Aggreko wins Tanzanian contract to supply emergency power

    Aggreko has won a $37m (£23m) contract to supply emergency power to drought-stricken Tanzania. The Glasgow-based temporary power firm said it had signed a deal with the Tanzania Electric Supply Company to provide 100MW of power for 12 months. Aggreko will supply two 50MW diesel-powered plants at Ubungo and Tegeta, as well as manage fuel supply.


    Tanzania's power output had been badly affected by prolonged drought as most of its electricity is hydro-powered. Aggreko said the exact value of the contract would depend on the monthly price of diesel and the amount of power generated. The firm will charge "a small fee" for managing the fuel supply. Power rationing has become a regular occurrence in the East African country as it faces a reduced supply of electricity, combined with the rapid growth of the Tanzanian economy and consequent increase in demand for power.

    The Scottish firm said the addition of 100MW of power would help stabilise the country's power supply and support continued economic growth while the Tanzania Electric Supply Company worked to implement long-term solutions to improve power generation and distribution. Aggreko chief executive, Rupert Soames, said: "Having successfully delivered 40MW of emergency power between 2006 and 2008, we are delighted that - following a competitive tender process - we have once again been selected to be of service to Tanzania." This latest contract will take Aggreko's order intake in the first six months of 2011 to at least 630MW

    TRA yafungia Aggreko

    MAMLAKA ya Mapato Tanzania (TRA) imeingia katika mgogoro wa kodi na kampuni ya kuzalisha umeme wa dharura ya Aggreko.
    Mgogoro huo unaotokana na kampuni hiyo kushindwa kulipa kodi ya sh bilioni 10.1 na kusababisha TRA ifikie uamuzi wa kufunga kufuli katika mlango mkuu wa Aggreko.

    Hatua hiyo ya TRA iliyotekelezwa jana, imefikiwa baada ya mazungumzo ya kutafuta mwafaka kati ya pande hizo kugonga mwamba.
    Akizungumza katika eneo hilo wa tukio lililopo Ubungo Maziwa, Dar es Salaam, Mpelelezi Mwandamizi wa TRA, Calist Lyimo, alisema wamefikia hatua hiyo baada ya kupata taarifa kuwa mwekezaji huyo anataka kutoroka.

    "Tumepata taarifa kuwa mkataba wa kampuni hii umeisha Novemba 26, mwaka huu, na wahusika wameanza kukusanya vifaa," alisema Lyimo.

    Kwa maelezo ya Lyimo, kampuni hiyo ilikuwa nchini kipindi cha tatizo la umeme na kuwekeana mkataba na TANESCO juu ya utendaji wao wa kazi.

    "Tumeamua kuweka kufuli hapa baada ya kuona miaka mitatu imepita kampuni hii haijalipa hata senti, kuna kiasi kikubwa cha kodi tunachowadai. Kipindi chote cha miaka miwili walichofanya kazi tumegundua hawajalipa," alisema Lyimo.

    Alisema mikutano mbalimbali imeshafanyika kuhusiana na kodi hiyo. "Wizara ya Fedha na Uchumi pamoja na Wizara ya Nishati na Madini, wanajua suala hili, deni wanalijua. Mlipaji ni nani hapo ndiyo tatizo.

    "Mlipa kodi wetu sisi ni Aggreko. Kama TANESCO wanamlipia aende achukue fedha TANESCO atulipe. Taarifa zimekuja tuje kukusanya kodi kwa kuwa wanaondoka," alisema.

    Taarifa zilizofikia Tanzania Daima zimedai kuwa uondoaji wa mitambo hiyo ulianza Novemba 26 na hadi jana ulikuwa ukiendelea.
    Awali Ofisa Msaidizi Mwendeshaji wa kampuni hiyo, Shaugh Tyreman, aliwafukuza maofisa wa TRA, maofisa wa Majembe Auction Mart na waandishi wa habari waliokuwapo katika eneo hilo la tukio, kwa maelezo kuwa hairuhusiwi mtu yeyote kuwapo katika eneo hilo.

    Tyreman aliwaagiza maofisa usalama waliokuwapo katika eneo hilo, kuwatoa nje wote waliokuwamo katika eneo hilo. Hata hivyo, maofisa wa TRA, maofisa wa Majembe na waandishi wa habari hawakuwa tayari kutoka nje.

    "Tunataka wote muende nje ya geti. Eneo hili haliruhusiwi mtu yeyote kukaa ni hatari," alisema Tyreman.

    Alipoulizwa kuhusu suala hilo la kukwepa kodi, alisema hana maelezo yoyote kuhusiana na jambo hilo na kuwataka maofisa usalama wawatoe nje watu waliokuwamo katika eneo hilo.

    "Tokeni eneo hili mtuachie eneo letu, nyie mna kazi yenu na sisi tuna kazi yetu," alisema Tyreman.

