Ukiangalia haraka haraka utaona kama mpango wake ni kuongeza taxes on tourism and mining ni kwamba anajaribu kucover difference ya 3866 - 3502 billions = 364 billions (Refer to 2007-2008 budget Recurrent expenditure). Kwa maneno mengine hakuna kipya zaidi ya kuongeza taxes!

Ni habari nzuri but its strange...Ghafla hayo yanawezekana?

Swali ni .... nini hasa kimepelekea hayo kuwezekana?

Mipango na strategies nzuri yote yanawezekana.Pia support kutoka kwa wananchi
mimi nafikiri mtu/kiongozi anapokuja na mawazo/mipango safi inabidi tumuunge kwa fikra na mbinu za kumtia nguvu ili yafanikiwe mawazo yake na si kum diskareji kwa vidonda.

Kwa taarifa tu wakuu ni kuwa ile bajeti ilizotangazwa kwa mbwembwe ya mwaka wa fedha 2006/7, mwaka ulipita bila fedha zilizokusudiwa kutolewa kwa baadhi ya idara kwa matumizi yaliyokusudiwa, angalao kwa idara chache ambazo nina access nazo. Sitashangaa nikisikia kuwa ni majority ya idara zilikumbwa na zahama ya "kutotimiziwa", yaani mnashiriki kuandaa bajeti pamoja na waziri, inasomwa bungeni na inapita, mnahakikishiwa zitapatikana fedha kwa matumizi mliyoainisha, lakini mwaka unaisha bila fedha hizo kupatikana! Mwaka 2007/08 ikasomwa tena bajeti "nene" kuliko mwaka uliotangulia, watu wakawa wanajiuliza yale ya mwaka jana yalitushinda, mwaka huu yatawezekanaje, au kitakuwa kibarua kilekile cha "carry forward" hadi kiama? Na sasa Mkullo anatuletea usanii wa "kujitegemea", miaka 2 iliyopita tukiwa na wafadhili bado "tuliahirisha" mengi tu, sasa katika "kujitegemea" utalipa mishahara (kichele) tu na yatakayobaki yote tusubirie miujiza ya Subhanna! Huu usanii wa kusomeana bajeti "nzuri" zinazopendeza machoni ili mpigiwe makofi tu utaisha lini?

Wakuu mkitaka kupata picha ya ninachokisema hapa, sasa hivi ni miezi 2 tu imebakia mwaka wa fedha kumalizika, hebu fuatilieni muone katika zile trilioni 3.8 zilizotengwa kwa matumizi ya kawaida kwa mwaka huu ni kiasi gani kimeshapelekwa kunakohusika! Mtashangaa sana. Wakati wa Mkapa serikali ilikuwa na hela nyingi, lakini bado kulikuwa na uzembe wa kulundika hela nyingi za bajeti kwenye mwezi wa mwisho wa mwaka wa fedha, basi kipindi hicho maafisa wa serikali hawapatikani kabisa maofisini, wako busy wanamalizia bajeti la sivyo hela itarudishwa hazina! Ulizia bajeti inamaliziwaje, mbona utachoka! Ni safari zisizoisha Morogoro, Dodoma, Bagamoyo kwenye warsha, semina, kongamano nk zisizo na mbele wala nyuma, za kulipana tu "posho". Wakati mwingine ofisa mmoja anaweza kushiriki "kongamano" hata tatu kwa muda huohuo, na zote analipwa full "posho", mtachoka msio na "vitengo"! Nasema maendeleo hayawezi kupatikana kwa njia hii.

Mimi sina access na serikali na mahesabu yake kama wewe, lakini kwa hunch tu nilishawahi kusema several times hapa kuwa hizi budgets siziamini sana na sitashangaa kuwa ni kama michezo ya sarakasi tu kuwatuliza wananchi ambao wengi wao wakiona mi figure mingi inawaboa tu.

Sasa maandishi yako hapo juu mkuu yanaendelea ku validate fikira zangu.

Hapo inabidi bongo kujitayalisha kufunga mikanda.Maana wasipo fanya kama wachangiaji wa budget wanavyotaka basi ndio hivyo itakavyokuwa.Wanashindwa kusema fungu la pesa za maendeleo kuna wasiwasi hazita kuwepo badala yake wanatumia lugha inayoonekana kuwa tamu kumbe siyo pesa za zitatoka kwetu wenyewe.Naona kuna wajumbe wamelichambua hili vema tu.Shukrani kwao!

Ukweli ni kwamba serikali haina uhakika kwa sasa na fedha toka kwa wafadhili kutokana na kushindwa kushughulikia ufisadi mkubwa uliopita na unaondelea.
Hili swala la wafadhili ku-freeze misaada limeongelewa sana na Mkulo amekanusha mara nyingi tu lakini sasa ukianza kusikia sentensi toka serikali hiyohiyo kuwa "serikali kujitegemea katika bajeti ya matumizi ya ndani" ni dalili tu kuwa ukweli uko mbioni na kama imefikia serikali kutangaza hivyo jua matumaini yao ya kuwashawishi wafadhili wao yanazidi kupungua

Tutasema mengi lakini kiini cha maneno yote ya Mkullo ni hii: wafahdili sasa hivi wamesema hawako tayari kutoa misaada mpaka hapo watakaporidhika na Richmond na EPA, hususan hii ya EPA ndo bomu sana! Serikali hii imechemka vibaya SANA na uchumi utaendelea kushuka, worse hakuna strategy yoyote ya kuokoa uchumi. Ukusanyaji wa kodi hauwezi kuongeza kwa asbabu kila kampuni sasa inasua and omney is drying up fast. Kwa hiyo ahadi zile za kupandisha mishahara ndo hivyo tena! Wanafunzi kupata mikopo ya kusoma ... sorry, mtaanza kuona dalili zote mpaka mshtuke mwaka 2010!

