AU recognizes NTC in Libya! Tanzania kufuata mkumbo?

UN & USA tayari wameitambua NTC, aibu kwa Membe aliyeenda kimbelembele kumlazimisha balozi wa Libya kushusha bendera ya NtC, Membe amuombe radhi balozi. Ndo shida tuliyonayo kwamba viongozi wetu ni vifuata upepo, hawana maamuzi yao wenyewe.! Eti wengine waanze halafu wao ndio wafuate,? Kabisa. Imeumbuka nini sasa. NTC wameshakamata DOLA. Kama tunaitambua serikali ya mpito ya Somalia na Rais wake tulimtandikia zulia jekundu juzi, hii ya Libya ina tatizo gani?
Kitendo cha kukataa kupandisha bendera ya waasi kwenye ubalozi wa Libya na sasa inabidi serikali imeze matapishi yake na kukubali bendera hiyo ipepee kwa sababu "wakubwa (UN na AU)" wameamua hivyo. Hapo ndio nina maana ya kuumbuka, unless kuna maana nyingine ya neno "kuumbuka"!.

Lilikuwa ni suala la muda tu. Yule balozi alikwenda haraka mno kabla ya utambuzi huu wa AU na kabla ya kukamata DOLA kisawasawa.
 
Hamna kitu mbaya kama njaa, itabidi TZ iwatambue tu NTC!
Tungeitambua mapema tu. Gadafi aliwahi kuungana na Idi Amini kutuua WATANZANIA. Sisi ni wepesi mno kusahau na kusamehe kwa sababu ya njaa yetu isiyo na kikomo.
 
Sidhani kama tunao huo ubavu. Inaonekana kwa hili swala la Libya Serikali imekanyaga matope. Uamuzi wa kutokuitambua NTC ulijikita kwenye hisia zaidi badala ya kuchambua kwa kina mkondo wa matokeo kwenye uwanja wa mapambano. It's time we figure out what our foreign policy is, once again (at least during Nyerere years we could somehow talk about non-alignment in an atmosphere of cold war)

And what is particularly interesting in all this issues of Libya and NTC is in way Mr. Membe (Tz's Minister for foreign affairs) presented the matters of not recognizing the NTC with absolute confidence such that he dared calling its leaders "bunch of thugs with Kalashnikovs in the streets of Libya". And to make the matters worse the Libyan Ambassador in Dar-es -Salaam was even summoned of daring to raise the post-Ghadafi NTC flag. Let's now see what will be the next move for Tanzanian government in general and for Mr. Membe in particular (following the AU formal recognition of the NTC); If we follow the suit of AU, it will be extremely embarrassing on our part as it will show how our foreign policy agendas are not carefully deliberated, that we are just a bunch a third world loonies swayed by the wind wherever it blows, and even more damaging for Mr. Membe misplaced confidence that he is just an empty headed mouth pot spiting words out on sensitive foreign matters without any invested critical analysis.
 
Inaonekana viongozi wa Africa walikuwa wanangoja mpaka wajihakikishie kwamba Gaddafi hatorudi madarakani kudai mihela yake aliyowapa. Sasa wamemtosa (wameosha mikono kama Pontius Pilatus):

AU ilikuwa inapima upepo tu na kusubiria kuona UN inasemaje juu ya NTC.Watawala wa nchi nyingi za afrika wanafanana na Gadafi.Madaraka shirikishi na familia zao na jamaa zao wa karibu.

AU, S.Africa recognise Libya's NTC

JOHANNESBURG (Reuters) - The African Union (AU) recognised the National Transitional Council (NTC) as Libya's de facto government on Tuesday, removing another piece of diplomatic support for ousted leader Muammar Gaddafi.

The pan-African body, which has frequently been criticised for its ponderous reaction to events on its doorstep, said in a statement it was ready to support the NTC in its efforts to build an inclusive government.

It also urged the NTC to protect African migrant workers following reports of black Africans being targeted by militia units hunting down mercenaries loyal to Gaddafi.

South Africa, the continent's pre-eminent economic power which has a major say in AU policy, said on Tuesday it would also recognise the NTC, ending a long-standing relationship with the ousted leader.

"The South African government, hereby announces that it recognizes the NTC as the representative of the Libyan people as they form an all-inclusive transitional government that will occupy the Libyan seat at the African Union," the International Relations and Cooperation Department said in a statement.

South African support for Gaddafi, who helped build the AU, had its roots in a long-standing relationship between the two countries based on Libya's backing for the African National Congress in its struggle against white-minority apartheid rule.

South African President Jacob Zuma has led AU delegations trying to broker a peace deal for Libya. Zuma has criticised the European Union and NATO for using force to bring about change in Libya and has called for Gaddafi's officials to be a part of a transitional government.

Most European nations, the United States and Nigeria recognised the NTC from August 22, while China officially acknowledged the Benghazi-based group as Libya's "ruling authority" on September 12.

The AU's switch is likely to bring a modicum of pressure to bear on leaders such as Zimbabwe's Robert Mugabe, who expelled Libya's ambassador at the end of August after the envoy switched allegiance from Gaddafi to the NTC.

Serikali ya Tanzania itabidi nayo ifuate matakwa ya AU!

Serikali za Africa, and I can say with confidence, any government in the world can ill afford not to recognize the NTC. This is a barometer.Either you are with the NWO(condom ikiwa USA) or not.Leaders of world governments know the consequences of not being with the NWO.The penalty is disastrous.You either survive or perish.
 
Mwingine ambaye naona hajui atasema nini ni prezidaa Robert Mugabe.

