    Hii ndiyo tofauti kati ya ATC na KQ. Wakati KQ mabosi wao wote ni professionals walioajiriwa baada ya kuchujwa na kuchukua walio top kwenye kila nafasi, ATC ajira bado inategemea urafiki na mkuu wa nchi, waziri n.k.

    Hivi sasa hakuna hata mmoja kati ya senior staffs wa ATC ambaye ameshindania nafasi yake na kama ingekuwa hivyo labda wote wangekuwa jobless.

    Siri ya kuboresha ATC ni kuweka viongozi wenye sifa, iwe ni wa TZ au wageni ili mradi tu wabobee katika kazi zao, otherwise, pesa serikali inayoinvest kwenye ATC itaendelea kupotea bila ATC kuota mbawa.

    Siasa ni lazima itenganishwe na biashrara hasa kwenye mashirika yanayotegemea ujuzi wa kimataifa. Natoa wito kwa uongozi wa ATC kufuata mfano wa KQ na kuleta watu wenye sifa. Huyu aliyeondoka KQ ni mmoja wa ambao wanaweza kusaidia ATC kama akipewa nafasi.

    National flag carrier, Kenya Airways, has a new finance director. Alex Mbugua becomes the first Kenyan to hold the position after more than 10 years in the hands of foreigners. He replaces Neil Canty whose contract ended mid last month.

    Mr Mbugua is a corporate finance and investments banking professional, who has served in senior corporate positions.

    Member of ICPAK
    Up to his new assignment, he has been the chief finance officer for Anglo Gold Ashanti of South Africa since 2003.

    Previously, Mr Mbugua served in board positions at AngloGold Holding in the United Kingdom, South Africa and other five African countries.

    Titus Naikuni, the chief executive officer at Kenya Airways, said Mr Mbugua was picked after a rigorous search and selection process.

    Mr Mbugua is a certified public accountant and a member of the Institute of Certified Public Accountant of Kenya (ICPAK) — a legal requirement for anyone hoping to serve as CFO.

    Management changes
    His predecessor, Mr Canty, had received a three-year exemption by the CMA to serve the airline without be being a member of the accountants’ body.

    Mr Mbugua has also worked for Combined Systems Group, PriceWaterhouseCoopers in Johannesburg, Bain Hogg Insurance Brokers, Express Kenya, International Air Transport Association (IATA) as a financial consultant and an audit consultant at KPMG Kenya.

    Kenya Airways has been going through management changes this year following the replacement of the former commercial director, Hugh Fraser by Richard Nuttal after the end of his contract and the appointment of a new chief operating officer, Mr Bram Steller.

    Unajua mkuu toka wakati wa Mwalimu mashirika yetu yamekuwa yakijiendesha bila faida kwa sababu ya UJAMAA, ajabu ni kwamba hdi leo hii bado mfumo mzima wa mashirika mengi bado ni wa Kijamaa hasa ukiangalia upande wa ajira..
    Miaka mingi ATC ilikuwa na (mfano mdogo) Air Hostess kibao pengine hata 100 kwa ndege zisizozidi 10. Tena basi utakuta mtu akirudi labda mara 10 kwa mwezi mzima lakini huipokea mshahara wa mwezi mzima..
    Wafanyakazi wengi sana na wasiokuwa na kazi maadam wananchi wapate ajira hali shirika linafanya kazi ya kanisa. Mashirika yote yalikuwa over stuffed toka Bima hadi ofisi za wizara naidara zake wakati kazi zinazofanyika zinaweza kuhudumiwa na asilimia 10 hadi 20 ya waajiriwa. Kwa hiyo ile asilimia 80 ya wafanyakazi ilikuwa ni upotezaji wa kipato na kuiondoa Uwajibikaji kwa wafanyakazi kwani kila nafasi kunwa watu zaidi ya 10 ambao wanafanya kazi moja kama vile wanapokezana kalai la zege!

