    Rais wa kwanza wa nchi ya Ivory Coast Marehemu Felix Houphouet Boigny aliufanya mji aliozaliwa wa Yamoussoukro kuwa mji mkuu wa ivory Coast badala ya Abidjani.Zoezi la kuufanya mji wa Yamoussoukro kuwa mji mkuu wa Ivory Coast liliambata na matumizi makubwa ya fedha za nchi kuelekezwa Yamoussoukro kwaajili ya ujenzi wa miundombinu na maofisi ya wizara mbali mbali ambayo tayari ilikuwepo Abidjani.Uwanja wa ndege,mabarabara makubwa,mahospital na lile kanisa kubwa [ Basilica of our lady of peace of Yomoussokro] lilijengwa kwa gharama ya U$ 300 million peke yake.

    Rais Jakaya M Kikwete tangu alipochaguliwa kuingia madarakani mwaka 2005 kumekuwa na juhudi kubwa sana za kuuendeleza Mji Bagamoyo kwa kutumia kodi za wananchi au kutumia mikopo au misaada.Kuna mpango wa kujenga uwanja wa ndege wa kimataifa,kuna mpango wa kujenga bandari sijui kwanini tusijenge bandari kubwa Tanga au Lindi,kumekuwa na juhudi za chini chini za kujenga kituo cha mikutano cha kimataifa badala ya Arusha,Kumekuwa na juhudi za kujenga kijiji cha michezo badala ya ule mpango wa kukijenga sambamba na uwanja wa taifa Dar es salaam,ujenzi wa barabara nne kutokea Chalinze hadi Segera wakati barabara ipo tena tusisahau kuna sehemu nyingi Tanzania hazijawahi kuona barabara ya lami,ujenzi wa barabara msata hadi Bagamoyo.

    Baba wa taifa Julius alikuwa Rais wa JMT kwa miaka 24 lakini hakuwahi kufikiria kuijenga Musoma / Butihama kwa kutumia rasilimali chache za nchi kama anavyofanya Muungwana katika kipindi kisichozidi miaka 4 tu.Najaribu kutafakari tukimpa tena miaka 5 mingine Bagamoyo itakuwaje ?.

    Barabara lazima zijengwe bagamoyo kwasababu Mkuu wa kaya anataka akiondoka madaraka watu wake wamkumbuke.Usisahau Waziri wa Miundombinu anatokea ukanda huo,usifikiri haya mambo yanafanyika kwa bahati mbaya la hasha huu ni mpango wa Mkuu wa kaya,anajua anachokifanya.

    what is wrong if we get a second international airport in Bagamoyo?

    nadhani suala la ni wapi barabara inajengwa it is a matter of priority. Ila kwa kuwa wamekuja na kilimo kwanza na sioni barabara za vijijini zikiimarishwa nadhani hiyo kauli mbiu ni wimbo tu kama ilivyo kuwa nguvu, ari na kasi mpya.

    Kuna tatizo tena kubwa sana kuliko unavyofikiri.

    Kutoka Bagamoyo hadi Dar es salaam ni km 75 tu,usisahau tayari serekali iko katika hatua za mwishoza kuwalipa fidia wakaazi wa maeneo karibu na uwanja wa ndege wa kimataifa wa Dar es salaam ili kiwanja kipanuliwe.

    Awamu ya tatu ya Bwana Mkapa kulikuwa na mpango wa kujenga Arusha International Airport ,lakini watanzania wengi walipinga mpango huo kwasababu Kilimanjaro International airport mpaka Arusha mjini ni km 45 tu.Mpango wa kujenga Arusha International Airport ulikuwa na msukumo wa kisiasa kutoka kwa aliyekuwa waziri mkuu F Tluway Sumaye kama ulivyo mpango wa kujenga International Airport Bagamoyo unamsukumo wa Kikwete.

    Tanzania ni nchi kubwa yenye mikoa mingi swali ni kwanini International Airport isijengwe katika mikoa mingine kama Ruvuma,Mwanza,Kigoma ,Mtwara,Iringa,Lindi au Dodoma ?.Bila shaka huitaji kuwa na akili nyingi kubaini project zote zinapelekwa sehemu moja kwa kuwa mkuu wa nchi anatokea sehemu hiyo.

