Barabara ya Kilwa bomu!

    Wana jamii JF, tuchangie hii hoja ya utekelezaji wa barabara ya Kilwa(Kilwa Rd).

    Mfadhili wa barabara hii ni serikali ya Japan na mjenzi ni kampuni ya Kajima.

    Tofauti na sifa nzuri za kampuni za kijapani kampuni hii ya Kajima imejenga barabara ambayo sasa hivi imeshaanza kuharibika.Kuna kuvimba katika sehemu mbali mbali za barabara hii.

    Miundombinu ya maji ni duni kabisa au haipo.

    Ukilinganisha na kazi iliyofanyika na kampuni ya Konoike zaidi ya miaka 10 iliyopita wadau tuna wasiwasi kama barabara hii itadumu zaidi ya miaka 5.

    Imekaaje wadau hasa wanaoitumia barabara hii kila siku?

    Mkataba nasikia ulikuwa ni kujenga barabara tuu, yaani road surface. Wameshajenga hiyo barabara na nadhani ni Tanroads ndio wanaojenga mifereji na miundo mbinu mingine.

    Hata kama mkataba wao ulikuwa ni kujenga barabara tu bado barabara yenyewe ni substandard. Mimi nikiwa mkazi wa Mbagala na kidogo nina uzoefu wa ujenzi wa barabara nina wasiwasi kama Consultant anafuatilia specification ipasavyo. In general drainage is the heart of road construction sijui setup hii ya Kilwa road ya kwamba Mfadhili anajenga hiki na Tanroads kile imeanza lini. Kwa ufahamu wangu kidogo katika miradi kadhaa niliyoifanya Serikali huwa inahusishwa (local component) kwenye compensations (wakati wa upanuzi wa barabara na relocation of service utilities).     Yaani ni hivi, ile Barababara ukilinganisha na ile ya Sam ya Mwenge Ubungo japo ilichelewa kumalizika ni bora. Yaani eti Kajima wamejenga barabara ina mabonde tu, yaani imeshabonyea. Kuna rafiki yangu karibu angepata ajali pale Mivinjeni kwani aliingia ndani ya mabonde ya barabara akarushwa juu kichizi. Yaani sielewi ujenzi ule. Round about zenyewe hasa ile pale Mgulani/Jitegemee sielewi kama imejengwa kwa vipimo maana wakati mwingine magari yanavaa ukuta ule. Siku hizi serikali ya Tanzania hakuna ubora tena, walishajua viongozi wapenda ubora walishatangualia mbele ya haki au wengine walishastaafu so serikali imekuwa shamba la bibi. Kila consultant and mwekezaji anajifanyia anavyotaka. Halafu utakuta hawahawa mamlaka za Tz zinazohusika ndizo zinawa diverge hawa contractors ili kazi nyingine wa sub-contract ziende kwa ndungu au marafiki au wao wenyewe na vikampuni uchwara. Au pia kufanya hivyo ili kufunika ile ten percent. Sasa kwa hawa Kajima na Japan yao nilitegemea kuwa barabara ile ingekuwa first class!!!! to my suprise ni uozo na wizi mtupu na sijui kama itadumu.

    This is a very good contribution,barabara yenye unene wa lami ya 50mm,wasimamizi wako wapi? Watanzania tusiliwe wakati tunaona wenyewe.Drainage hii mimi sijawahi kuona pengine kwa barabara za nje ya mji.

    Barabara haijamalizika kujengwa wala haijakabidhiwa rasmi kwa wahusika mshaanza kuiponda, hebu kuweni na subra kidogo, akaa.

    Ile barabara kama ingepata mjenzi mzuri kwa kweli ingekuwa nzuri, manake ina eneo kubwa hata katikati. Lakini mifereji imechimbwa tu na kuachwa, nilipopita Dar mwezi wa 12, niliona maeneo ya Polisi ufundi kuja Mivinjeni wameanza kuijenga hiyo mifereji, lakini hata hivyo ile mifereji si bora. Barabara imeanza kubomoka sababu mvua inanyesha na mifereji haijamalizika. Mivinjeni kuna mtaa unashuka chini bondeni, yani wameacha mifereji bila kuelekeza maji panapostahili. Mvua ikinyesha italeta maafa kwa zile nyumba za wakaazi kule.

    Pia ile barabara mfano kipande cha Mivinjeni hadi JKT Mgulani, kuna njia zinazoingia mitaani pande zote, manake ni nyumba za watu. Lakini ukitoka Bandari (Bendera tatu) na gari huwezi kukatisha upande wa pili mpaka round about iliyo JKT Mgulani, manake katikati pamewekewa msingi. Sasa ili ujue itaharibika mapema, madereva hawaendi mkapa JKT Mgulani round about bali hukatiza sehemu zilizojengewa za wapita kwa miguu. Mjenzi sijui hakujua hilo la usumbufu, akaweka "reflectors" kama barabara ya Ali Hassan Mwinyi, ili kurahisisha magari kutoka upande mmoja kwenda upande mwingine.

    Niliulizia vipi Kajima wamekuwa vile. Jamaa mmoja akaniambia kuwa Kajima baada ya kupewa ile barabara waliipa kampuni nyingine, hivyo wao sio wajenzi, sina uhakika na hilo lakini. Kuhusu round about ya JKT Mgulani kama mchangiaji mmoja alivyosema, ukichanganya na uzio wa ukuta wa shule ya sekondari ya JKT Mgulani, wengi hupata ajali lile eneo.