    Hali hii bado inaendelea hadi leo ktk maofisi mengi ya serikali.. Sii TRA, Tanesco wala ATC bado kabisa tumeshindwa kuzigeuza kampuni hizo ziwe na huduma bora na kulitazama upya swala la Ajira na uzalishaji..
    Trust me ukienda ktk viwanja vya supu utawakuja wajanja wametulia kama vile hakuna kazi maofisini mwao na hawana hata wasiwasi! Halafu viongozi wa mashirika ambao wanataka kubadilisha kabisa sura za mashirika haya hushindwa kufanya lolote kwa sababu serikali huingilia moja kwa moja kwa sababu wanaogopa kuona hesabu ya Unemployment ikipanda... Na pengine kuweka sura mabaya ya Uongozi mzima wa serikali...
    Hivyo basi ATC haiwezi kushindana na Kenya Airways hata kidogo kwa sababu hawa jamaa wanafahamu biashara na shirika linaendeshwa kibiashara sio kisiasa!..

    Hatua ya kwanza ni kuimarisha mishahara ya wafanya kazi kiasi kuwa kusiwe na "mishahara ya ma-TX" na "mishahara ya wabongo" katika ngazi zote. Tatizo hili la mishahara zigzag ni mojawapo ya vyanzo vya kelele kuhusu TANROADS. Ni lazima kuzingatia kuwa kama unashindana na KLM basi unatakiwa kuwa na vichwa kama vile vilivyoko kule KLM au zaidi ya hapo, na hiyo ina maana ya investment kubwa kwenye remuneration.

    Hapo umeminya the right button. Ukweli ni kuwa ATC haitaweza kusonga mbele bila kuwa na watu wanaoijua hiyo biashara kimataifa.

    Tatizo la JK anafikiria kuwa, kama vile yeye alivyoweza kuserve sehemu mbalimbali bila ya appropriate qualifications, basi hilo linawezekana kila mahali kwa hiyo haoni shida kupandikiza marafiki zake.

    Watanzania tunatakiwa kuelewa hivi sasa kuwa sio kila degree na kila ka-uzoefu ka-nafaa. Dunia imesonga mbele sana na inatakiwa uelewa wa hali ya juu ili kuweza kushindana.

    Nakubaliana kabisa na upembuzi wako. Ujamaa bado unatawala sana jinsi tunavyoendesha biashara zetu.

    Nafikiri wakati umefika kwa TZ kuwa na watendaji wakuu serikalini kuanzia uwaziri, wakurugenzi na hata raisi mwenyewe, wawe ni watu wenye uzoefu wa utendaji wa kimataifa ili wawaongoze wengine. Watu kama JK hawawezi kubadilisha taratibu zilizopo maana hawana nyingine wanazozifahamu.

    Hiyo niliyowekea rangi ndiyo yenyewe kabisa. Viongozi wetu wamefikia nafasi za mamlaka makubwa waliyo nayo kwa kubabaisha wakitumia "connection" na hivyo huamini kuwa mtu yeyote anaweza kufanya kazi yoyote akiwa na "connections" za kumweka katika nafasi ile. Ndiyo maana leo tuna Professor Mukandala kama President wa Chuo Kikuu akitokea kwente chaki bila ya kuwa na experience yoyote ya uongozi kwa ngazi hiyo, mradi tu alibuni kauli mbiu ya "Kasi mpya na nguvu mpya;" matokeo yake Chuo kikuu migogoro kila siku.

    Professor Mukandala angeiuza hiyo kauli mbiu kwa kiti cha uwaziri. UDSM patamuua.

    On a serious note, tuna waTZ wengi wenye zoefu za kimataifa ambao tungeweza kuwatumia. Kama hawatoshi, ni vema hata kuita wageni otherwize tutakuwa tunaendelea kujaribu kugundua gurudumu (reinventing the wheel) ambapo hayo yameshafanyika miaka kadhaa iliyopita.

    Hakuna nafasi ambayo hatuna mtanzania mwenye sifa za kimataifa; ila wale wenye sifa za kimataifa namna hiyo huwa hawaheshimiwi hapa kwetu. Kwenye uongozi wa chuo kikuu ninawajua wengi ambao ama ni ma vice presidents au associate vice presidents huko US ambo huku kwetu hatuwataki kabisa.

    Kinachotakiwa ni kupunguza madaraka ya rais ya kuteua watu. Awe anateua mawaziri wa cabinet yake tu, wengineo wote ama waombe kazi hizo na kuchujwa na search commitee au wawe wanaziomba kwa njia ya kura.