Mugabe alimfukuza balozi wa Libya baada ya kupandisha bendera ya waasi. Pia alikuwa kwotedi na magazeti akifoka kwamba yanayoendela Libya ni "false revolution engineered by Western powers keen to control the country's oil". Sasa itabidi atumie lugha ya kidiplomasia kujirudi.

Kila nikifikiria hua nashindwa kuelewa tatizo la AU ni lipi haswa. Nadhani OAU ya kipindi cha kina Nyerere, Nkrumah nk ilikuwa ni chombo kilichokuwa na reputation yake. Hata kama kulikuwa na kutokukubaliana miongoni mwao at least chombo hicho kilikua na uelekeo unaoelewaka. Lakini sio upuuzi wa AU hii ya leo haina uelekeo wowote. Hawako consistent, vigeugeu, wanathamini mtu (kiongozi/raisi) wanaekaa nae ktk vikao na si nchi. Kukosa uelekeo huko ndiko kulikopelekea AU ijikute inasimama peke yake wakati karibu dunia nzima wakiitambua NTC wao walikuwa hawaitambui. Sasa wakuu niulize ni kipi kipya leo kilichofanywa na NTC hadi kiwafanye AU ghafla wawatambue?

Membe namuona kama mtu aliyezoea kukariri tu. Ukishamkaririsha anakimbia kwenda kupayuka tu mbele ya waandishi wa habari. Huwa najiuliza membe huwa anashauriana na nani hasa?
 
Sijui, nami nasubiri kwa hamu maana ukiangalia ile thread nyingine wakati Membe analazimisha bendera ya NTC kushushwa ilikuwa kama tunaongozwa na watu wasiojuwa na wala wasio na maamuzi yao Binafsi kama Taifa, mwisho wa siku na ukweli wa mambo wote AU na nchni zake zote walipaswa kuitambua NTC tokea siku ya kwanza.

Na kama tungekuwa na wataalam wazuri katika uongozi wetu labda sisi ndio tungekuwa wa kwanza kutamka kuitambua NTC na labda ingetupa fursa mpya ya kujenga Tanzania mpya yenye matumaini mapya kwa vizazi vyetu vijavyo ila kwasababu viongozi wetu kila wakikaa na kijichunguza wenyewe hawaoni tofauti yao na Qadhaffi na labda hawana ndoto ya Tanzania mpya yenye matumaini mapya kwa watu wa leo na kesho walizazimisha kuikana NTC na kushusha bendera ya NTC kwasababu hata wao wanaweza kutokewa na NTC's katika nchni zao siku na saa yoyote.

SA Govt explains turnaround on Libya

Cape Town - The South African government had decided to give the National Transitional Council (NTC) in Libya "the benefit of the doubt", Deputy International Relations and Co-operation Minister Marius Fransman said on Wednesday.

He was briefing the media in Cape Town on the decision, taken on Tuesday, to recognise the NTC as representative of the Libyan people.

Tuesday's announcement was a reversal of South Africa's previous position on the Libyan rebel movement. Exactly a month ago, International Relations Minister Maite Nkoana-Mashabane said the country would not recognise a rebel government.

"As far as we are concerned, if this government falls, there is no government," she said at the time.

Assurances in letter to AU


Fransman told journalists on Wednesday the decision to change this stance had been prompted by a letter, sent by the NTC to the AU, as well as a meeting with the organisation's chairperson.

The letter had included NTC assurances that it would, among other things, "give priority to national unity and to bring together all Libyan stakeholders, without any exception, to rebuild the country".

The AU had therefore taken a decision to recognise the NTC.

"Accordingly, the SA government recognises the NTC as representative of the Libyan people as they form an all-inclusive transitional government that will occupy the Libyan seat at the AU," Fransman said.

Inclusive governance

Asked to spell out what this meant, Fransman responded: "What we are saying now, is if the country [Libya] says yes, they will have an inclusive governance institution... if they are then saying that they will follow the roadmap, as agreed to by the heads of state at the AU, we are saying let's give them therefore the benefit of the doubt."

To a question on what constituted an all-inclusive government in Libya, Fransman made it clear South Africa saw Gaddafi loyalists as part of this process.

"There are different issues in Libya. There's tribal matters, there's different groupings, political groupings and formations.

"The NTC, with all these undercurrents... has to work towards an inclusive governance and interim authority, because in the end there must be democratic elections. That will include even those... who were with Gaddafi historically," he said.

Hivi mnafikiria Libya chini ya NTC itakuwa na uhusiano mzuri na Tanzania? Au Tanzania itaanza kudai kuwa "we expect that NTC will honor Libya's obligation to its friends" a.k.a alichoahidi Gaddafi kutupatia NTC isitunyime.

that's exactly my point. Sisi tulipokataa kuwatambua NTC hatukusema kwa sababu UN haiwatambui au kwa sababu AU haiwatambui. Tulisema ni kwa sababu siyoserikali halali ambayo haijaapishwa na haijaundwa kwa ridhaa ya Walibya. Sasa as long as NTC inabakia ilivyo sisi hatupaswi kubadilika. Maana yake ni kuwa tutakuwa tumechukua msimamo on principle siyo kwa kufuata mkumbo. Membe na JK wakichukua msimamo huu hata mimi nitawaunga mkono kwa sababu watakuwa wamechukua msimamo ambao unaendana na maono yetu (ya serikali). Sasa tukikubali kuwatambua NTC kabla ya mabadiliko ya kidemokrasia ambayo tuliyataka hadi kulazimisha kushushwa bendera ya new Libya pale ubalozini kwao Dar tutakuwa tunajikanyaga wenyewe tu. Unless of course there would be a new and higher principle articulated by the administration.

Hivi kwa wakati huu ni bendera gani inapepea kwenye Ubalozi wa Libya au bado serikali ya Kikwete imeweka ngumu ?