    Sikuelewi Yakhe, mara awamu ya kwanza ilimalizika mara haijakabidhiwa, sasa hata sielewi nishike lipi, lakini kwa kuwa natembelea sana sehemu hizo au niseme napita sana kuelekea kwenye shamba la Bibi Kisiju, sijui unapajuwa?, naona nichukuwe jibu lako la mwisho kuwa ''haijakabidhiwa'', haya basi tufanye subra ikabidhiwe, halafu ikiwa mbaya tuwaulize waJapani, kwani wao ndio walio ifadhili, isimamia na ndio watao ikabidhi, kama itakuwa bomu, hapo itapokabidhiwa rasmi, tuikatae, tuwaambie waing'oe waende nayo kwao! au unasemaje yakhe?

    ...hata kabla ya kukabidhi barabara kwa client kuna tests inabidi zifanyike.....kwa jinsi watu wanavyoelezea na kuwa eti iko ukingoni kukabidhiwa.......inaonekana imesha-fail "rideability test".......kwa sababu ana average person hatakiwi kabisa ku-feel uncomfortable while driving.....achilia mbali measuring rideability kwa kutumia instruments maalum............na mkandarasi hutakiwa kulipwa baada ya checks kama hizo kufanyika.....otherwise....HATAKIWI KULIPWA KABISA.......

    ....kwa kifupi wahusika (Client-wanaotuwakilisha sisi wananchi) wanaambiwa kuwa barabara iliyojengwa ina mushkeli........kwa hiyo......wawabane supervisors na wajenzi wa barabara hiyo.........nothing less.......we are tired of these mediocre stuffs.....

    Usimamizi wa ujenzi wa Barabara ya Kilwa siyo mzuri kwa ujumla. Mfano wanaojenga mifereji ni 'casual workers' na mara nyingi utawakuta wakipiga soga au wakiweka simenti ambayo unaona ni kidogo sana. Yaani nchi yetu bwana, imekwisha: matatizo kila sehemu na hakuna sehemu mtu utasema hapa ni bora!

    Tunachezewa akili kila sehemu na viongozi wetu wako tu maofisini au wanashughulikia miradi yao bila hata kutembelea hizi barabara waone kitu gani kinaendelea. Sasa Kilwa Rd karibu inamalizika lakini kwa kweli kama wachangiaji wengine walivyokwisha sema ni bomu tena la kujilipua!

    Waswahili wana msemo, ''Hadia japo ya kokwa la tende ni hadia'', sasa nyinyi mnapiga kelele kwa kibara-bara cha hadia? si mtowe pesa zenu za madafu halafu mjenge yenu, muisimamie mnavyopenda? Khaa, nawashangaa, mnasaidiwa halafu mnajitia wajanja, si mngejenga yenu? mnachonga kwa cha kuomba? mngekuwa mnataka class A road mngeijenga wenyewe. Tembeeni duniani muone, hata hapo Japan waliotusaidia haka ka barabara wana classes kwenye bara bara zao, tusitegemee barabara iliyo bora kwa kuomba-omba. Tumeomba, tunachopewa turidhike, kama hatukitaki tusiombe tena. Kuchonga tuwache.

    kusema kweli wanakijiji mie mwenyewe nakaa mitaa ya pande hizo na barabara hiyo nimekuwa nikiipita mara kibao sana ukweli haufichiki kuwa kilwa road hata kama ni ya msaada ipo chini ya kiwango sana sana tena sana.
    hata hao tan road wenyewe wanajenga hiyo mitaro kwa kusuasua then ipo feki kama kawaida.mi nashangaa hivi hawa tanroad hawana mameneja wanaopima viwango kweli? kama wapo na wamepima kiwango cha barabara hiyo basi nna shaka na elimu yao 100%.
    nchi imejaa wizi na ubabaishaji kila mahala where are we goin watanzania ? yaani barabara inatoka nje ya mkoa tena major road then inapigwa lami one layer coat only!

    Hatupaswi kupuuzia mashaka walionayo watumiaji wa barabara kwa sababu tu eti sio wataalamu. Ni kweli wataalamu wanaweza kutupa tathmini nzuri zaidi, lakini hili halina maana tusio na utaalamu huo hatuwezi kujua kitu kizuri!

    Hii inanikumbusha maneno ya Afande Zombe. Wananchi walianza kutilia shaka kama kweli wale wafanya biashara wa madini waliuwawa katika mapambano na polisi na kama kweli walikuwa majambazi. Katika kutaka wananchi wawaamini polisi alisema "polisi ndio wamesomea na wenye utaalamu wa kutambua wahalifu". Lakini sote tunajua kilichofuatia!

    kwa uzoefu wangu mambo mengi mabaya yaliotokea Tanzania yalianza kutiliwa shaka na watu ambao sio watalaamu. Itakuwa vizuri kama wataalamu wetu wakafanyia kazi shakashaka hizi walizo nazo wananchi/walipakodi/watumiaji nk.

    tatizo lililopo ni siasa za ujingaujinga tu, kila mtu alimkubali John Pombe Magufuli alivyofanya kazi kwenye sector ya barabara, lakini kwa kuogopa asiwe rais kwa sababu ajaandaliwa au hayupo kwenye ukoo huo wa kiraisi, JK akaamua kumtupatupa tu, ili asionekane umuhimu wake, ukweli ni kwamba hata kama ni msaada, uwezi kukubali msaada wa ujinga ujinga tu, hakuna kiongozi ambaye yuko commited kwenye mambo ya barabara kama alivyokuwa JP Magufuli, na alikataa kufungua miradi mingi tu ambayo ilikuwa substandard,