2008//09 budget around the corner: Mining sector up for major tax overhaul

- ’We could increase revenue from mining companies by 10 times if they all pay taxes’

THE government is likely to make a major announcement in its 2008/09 budget proposals next month on key revisions to the country’s tax structure for mining companies.

’’We could increase revenue from mining companies by up to 10 times, if they all pay taxes,’’ Finance Minister Mustafa Mkulo said in an interview with the Bloomberg news agency yesterday, on the sidelines of the annual African Development Bank (AfDB) meeting in Maputo, Mozambique.

’’The (mining) companies agree that there are anomalies, and they are working with us. We are not going to chase any company away,’’ Mkulo added.

Mkulo is expected to unveil his maiden budget speech in June, after taking over the finance portfolio from Zakia Meghji in a Cabinet reshuffle by President Kikwete earlier this year.

President Kikwete has already declared that his government is seeking to create a ’’win-win’’ situation that would be mutually beneficial for both the country and multinational mining companies.

Mkulo said he hadn’t yet seen the recommendations from the mining sector review committee appointed by President Jakaya Kikwete to propose new royalties and taxes in the mining industry.

However, he confirmed that the committee?s much-anticipated report would soon be discussed by the Cabinet.

The committee, chaired by former attorney general Judge Mark Bomani, is understood to have already completed its work and expected to submit its report to President Kikwete soon.

Mkulo said Tanzania, Africa’s third-biggest gold producer, wants to benefit from record metal prices by boosting government revenue from mining to pay for more schools and hospitals.

He said the government needs to change the current framework in which most mining companies operating in the country are exempted from payments including a 30 per cent corporate tax and customs duties.

Gold mining companies in Tanzania currently pay royalties of three per cent on profit, while a five per cent royalty is levied on diamonds and gemstones.

Companies including Barrick Gold Corp., the world’s largest producer of the precious metal, and Tanzanite One Ltd, the only miner of the rare blue gem, operate in Tanzania.

Zambia, Africa’s biggest copper producer, increased the effective tax rate on mining firms to 47 per cent from 31 per cent this year by introducing a range of measures including windfall and variable-profit taxes.

Government unveils 7.2trn/- budget plan

THE government plans to spend more than 7.2trn/- in its 2008/09 budget proposals, with agriculture, education, health and roads getting the lion’s share of the funding.

Unveiling the government’s 2008/09 budget plan before the Parliamentary Finance and Economy Committee in Dar es Salaam yesterday, the Minister for Finance and Economic Affairs, Mustafa Mkulo, announced that donor dependency will be reduced from 41 per cent in the previous fiscal year to just 34 per cent.

Mkulo said the reduction of dependency on foreign donors for budget support would be achieved by ensuring the government’s spending priorities are effectively met by internal revenue collections.

He said the government’s spending in 2008/09 will reach a staggering 7,216.1bn/- compared to 6,066.8bn/- spent in the 2007/08 budget.

The minister noted that agriculture and infrastructure, particularly construction of new roads, have been given top priority by the government in its new development plans due to their central role in economic development.

’’We have increased spending in agriculture from 379bn/- in 2007/08 to 438.1bn/- in 2008/09, while the budget for infrastructure development has also gone up from 777.2bn/- to 971.9bn/-,’’ he said.

In farming, Mkulo explained that there would be particularly more attention on improving agricultural production to curb rising inflation caused by food shortages.

He noted that food prices have been rising because the main grain producers in the world market are shifting to the use of food crops for production of bio-fuels.

Mkulo said Tanzania was comparatively better off in food security than some of its neighbours, who have already started to import huge consignments of food to offset deficiencies.

On infrastructure development, the minister said the government plans to build new tarmac roads using its own financial resources where possible so as to open up more geographically isolated regions in Tanzania.

The successes attained in social, health, education and water sectors in previous budgets would be sustained in this year’s government spending plan to improve the living conditions of the people, he said.

Mkulo said the government has given special emphasis on sectors dealing with HIV/AIDS, the environment and fight against corruption to improve public accountability.

He said budget allocation in education will increase from 1,086.0bn/- to 1,220.3bn/- during 2008/09, while health will also get a boost from 589.9bn/- to 784.5bn/-.

The minister singled out uncertainty of donor aid flow and availability of loans as one of the major challenges of the budget plan, thus the need to control government spending.

However, Mkulo did not explain whether or not the government would implement any of the recommendations from the Bomani mining sector review committee for tax reforms in the key sector in this year’s budget estimates.

Reacting to the government’s 2008/09 budget plan, the Leader of the Official Opposition in the National Assembly, Hamad Rashid Mohamed, told THISDAY that he welcomed the reduction in donor dependency but urged the government to explain how it will fill the budget gap.

’’We are afraid that the stated decrease in budget dependency from donors will somehow be shifted to the people ... That is why the minister should clearly explain its sources of revenue,’’ he said.

Hamad Rashid, who is also the shadow minister for finance, noted that the government’s budget proposals have for years lacked consistency with statistics, varying each year, thus indicating a lack of seriousness on some government officials.

He said there was a need for government intervention to cushion Tanzanians from the effects of rising food and fuel prices.

The shadow finance minister said despite the increase in the budget allocation to agriculture, more government spending was needed in the key sector often described as the backbone of the country’s economy.

’’The proposed budget for agriculture has not focused on meeting the food demand in the country, exportation and industries. The government should give more emphasis on food production, including further increasing its budget allocation to agriculture,’’ he said.