    Ndio ukweli mkuu hata ukisoma maelezo mengi ya wachangiaji ktk sekta zote za taasisi na mashirika ya serikali utaona kwamba ni siasa za Ujamaa zinazotumika. Hakuna hata mtu mmoja (viongozi wetu) anayetumia vigezo vya biashara isipokuwa siasa zaidi.
    Wakuu hakuna dawa ya matatizo yote kama haya mashirika yataingia ktk soko letu la DSE na kuunda management nje ya uteuzi wa rais ama kiongozi wa siasa..Kama ulivyosema sioni kabisa sababu ya rais kumchagua CEO wa Tanesco, ATC na kadhalika hali mtu huyo hana experience wala record ya uongozi wa shirika ktk dunia hii ya Utandawazi..
    I mean jamani labda mimi niko nyuma kidogo ktk hili lakinmi hivi kweli hao wenzetu waliotutangulia huwa wanachagua viongozi wa juu kama vile CEO kupitia IKULU?..
    Mimi nadhani umefika wakati tujenge fikra za kibiashara zaidi ktk uendeshaji wa mashirika yetu na siasa zitumike tu kuhakikisha biashara hizo zinapata kinga na uwezo zaidi ukabiliana na nguvu za soko huria toka nje.
    Swala la mishahara kati ya wananchi na hao TX linaweza tu kutazamwa ikiwa shirika zima zinaendesha biashara zake kama shirika huru nje ya mikono ya baadhi viongozi malimbukeni ambao wanaamini kabisa kuwa mzungu ndio suluhisho..
    Mkuu Kichuguu hata hao Ma TX wanapokuja huwa na nguvu za ajabu lakini wanapokutana na siasa wao wenyewe hunywea na siasa za nchini. Kinachofuata ni wao kuwa kama sisi wenyewe - KAZI kidogo STAREHE kwa kwenda mbele!..lakini kama watatakiwa kuwajibika kama huko makwao mkuu picha nzima ya mashirika itakuwa tofauti kwa sababu soko lipo tena kubwa sana na ushindani nyumbani ni mdogo sana..

    it is just a matter ya kutangazia posting mbali mbali kwenye mashirika ya umma vizuri na watagundua (if they dont ) kwamba tanzania imejaaliwa na watu wenye sifa za kimataifa ambao kwa vile hawathaminiwi nchini mwao wanakimbilia nchi za nje.

    nafikiri wangetangazia nafasi za kazi kwa kipindi cha angalau miezi mitatu ili watu waliopo nje ya nchi wajipange uzuri na waweze kuomba kazi hizo.

    hii ingetusaidia sana, kwa vile hao watz walioko nje ya nchi tayari wanayo expirience ya kile kinachofanyika nchi za nje zenye compertition ya kibiashara.

    Kifo cha Tanesco, ATCL, TTCL ni hichoooo ndo chanzo KIKUUU.
    Wabongo tunaendekeza USANIII kwenye kazi na kubebana kipumbavuuuuuuuu.

    Umesema ukweli kabisa Mh.Kichuguu...Nchi yetu haina utaratibu wa ku tape on the best brains of its people..na hii ni katika nyanja zote na si utawala peke yake.Ukiangalia hata kwenye bodi mbalimbali ( mfano mdogo kuelezea)wanaoteuliwa ni hao hao tu... mbunge mmoja anaketi kwenye bodi kibao... anachochangia humo hata hakieleweki, wakati watanzania wako kwa mamilioni.Ingekuwa wenye uwezo wanapewa fursa kuonyesha vipaji vyao katika nafasi mbalimbali..mbona nchi ingefanikiwa sana! kikundi kidogo cha watu wenye mawazo yaleyale miaka/miongo nenda rudi wanaendelea kuzungusha mawazo yao yaliyoganda kila mahali.Wengine hata new ideas na thinking za siku hizi ni vigumu kuzi grasp.Its high time trend ibadilike... new generation ipewe nafasi kabla haijazidi kuchafuliwa na mawazo mabaya na kuzidi kudidimiza maendelea ya nchi. Huu Ufisadi kwa mfano, umechochowa zaidi na walewale wa tangu enzi na enzi..waliojijengea vi empire vya " wenzetu" na ngome za kuwazuia watanzania wengine wasiingie kuona na kung'amua madhambi yaliyojificha kwenye hizo himaya.