    Tukiwaacha viongozi wetu wafanye watakavyo itatufikisha mahali kila mkoa au kanda zitafanya juhudi kubwa Rais atoke sehemu yao kwasababu atakuwa katika nafasi nzuri ya kupendelea sehemu alikotoka au aliyozaliwa.Hii hatari bila shaka utaiona muda si mrefu sana,tutaanza kuchagua viongozi si kwasababu wana sifa za kutuongoza.

    Jamani Kikwete ni mbovu kwa mengi, lakini Bagamoyo kuilinganisha na Yamousoukrou is overstretching it.

    Kuhusu uwanja wa Ndege mimi sioni tatizo kama uwanja wa ndege utawekwa strategically between the northern tip of Dar and Bagamoyo, where it could serve both the North Dar crowd- Mbezi and its suburbs is developing into a city within a city and will probably make ample use of this airport-. Kitu muhimu ni kuuendesha uwanja huu with business efficiency ili ujilipie katika miaka michache.

    Kwa hiyo si kila kitu kinachofanywa na Kikwete ni cha kubezwa kwa kutumia mifano ambayo hailingani. Yamoussoukrou is something else, probably up there with Gbadolite, but not Bagamoyo.

    Kwanini mambo yote yaanze wakati wa awamu ya Muungwana.Project zinazopelekwa Bagamoyo ni nyingi sana tena nyingine zinahamishwa kutoka mikoa mingine.Bado haingii akilini uwanja wa ndege ujengwe Bagamoyo wakati ipo mikoa mingi isiyokuwa na viwanja vya ndege.

    Nimezungumzia project nyingi zinapelekwa Bagamoyo ikiwemo uwanja wa ndege lakini wachangiaji wameamua kwa makusudi kukimbilia International Airport na kuacha kujadili project nyingine.

    Bagamoyo inaweza kulinganishwa na Yamoussoukro kama miradi yote itapelekwa huko na kuacha mikoa mingine mingi bila project za maana.

    Project gani hizi zisizo majina?

    Bagamoyo ina advantages nyingi, iko karibu na Dar, ni tourist attraction, inaweza kuwa point ya kwenda Zanzibar bila kupitia crowded Dar it makes a lot of economic sense.

    Mimi siwezi kukataa projects za maendeleo kwenda Bagamoyo kama hujanionyesha priority nyingine kubwa zaidi zinazoweza ku operate kibiashara zaidi ya Bagamoyo.

    Mkuu kama angetaka kujenga international airport Lugoba ningefight tooth and nail, lakini Bagamoyo uwanja wa ndege hata mimi nikiwa narudi Mbezi naweza kuutumia vizuri tu, provided uko strategically positioned and reasonably close to Dar.

    NY ina JFK na Laguardia, London ina Heathrow na Gatwick, Paris ina DeGaulle na Orly it is time the Dar metropolis gets a second airport.

    Na heshima zote, hapo ulichoandika kinapingana kabisa na sheria za UJENZI. Mjenzi yeyote anafahamu kuwa wakati anachora na baadaye kudesign structure na mwisho kujenga, hiyo structure yake lazima iwe nzuri, imara, ifanyekazi inayotakiwa kufanya, safe na ECONOMICAL.

    Bagamoyo ni mbali saana na wasafiri wa JKN Airport hawajawa wengi hadi sasa. Watu wengi watataka kulipa dola mia zaidi ili ateremkie DIA kuliko kushuka Bagamoyo. Historia inasema hivyo kwani nchi nyinyi walizojaribu kufanya huo mchezo, viwanja vya mbali vimekufa. Mfano ni Canada walipojenga uwanja kwa ajili ya Olympic. Ule uwanja watu walikuwa wakigoma kushukia kule na kulipa zaidi ili washukie karibu na mji.

    Ukitaka kuona vizuri, ingia Google Earth, na baada ya DIA utaona kuna uwezekano kabisa kwa sasa kujenga HIGHWAY kuzunguka mji wa Dar. Na hii inaweza kuja hadi bandarini na hapo kupunguza magari Mandela Road (port Acc.) na kupunguza ajali na vifo pale machinjioni. Hizi RINGS ndiyo best solution kwa sasa.

    Hata kama DIA ikijaonekana IFUTWE, basi ni heri tujenge kati ya KIBAHA na DAR kama Wajeruman wanavyofanya sasa kuhusu AIRPORT lao jipya ambalo litakuwa kwa ajili ya Berlin na mji wa ....... Ila hizi RINGS lazima tuanze kuzifikiria kuzijenga na lazima ziwe katika level ya real HIGHWAY yaani hamna magari kukatiza barabara.

