    Hatimaye Kampuni ya uingereza ya BAE imekubali kuilipa Tanzania kiasi cha pound milion 29.5 kama fine ya ile skendo ya rada ya mwaka 2002. Malipo yatafanywa kwa kununua vitabu na kuvisambaza shule zote za msingi Tanzania pamoja na vifaa vingine vya kufundishia kwa walimu na madawati kwa baadhi ya wilaya nchini. Pesa tayari imeshalipwa kwa serikali ya Tanzania.

    Je, kwa maoni yako unadhani huu ni uamuzi wa busara? Je, hivi vifaa vitazifikia kweli shule zetu zote?

    kwanza kwanini tunalipwa hiyo pesa? wakati tume elezwa kuwa hata wahusika wa hapa bongo hakuna ushahidi wala harufu ya rushwa,sasa iweje tulipwe pesa ambayo rada yenyewe ilinunuliwa kwa kufuata sheria halali za manunuzi?

    kama jamaa wamekubari kuturudishia pesa yetu ina maana kuna kitu kilitendeka hapa na iweje basi turudishiwe pesa ilihali wahusika wakuu wapo nje wanakula maraha?

    hivi kwa mfano tu,kama UK wasingeshupalia issue hii je tungeziona pesa hizo? kama jibu ni hapana jiulize swali jingine je ni pesa ngapi zinapotea ambazo serikali za nchi nyingine hazija amua kuzifuatilia kama walivyofanya UK?

    Harafu jamaa wamegoma kutuma mkononi wana sema tuseme nini tunataka tufanyiwe juu ya pesa zetu walizo iba

    hakuna usawa hapa duniani na bado UK inatufanya kama ni koloni lao

    Mkuu, wanachokifanya Uingereza nin kujaribu kupunguza aibu ya kuwa kampuni yao ilishiriki kufuja pesa za umma za tanzania ndo maana walilishupalia sana na si kuwa wana mapenzi makubwa na Tanzania. Lakini kukubali kulipa fidia inaonesha waziwazi, kama ambavyo SFO waligundua, kuwa mchakato wa kununua rada ulitingwa ba rushwa. Cha kushangaza ni kuwa hapa kwetu serikali imewanyamazia wahusika....

    Moja ya ndege za BAE, itainunulia Tanzania vitabu vya elimu kwa fedha za rada
    Kampuni ya kuuza vifaa vya kijeshi ya BAE Systems itatoa takriban £29.5m kwa miradi ya elimu nchini humo kufuatia makubaliano na Taasisi ya Kupambana na ufisadi ya Uingereza (SFO).
    BAE ilipigwa faini ya £500,000 mwaka 2010 kwa kushindwa kutunza rekodi zake za malipo iliyofanya kwa mshauri wake.
    Malipo hayo yalitolewa kununua rada ya kijeshi kwaTanzaniakwa gharama ya £28m.
    Kampuni hiyo ya BAE sasa imethibitisha makubaliano ambayo yatatumika kusaidia watanzaniakamailivyoafikiwa.
    Itanunua vitabu vya kiada kwa shule 16,000 vya masomo muhimu ya Kiswahli, Kiingereza, Hisabati na Sayansi.
    Fedha hizo pia zitatumika kuwapatia miongozo walimu na mwongozo wa muhtasari wa masomo kwa waalimu wote 175,000 wa shule za msingi, na muhtasari yenyewe, kampuni hiyo ya ulinzi imesema.
    Taasisi ya SFO ilisema makubaliano hayo yalikuwa ya kwanza na ya aina yake, lakini ilikosolewa na jaji aliyetoauamuzi wake kwa kampuni hiyo miaka miwili iliyopita.
    "Makubaliano haya ni ya kwanza kwa SFO ambayoiliratibu kutumia mfumo wa sheria za Uingereza,’ mkurugenzi wa SFO Richard Alderman alisema.