    Ukiangalia hii issue ya inter-generational equity....hali inatia simanzi. Nawaonea huruma sana the very young ones, itakapofika "zamu yao" sijui watakuta nini!

    Bahati mbaya sina ya Eliasaph lakini hii ndiyo timu ya kulifufua ATC, mwenye wasifu wao atuwekee. Ninachojua tu ni kuwa David Mattaka alishafukuzwa kazi kwa kuiibia/kuihujumu PPF, shirika la serikali. Sasa sijui inakuwaje leo hii amekuwa safi na kupewa shirika lingine. Wapi zifa za kiutendaji zilitumika kuajiri wahusika ukianzia na CEO wao?

    Pointi ambayo nitaiunga mkono ni hiyo ya kutenganisha siasa na biasara,sasa hivi mtu anapewa kuwa CEO kama zawadi baada ya kufanya jambo flani au sababu ya kufahamiana na mtu fulani au anatoka familia fulani.Mtu huyu naye anajua ni kwa vp amepata hiyo nafasi naye anaitumia kuchuma hadi anakata tawi alilokalia au waswahili wanasema anakula akishiba anakunya kwenye unga bila kujua kesho tena yeye au mtoto wake au mjomba wake atahitaji kula.Kwa hiyo kwa mazingira haya hata ulete mtaalam mwenye sifa zote na mwenye historia ya mafanikio baada ya muda mfupi akishajua 'How to do things in Tanzanian way' basi mambo yanakuwa kama kawa.Mfano halisi ni ndugu yetu D.T.Balali pale BoT.

    Mimi sina tatizo na ELIMU ya viongozi wa mashirika yetu ati ni lazima iwe na kiwango fulani isipokuwa ni pamoja na Exposure na Experience ya mtu huyo ktk uendeshaji wa mashirika ya biashara hasa ktk dunia hii ya Utandawazi. Ni mashirika gani huyu kiongozi amewahi kuyaendesha ktk mchezo huu wa soko huru na nini mafanikio anayoweza kuorodhesha...
    Kwa kiasi kikubwa bado siwezi kuunga mkono sana mawazo ya Kichuguu kuhusiana na wasomi wetu nyumbani..binafsi bado kabisa nawaona kuwa wana mapungufu ya kuona mbali bado wana tongo machoni za Ujamaa hasa ktk utendaji kazi zao.
    Dunia hii, mbali na elimu ya darasa inatakiwa sana Experience na Exposure, kuna mshikaji wangu alikuwa hapa Canada, sasa karudi kubanana nyumbani. Ana kisomo chake lakini sio kama mnavyotaka Wadanganyika lakini mkuu kwa kutumia exposure na experience aloipata hapa amekuwa ameweza kuibadilisha kabisa TIGO kuwa kampuni yenye faida na kuzidisha soko la shirika hilo...
    Kwa hiyo kwangu sio tatizo kabisa kuwa na wazungu sasa hivi maadam wamepitia kitimoto cha kisawasawa na sio kimazishi kuvutana kwa sababu alikuwa mshikaji walipokuwa University pamoja..
    Na kwa sababu ndio kwanza Tanzania tunajiingiza ktk biashara hii ya Utandawazi ipo haja ya kuwa na CEO toka nje ambao wana elimu na experience ya kutosha ktk kuongoza mashirika. Mkuu leo hii hata huyo Kichuguu mimi namwiuona kama Mzungu mweusi, Kuishi kwake Ulaya miaka yote hiyo amejenga hulka moja tofauti na viongozi wengi nyumbani na yote hii inatokana na EE.(Experience and Exposure)..
    Jinsi Kichuguu anavyoweza kuendesha kampuni leo hii nina hakika kabisa itakuwa tofauti na huyo Mbugua aliye TEULIWA.. maana sidhani kama naweza kusema alichaguliwa hata kidogo..Mazingira aliyokuwa nayo kwa zaidi ya miaka 20 ndani ya mfumo huu wa Utandawazi na soko huria tena Marekani nina hakika kisha jengwa fikra za kusema kila maamuzi yake ni - FOR THE INTEREST OF COMPANY kwanza kabla ya Kumfurahisha rais..