    Mwisho, kwa nini sisi huku Tabora wasituwekee LAMI kwenye landing lane? Shinyanga, Musoma nk na wanazidi kupendeleana wenyewe kwa wenyewe? Jamani ningeliandika sana ila kwa ufupi niseme kuwa "hili jambo lifanyike kwa kutumia wataalamu wa Traffic Engineering na Wachumi na si kutumia Wanasiasa na kufikiri tu kuwa watu wa Tegeta na Mwenge watafaidika wakati waweza kukuta ni wachache saaana au wanaweza kupata solution nyingine.....

    Hili nalielewa na ndio maana kila ninapoongelea airport ya Bagamoyo naongelea isiwe ya Bagamoyo per se, ila iwe strategically positioned ku serve Dar na Bagamoyo.

    Hicho ki corridor kati ya Dar na Bagamoyo kinaweza ku spring miji vizuri tu, hiyo airport inaweza ku stimulate tourism Bagamoyo.My only concern uwanja wa ndege utaweza kujilipia baada ya miaka michache? Kama sivyo hizi hela zitumike katika mipango mingine lukuki, zinaweza kuwekezwa katika viwanda.

    Ninachopigania mimi pamoja na mambo mengine mengi lakini kikubwa ni mgawanyo sawa wa keki ya taifa.Sijui ni kwanini baadhi yetu hatulioni hilo,utakuta mikoa mingine inazidi kudidimia kwasababu tunarundika miradi sehemu moja tu.

    Nadhani Mwl alifanya jambo jema kwa kuhakikisha maendeleo ya Tanzania yana pelekwa karibu mikoa yote.Ndiyo maana tulikuwa na Mwatex kule Mwanza,Kiltex,General Tyre,Kiko,TBL Arusha,Tabotex Tabora na nk.

    Msingi wa hoja yangu umejikita zaidi katika kugawanya project katika mikoa yote Tanzania.

    Hivi Tanzania haina tena taratibu za kuwa na Mpango wa Maendeleo ya Miaka Mitano? Kama Mpango wa Maendeleo ya Miaka Mitano upo, inawezekanaje kujenga Uwanja wa Ndege wa Kimataifa, Bandari au hata Barabara ya Two-Way traffic Chalinze Segera bila kufuata huo Mpango?

    Mimi naona kwamba kitu kinachotakiwa kufanywa ni Bunge lidhibiti matoleo ya fedha za Mpango kama ulivyoidhinishwa hapo mwanzoni. Rais au Waziri Mkuu au waziri yeyote hawezi kuibuka na mipango mikubwa ambayo inaathiri utekelezaji wa Mpango wa Miaka Mitano uliokwisha idhinishwa na Bunge. Bunge liwe na Wabunge jasiri wanaoweza kupinga kuibuka kwa miradi mikubwa nje ya 5-year Plan. Ama sivyo nchi itaendeshwa shagala bagala, na mwishowe tutakwama au maendeleo ya nchi yatakuwa lop-sided.

    Hoja makini mkuu tatizo la Tanzania kila kitu wanatia siasa.Mpango wa maendeleo ya miaka mitano kwa sasa ni vigumu sana kuwepo kwasababu kila rais anayeingia madarani anaweka kipaumbele kupeleka maendeleo kwake.Mpango wa maendeleo ungekuwepo pia hawa wanasiasa wetu hawakawi kuiminya angalia rais mzima anairuka ilani ya uchaguzi wa chama chake anasahau aliitumia kuwazuga wapiga kura.

    Mheshimiwa Kabonde nakubaliana na wewe kwamba tunaingiza mno ubinafsi katika siasa zetu, na Bunge mara nyingi linakuwa kimya wakati Mkuu anapoingiza project ya kwao.

    Jawabu ni kuwa na Upinzani jasiri Bungeni. Upinzani unaojua kuwa kama ukikosoa kwa makini, na mambo yakarekebeshwa, nchi yote itasomga mbele kwa hakika na kwa uwiano unaokubalika. Pia Upinzani huo ujue kwamba ni michango kama hiyo itakayoweza kuwafanya Watanzania wawachague kuongoza Serikali ijayo.