    Mkurugenzi wa Majembe Auction Mart, Sethi Motto, alisema kwa kuwa wawekezaji hao wameleta jeuri, wamefunga eneo hilo. "Hawa wameleta jeuri, sasa eneo hilo linafungwa," alisema Motto.

    Jana saa 3 asubuhi, maofisa hao wa TRA na Majembe walifika katika eneo za ofisi hizo na kuomba kuonana na utawala. Baada ya kuingia ndani na kujitambulisha wao ni nani, maofisa usalama waliokuwamo walianza kufanya vurugu ya kuwatoa nje kwa maelezo kuwa hawana taarifa za ugeni huo.

    Mmoja wa maofisa hao ambaye hakutaja jina lake, aliwafokea wenzake kwa kuwaambia kwa nini wamefungua mlango bila ruhusa. "Kwa nini mmefungua geti bila ruhusa yetu?" alifoka askari huyo.

    Wakati hayo yakiendelea, kulikuwa na mvutano mkali huku maaskari hao wakitaka kuwafungia maofisa hao ndani, na maofisa hao wakiwaonya kuwa endapo watafanya hivyo watawashughulikia.

    "Acha tufanye kazi yetu. Acha mlango wazi, unatujua sisi?" alihoji mmoja wa maofisa hao wa TRA. Tanzania Daima ilipomuuliza msemaji wa TRA, ambaye ni Mkurugenzi wa Huduma na Elimu kwa Walipa Kodi, Protas Mmanda, alikiri kuwa Aggreko inadaiwa kodi.

    "Ni kweli wanadaiwa kodi, hawajalipa na muda wake umeshapita. Yeye ni mlipa kodi wetu, alitakiwa kulipa na inadaiwa anaondoka. "Tumeshadai mara ya kwanza, ya pili hii ni hatua ya tatu. Na endapo wao wana madai yoyote kuna taratibu zake za kufuata," alisema Mmanda.

    Kwenye taarifa ya habari ya leo saa 2 usiku ITV wametangaza kuwa Tanesco wamekodisha tena mitambo ya Aggreko ili wazalishe megawati 100.

    Je, hawa jamaa ni kina nani? Wamerudi kifisa? Mikataba yao itakuwa ya kifisadi tena?

    There is a relief among power consumers in the country after one of the independent power producers, Aggreko, started producing 100MW of electricity that has now been pumped into the national grid.

    But at the same time it has emerged that efforts by the National Social Security Fund (NSSF) to secure generators for power production has hit procurement snags.

    As a result, NSSF has been forced to return to the drawing board and is today expected to meet the Tanzania Electric Supply Company (Tanesco) to chart the way forward after initial efforts to get the generators from Dubai and France failed.

    Aggreko, a UK-based power production company, has managed to beat the deadline of assembling the turbines by ten days, according to a contract they entered into with Tanesco earlier this year.

    The company was among firms contracted by Tanesco to produce emergency power to rescue the situation after water levels in major hydroelectric dams decreased, hence affecting power production.

    Aggreko has entered into a one-year contract with Tanesco to produce 100MW, to ease the pressure experienced by the national grid.

    Speaking during the ceremony to officially hand over the 1200MW at the Ubungo power production site, Aggreko managing director Kash Pandya said his company managed to beat the deadline by ten days following full cooperation from Tanesco engineers.

    He said his company completed the instalment of the Ubungo 50MW turbines which were switched on September 29 while the remaining ones with the same capacity were up and running by last Saturday.

    "We believe that we can help Tanzania to curb the power shortage... we are also offloading other turbines which will have the capacity to produce 50MW," said Mr Pandya.

    Mr Pandya said their decision to bring in more turbines came after his company learned that other firms which were given the opportunity to produce the additional 50MW had delayed their plans.

    The deputy minister for Energy and Minerals, Mr Adam Malima, who officiated at the ceremony, said the installation of the turbines are currently awaiting Tanesco's approval.

    Elaborating, Mr Malima said Aggreko would talk with Tanesco over the generators before reaching a decision.

    "After the discussions, Tanesco will notify the ministry if there is a need to enter into another agreement with the company and we will act accordingly," said Mr Malima, adding that discussions between Tanesco and Aggreko had already started.

    But he indicated that there was a possibility that the two parties would reach an agreement to use the turbines.

    "We all know that power shortages normally hinder the country's efforts to improve its economy… as a result, we are looking for every possible avenue to alleviate the power shortage in the country even if that will be on a short-term basis," added Mr Pandya.

    The Tanesco deputy managing director, Mr Boniface Njombe, told the gathering that it was true that some companies which had entered into a contract to produce emergency power had delayed their projects.

    Si walisema watawauzia umeme for a "small fee"?

    Mmeshindwa hata kulipa hiyo "small fee" kiasi cha kutaka kuvunja mkataba?
