ya mafuta itapoteza hela za walipa kodi plus itaharibu chanzo chake kikubwa cha kodi (wauza mafuta).
 
Pumba tupu hizi ulizoandika, mbona bei ya dunia ikipanda na wao wanapandisha bei fasta, iweje leo imeshuka ndio unaanza kuandika mahesabu yako feki hapa.

Matatizo ya kutoelewa "pricing" kwenye product inafanywa vipi ndo haya.

Unatakiwa uuze product yako kwa bei ambayo mteja yuko teyari kulipa e.g Una lita 1,000 za Petrol, wateja wako teyari kununua zote kwa 2500/= per litre, utakuwa ni UPUMBAVU wa hali ya juu kuishusha bei eti kwa vile bei ya crude oil duniani imeshuka.

Kitu kinachoweza kukulazimu kushashu bei ni wateja wako kukataa kununua kwa bei hio kwa sababu yoyote e.g una mshindani anayeuza kwa bei ya chini zaidi na wateja wanakimbilia kwake, wateja hawawezi kumudu bei yako etc.

Ndo maana kazi ya serikali inatakiwa iwe kuongeza ushindani katika soko, angalieni ushindani ulivyoshusha bei za simu Tanzania hiyo ndo njia na sio huu upuuzi wa kupangiana bei.

THE government has reduced excise duty on diesel and petrol from 314/- to 256/- a litre in a move designed to ease the rising cost of living.

Winding up debate on the 2011/12 national budget proposals in the National Assembly in Dodoma on Tuesday night, the Minister for Finance and Economic Affairs, Mr Mustafa Mkulo, also said various fees and charges by different institutions would also be revised downwards to reduce further fuel prices.

The institutions include the Energy and Water Utilities Regulatory Authority (EWURA), Surface and Marine Transport Regulatory Authority (SUMATRA), Tanzania Ports Authority (TPA), National Bureau of Standards (NBS), TIPER and Weights and Measures Agency (WMA).

Naomba uangalie government taxes kwenye chart yako halafu uniambie hiyo 339 ilipotoka,na usome hii habari na uniambie 256 ilipotoka. Hiyo ni 83 shs more,jumlisha 57 utapata 140 shs kwa lita.

Tuseme unapata shs 100 kwa lita,tunatumia lita milioni kumi kwa siku,utapata shs bilioni moja kwa siku.
Tuseme tuna vituo vya mafuta mia tatu,huu ni wastani wa milioni 3 kwa siku kwa kituo...faida.

Najua kwenu ni ndogo,ila kwa wengine ni nyingi sana kwa mtu mwenye kituo cha mafuta.

Tuchukue 1/3 ni mfuta kutokana na vituo,kwa hiyo 1mil a day...just from gas!

Even ma man Khan who own a gas station in my hood,is not getting 500$ a day PROFIT just from selling gas.
Na huku gas stations zinauza mpaka pizza ila hazimake 500$ a day profit easily. Wake up brah!

Mr Mkulo informed the House that EWURA would advise the government on the amount of fees to be reviewed or abolished. He also said EWURA would also advise the government on revision of excise duty of kerosene in a move designed to curb fuel adulteration.

The minister noted that some traders mix kerosene and diesel for purposes of making super profit due to the big difference in excise duty.

The National Assembly endorsed the budget proposals by roll call voting where 214 MPs said YES, 81, all from the opposition, voted NO while 34 were absent.

There are 350 MPs in total. The new excise duty would become effective on a date to be announced later. Mr Mkulo expressed concern over the issue of allowances in the civil service, saying it has been blown out of proportion in the media and the Opposition.

He told the House that there were no plans to abolish statutory allowances for some officials, including retired judges, army officers and senior government leaders.

The minister said the government was reviewing its policy on allowances, local and foreign travel where payments that were counter-productive would be abolished.

In the 2011/2012 financial year, the government has allocated 352.7bn/- as personal allowances, out of which 25.7bn/- are sitting allowances and some 4.9bn/- being sitting allowances for MPs, he added.

According to Mr Mkulo, the government would continue to look for domestic and external loans since the country was now creditworthy. He said at present, the ratio between national debt and gross domestic product (GDP) was 14.6 per cent, a level that was sustainable.

The limit is 50 per cent and we are well below that limit, he pointed out. On inflation, Mr Mkulo assured Tanzanians that the government would struggle to fight inflation and protect the shilling.

He noted that the exchange rate was determined by market forces. An intervention by the Bank of Tanzania (BoT) would therefore not be sustainable.

Meanwhile, Hai MP, National Chadema Chairman and Leader of the Opposition in the House, Mr Freeman Mbowe, said on Tuesday that he has written to the Clerk of the National Assembly on his decision to return to the government the vehicle given to him as the Leader of the Opposition Camp in the House.

Mr Mbowe also said in a statement that all other MPs from his party have decided not to collect daily allowances paid to legislators for attending parliamentary sessions.

Jamani hivi tutazaulika mpaka lini. TRA kazi kusema oo Dr Slaa ooo Chadema hawalipi kodi kumbe nyie ndio kikwazo kikubwa kwa maendeleo ya hii nchi, kweli hii nchi imekwisha kabisa.

Hawezi kushusha kwa sababu demand inawaruhusu kuuza kwa bei kubwa, suluhisho ni kuongeza supply (competition) ili bei iende chini.

Kwa mfano kama kweli mnaamini kuwa wauza mafuta wanauza kwa bei ambayo ni juu sana kuliko costs zao basi hii ni business opportunity kwenu, watu wajipange waingie kwenye soko la mafuta undercut wauzaji wa sasa kwa kuuza kwa bei ya chini zaidi, hii itavutia wateja kwako na kuwalazimu wauzaji wengine kushasha bei. Serikali iondoe vikwazo feki kwenye kuanzisha biashara hizi.
Hii ndo soko linavyofanya kazi, sio kwa serikali ambayo haijawahi kufanya biashara yoyote kwa mafanikio kuanza kupanga bei, motokeo yake ndo haya.

Biashara ni chombo cha kumaximize returns, kuwaita wafanya biashara greedy kwa vile wanatafuta profits sio sahihi, kutegeme mfanya biashara alete "uzalendo" kwenye biasahra yake ni mawazo potofu.

Duniani bei ya mafuta inashuka na mfano UK petrol stations nyingi zimeshusha bei ya mafuta by 2pence hadi 3pence, US station nyingi zimeshusha bei ya mafuta by 4 cents, France wameshusha bei by 3 cents (2 pence ya UK ni sawa na Tshs 52.2, US ni sawa na Tshs 64.4, France ni sawa Tshs 63). Hembu niambie wewe wakati local petrol stations nchi za magharibi wanapunguza bei za mafuta sie tunazipandisha sasa tuko Tshs 3,000 je ndio tuongeze wauzaji tu???? Pia inapopanda bei za mafuta duniani wauzaji mafuta nchini hupandisha bei siku hiyo hiyo kwa kisingizio ati bei ya mafuta duniani imepanda kwanini tatizo liwepo katika kushuka bei ya mafuta huoni hiyo ni pure speculation inayochangiwa na greedy behavior waliyonayo wauzaji hawa?

Mkuu UK bei zimeshuka sababu ya competition kuna mpaka supermarkets (Asda, Tesco) wameingia katika hii biashara na wao kila siku wapo radhi washushe bei kuliko mwenzake ili tu kuvutia watu waende kwenye supermarkets zao na sio kwingine.. (leo hii akibaki muuzaji mmoja aw mafuta UK utaona jinsi prices zitakavyopanda kwa kasi)