    Kwa maneno mengine, narudia imani yangu kwamba ni kwa kuimarisha demokrasia ya kweli, ndipo Tanzania tutaweza kuwa na maendeleo ya hakika na kwa uwiano unaoridhisha. Hakuna kulala mpaka hiki kieleweke.

    This idea of of Bagamoyo International Airport is SHEER MADNESS!. Huu ni uwenda wazimu and I pray and hope it is not in anybody's mind moreso that of HE the President. The whiole idea of Arusha international airport is also sheeer madness - resources could have been better utilized by widening the KIA/Arusha road.

    idea aliyokuwa nayo mkapa awamu ya tatu ilikuwa kuachana na upanuzi wa uwanja wa ndege wa dar....na kuubakisha kuhudumia jeshi..na safari za ndani...kutoka pale uwanja wa ndege dar ingejengwa barabara ya kuunganisha na kilwa road kwenda MKURANGA ...ambapo ndipo uwanja mpya wa ndege wa safari za kimataifa ungejengwa na tayari eneo lipo na limepimwa..na mwandosya anajuwa kwani alipokuwa pale wizarani tayari walikuwa wamefikia kutenga pesa za kuwekea uzio na kufanya upembuzi yakinifu....sasa nashangaa sana kama mpango wa uwanja wa kuachana na uwanja wa dar na kuhamishia safari za kimataifa mkuranga unaachwa bila maelezo ya kutosha.....

    kama taifa lazima tuwe na vipaumbele ...sasa kama kila mtu akiwa rais anakuja na vipaumbele vipya hatutafika mahali....

    mradi wa EPZ bagamoyo ....utaungwa mkono ba barabara hizo....na mizigo inaweza kufika toka tanga au dar[50km] kirahisi]

    kuna mradi wa muda mrefu wa kuunganisha reli kuanzia UBUNGO-WAZO-BAGAMOYO....ili kuwezesha viwanda vya pembezoni mwa mji na bagamoyo kufikisha malighafi bandarini...kwa uarahisi...[lakini ukaguzi uliofanyika ulikuta wakubwa wamejigawia viwanja juu ya njia ya reli kuanzia ubungo -chuo kikuuu-mbezi -wazo- [labda njia ya kuanzia wazo hadi bagamoyo ndio ipo wazi]....mpango huu ulikuwa pia na kuunganisha reli hii maeneo ya wazo na reli ambayo ingeenda kuibua mji wa viwanda KIBAHA [pale TAMCO,NYUMBU,KEC,VALMET...etc]...pale palikuwa pawe mji mkubwa wa viwanda...MIPANGO HII MINGI IPO TANGU ENZI ZA MWALIMU...na MWINYI ...na ilitakiwa utekelezaji tu ...wala hakuhitajiki study mpya hata moja ...labda bomoa bomoa tu!!!!......

    mnaweza kuhakiki taarifa hii ninayotoa na viongozi wa miaka ya nyuma .....tatizo viongozi wanaokuja wanafanya kama vile nchi haiikuwa na viongozi wala wataalamu...kila mtu akiwa anakuja na mipango yake nje ya vipaumbele vya nchi...HATUTAKAA TUENDELEEEEEEE!!!

    Nimekupata mkuu,

    mimi kusema kweli nimechoshwa na mwenendo wa JK na serikali yake ndo maana nilijibu hoja hii kwa mkato, niseme nimekata tamaa na JK na serikali yake. Ukweli ingekuwa vyema International Airport ijengwe aidha Dodoma au Mwanza au Tabora au hata shinyanga kwa sababu tutawarahisishia wasafiri wa kongo, burundi n.k.

    Sasa linapofika swala la maamuzi hapo ndo balaa, utadhani hatuna mawaziri walio soma au kama wamesoma utadhani walicho kisoma wameshindwa kabisa kukitumia.

    Waziri kawambwa mimi simshangai, sana yeye ni mtaalamu wa internal combustion engines sasa nadhani kashindwa kabisa ku-transform energy theories into management theoris.

    Kwa kweli umeeleza kile ambacho kila serikali inayokuja madarakani ingejaribu kuendeleza. Lakini kila ka-rais kanakokuja madarakani utfikiri hakuna mipango iliyowahi kuandaliwa na watawala waliopita!!!

    Kikwete hebu fuata maelezo haya ili ufanye mambo yanayoeleweka .....mbona unakimbilia bagamoyo??? kuna nini huko???