    "Tumefurahi kuwa hatimaye tumefikia mahali tunaweza kutoa malipo kwa serikali yaTanzaniana kufikia tamati ya suala hili." BAE ilisema.
    BAE iliafikiana na SFO mpango huo mwaka 2010. Ilikubali kulipa faini ya na gharama ya £225,000 kwa SFO – na faini ilikokotolewa kutoka £30m iliyotoa kwa watanzania kumaliza kesihiyo.
    Wakati huo jaji wa mahakama ya SouthwarkCrown alikosoa makubaliano hayo kati ya SFO na BAE.
    "Muundo wa makubalianohayo unaweka shinikizo la kimaadili kwa
    mahakama kuifanya fainihiyo iwe kwenye kiwangocha chini kwa ajili ya maandalizi ya juu. " alisema Justice Bean, aliyeongeza kuwa alikuwa kwenye shinikizo la kuiweka faini ya mahakama kuwa ya chini.
    Pia alikosoa sehemu nyingine ya makubaliano ambayo alisema yalimpa mjumbe yeyote wa kampuni ya BAE Systems"kinga kwa makosa yote yaliyofanywa nyuma yawe yamewekwa wazi au la".
    Kampuni hiyo ililipa £7.7mkwa kampuni mbili zinazomilikiwa na mfanyabiashara Shailesh Vithlani kabla hata ya kushinda zabuni yenyeweya kununua rada.

    BAE Systems is to pay at least £29.5m towards educational projects in Tanzania following an agreement with the Serious Fraud Office (SFO).
    BAE was fined £500,000 back in 2010 for failing to keep proper records of payments it made to an adviser.
    These payments were to win a £28m Tanzanian military radar contract.
    The SFO said the agreement was the first of its kind, but it was criticised by the the judge sentencing the defence company two years ago.
    "This agreement is a first for the SFO which piloted it through the UK legal system," SFO director Richard Alderman said.
    "It provides a satisfactory outcome for all concerned but most of all for the Tanzanian people," he added.
    BAE has now confirmed the terms of how it will seek to help Tanzanians, as agreed.
    It will buy textbooks for 16,000 primary schools in the key subjects of Kiswahli, English, Maths and Science.
    Funds will also be used to provide all 175,000 primary school teachers with teachers' guides, syllabi and syllabi guides, the defence firm said.
    'Closed matter' "We are glad to have finally been able to make the payment to the government of Tanzania and bring this matter to a close," BAE said.
    BAE reached the deal with the SFO in 2010. It agreed to pay the fine - and £225,000 costs to the SFO - and the fine was deducted from the £30m it had offered to the people of Tanzania to settle the case.
    At the time, the judge at Southwark Crown Court criticised the agreement between the SFO and BAE.
    "The structure of this settlement agreement places moral pressure on the court to keep the fine to a minimum so that the reparation is kept at a maximum," said Mr Justice Bean, who said he was under pressure to keep the court fine to a minimum.
    He also criticised another part of the deal which he said gave any member of BAE Systems "blanket immunity for all offences committed in the past, whether disclosed or not".
    The defence group paid £7.7m to two firms controlled by businessman Shailesh Vithlani ahead of winning the radar contract.

    MAANDALIZI ya marejesho ya pauni 29.5 milioni sawa na Sh80 bilioni, zinazotokana na ununuzi wa rada kinyume cha sheria, yamekamilika baada ya Tanzania na Uingereza kutiliana saini makubaliano ya kurudisha ‘chenji’ hiyo.

    Kwa mujibu wa makubaliano hayo yaliyofikiwa jana nchini Uingereza, fedha hizo sasa zitaingizwa Benki Kuu ya Tanzania (BoT) wakati wowote na kutumika kwa ununuzi wa madawati na vitabu kwa ajili ya shule za msingi.

    Hii settlement ya radar case bila shaka set new precedence on how to handle serious fraud. A steals close to £29 m from B via fradulent deal with C. To put matter to rest it is ruled C should return loot to 'reformed' A whom it is assumed is now sufficiently remorse to 'manage' the 'refund' with compassion.
