    Nimeandika barua ya wazi kwa Dr Mwakyembe kuhusiana na tatizo la ajali za mabasi ambazo zimekuwa ni baa la taifa (national calamity). Natarajia barua hii kutoka kesho kwenye Tanzania Daima. Msingi wa hoja zangu ni ile thread ya Fizikia ya Ajali ambayo niliileta hapa miezi kadhaa nyuma.

    Mwanakijiji naomba kwanza ukatazame sheria za ajali TZ....
    hili ndo chimbuko la ajali nyiingi mno
    kuna sheria mfano inaruhusu 'watu kuelewana na mwenye gari'
    na akikulipa chochote hafikishwi mahakamani hata kama aliendesha amelewa
    na wewe umepata ulemavu

    vile vile sio ajali zote zinaingia kwenye takwimu
    ajali nyingi zinaishia polisi tu.watu wanatoa pesa yanakwisha

    tatu sheria ya Insurance za magari hasa ya abiria inachangia mno ajali
    insurance zipo za mpaka elfu sabini tu....
    ambapo watu wakigongwa hawawezi dai fidia wakiambiwa tu 'insurance ya hilo gari ni ndogo'

    so wanalazimika kurudi kwa wenye gari kubembelezwa walipwe chochote

    tatizo lipo kwenye sheria zaidi

    Najiandaa kuisoma barua hiyo kwenye gazeti hilo huku nikisubiri pia majibu ya Serikali kupitia kwa Waziri Mwenye dhamana, Dr. mwakyembe juu ya Hoja yako ya msingi. Ni vema utaalam katika uundaji na ukarabati wa vyombo hivyo ukaangaliwa pia sanjali na taaluma za madereva wetu, uwezo wao wa kuendesha vyombo hivyo vs umbali ambao dereva/rubani/nahodha anaendesha chombo husika; na ubora/ viwango vya barabara zetu.

    Naafiki fizikia ya ajali ya vyombo vyetu kutolewa maelezo.
    Lakini hofu yangu ni USIKIVU wa tunaowaandikia!

    So what? Si uache tuisome kesho na tuone kama ina mashiko tuitundike hapa na kuijadili? Heri ungengoja ukaona kama Mwakyembe ataijibu au kuipuuzia ukawa mwisho wa mchezo.

    Huyu Mwakyembe ni mgumu sana kuelewa, yeye mwenyewe baada ya kupata ajali kule Iringa aliwalaumu polisi kwa kufanya uchunguzi kama wapiga ramli. Kaingia madarakani amekumbatia upiga ramli wa polisi bila kuja na mapendekezo ya kuzuia ajali zisitokee tena kwa sababu zilezile. Kazi yake ni kupanda madaladala tu kupata umaarufu badala ya kuweka principles.

    ..kwa kweli kama una access na Dr.Mwakyembe nakuomba umshtue kuhusu hali na hatima ya bandari zetu.

    ..kuna hatari ya bandari zetu kufa ikiwa hatutaziwezesha kushindana na bandari za Kenya za Mombasa na Lamu.

    ..Kenya wanajenda bandari yenye gati 32 pamoja na reli, bomba la mafuta, na refinery.

    ..Je, sisi wa-Tanzania tunachukua hatua gani za kuweza kushindana na uwekezaji mkubwa namna hiyo ktk eneo la Afrika Mashariki.

    NB:

    ..bandari ya D'Salaam ina gati 13. Reli ya kati ni mbovu.

    Mjadala ya ajali za barabarani hasa mabasi yaendeyo mikoani umekuwepo siku nyingi lakini kuna ushawishi mkubwa sana toka kwa baadhi ya wamiliki wa mabasi. Kwa mfano;

    1. Mabasi mengi wanaunda bodi hapa hapa bongo, na viwango vyake ni hafifu sana.

    2. Matairi feki. Hapa kuna tatizo sana.

    3. Speed governor zilikuwa zifungwe miaka kadhaa iliyopita lakini hoja hii imekuwa inazikwa kila mara. Mabasi yanakimbia mno na inaniwia vigumu sana kuelewa kwanini iwe hivyo? Mfano bus haliwezi kufanya trip mbili kwa siku kati ya Iringa na Dar, sasa Dereva anakimbia ili iweje?

    4. Dereva mmoja anaendesha bus kwa masaa 10 (na zaidi). Wamiliki wanadai kuwa wakiweka madereva wawili nauli itaongezeka. Sasa what is cheaper - kupoteza maisha/kupata kilema? Ni lini abiria walipewa option ya kulipa nauli ya juu lakini madereva wakawa wawili na hao abiria wakakataa?

    5. Inakuje ma-bus toka kampuni moja (kwa mfano Sumry, Abood au Hood) yanapata ajali nyingi ndani ya muda mfupi lakini bado kampuni inaruhusiwa kuendelea na biashara ya kusafirisha watu? Sasa hivi tunaturudia hofu tuliyokuwa nayo huko nyuma kuhusu ajali.

    Mwakyembe anatakiwa aangalie sheria upya na azisimamie kwa nguvu zote maana kuna lobbying ya nguvu sana kwenye hii sekta. Watanzania wanaangamia.

    Mwisho, ningetaka kuona serikali kupitia hii wizara ya Uchukuzi, inaanza kuandaa mazingira ya kubadili mfumo mzima. Tuachane na mfumo wa mtu mmoja anakuwa na basi moja, badala yake kuwepo na makampuni. Sasa hivi ni chaos kabisa.

    Sekta ya usafirishaji imejaa wahuni, kwa mfano madereva na makonda. Hawajui ni wakati gani wanaruhusiwa ku overtake. Ukiwa na safari na ukiwa makini utaona ni jinsi gani wanavyovunja sheria, wanaendesha basi kama vile wanaendsha tolori
