Gabon appoints interim president

The head of Gabon's Senate, Francine Rogombe, is to be sworn in as interim head of state on Wednesday, the Constitutional Court has announced. She will fill the vacuum left by the death of Omar Bongo, Africa's longest-serving leader, until polls are held.

Earlier, Mr Bongo's son - Defence Minister Ali-Ben Bongo - appealed for calm following his father's death.

Access to the internet in the oil-rich nation has been cut since Sunday, and TV has been playing religious music.

The decision from the Constitutional Court came after an emergency government meeting.
"We want the friends of Gabon to know that the country is functioning smoothly despite the president's absence," government spokesman Renee Ndemezo'o Obiang said.
In a written statement on Monday, Prime Minister Jean Eyeghe Ndong announced the 73-year-old veteran leader had died of a heart attack, hours after saying Mr Bongo was alive and well.

Tight security

It emerged in May that the president, who had led Gabon since 1967, was being treated in a Spanish clinic, amid unconfirmed reports he had cancer. The late president's body is due to arrive back in the country on Thursday - no date has been set for the funeral.

Under the constitution, Ms Rogombe, an ally of Mr Bongo, must organise elections within 45 days. Observers say the ruling Gabonese Democratic Party (PDG) has been deciding who should succeed him, with his 50-year-old son a leading contender.

The BBC's Linel Kwatsi, in the capital Libreville, says security is tight and there is genuine mourning over Mr Bongo's death as, for many Gabonese, he was the only leader they ever knew.
Many civilians have been buying staple commodities, especially food, in case a curfew is declared, adds our correspondent. The city's mayor has banned large gatherings and ordered nightclubs and bars to close, while security forces are on patrol.

Embezzlement probe

Gabon under Mr Bongo has maintained close economic and political ties to France, the former colonial power. France has around 1,000 troops stationed in Libreville. Oil earnings mean that Gabon is officially one of Africa's richest states but analysts say the political elite has kept most of the money for themselves. Most of the country's 1.4 million people live in poverty.

Mr Bongo was one of three African leaders being investigated for alleged embezzlement by a French judge. The others are Denis Sassou-Nguesso of the Republic of Congo and Teodoro Obiang Nguema of Equatorial Guinea. It is alleged that the properties owned by Mr Bongo's family in France could not have been purchased with official salaries alone. Mr Bongo denied any wrongdoing.

The death of Omar Bongo in a Spanish clinic at the age of 73, surrounded by the world’s best health care, is a reminder of human infallibility. Death of a president if accidental, is always unfortunate; death under circumstances like those of President Mobutu Sseseko once a leader of a country the size of Western Europe carries a different connotation.

If this unfortunate event happened, Mr Museveni will have deprived the scores of cadres he has groomed a chance to build on and extend his legacy. KANU in Kenya hang onto power by a thin cord in 1992 and 1997 before a virtual total collapse. There are many able men and women in the ruling party, who if given authority, can manage change in ways that may surprise many political observers.

These are being stifled by the President’s own personal insecurity. He has chosen as his Number 2s in government and the ruling party, individuals who while they may mean well have shortcomings. Everyone attests to Gilbert Bukenya’s affability or Amama Mbabazi’s wits, but they are damaged. Mr Bukenya seems to have given a quick reading on his own fate affirming his inability to ascend to the Office of the President.

Mr Mbabazi’s Temangalo’s travails almost disqualify him from further promotion. He has also been unfortunate to be embroiled in unending personal controversies likely to compromise him with matters of national security. No one has conducted an exhaustive study of the political clout of the “life-president club”. Col. Gaddaffi, now the world’s longest serving ruler after the “abdication” of Fidel Castro, has reinvented himself into an exporter of a certain strand of Afro-Arab economic nationalism. Mr Mubarak seems to serve no greater good than being the United States’ biggest Arab ally in return for American financial support. Mr Museveni appears to borrow from the Mubarak strategy, attempting to fit into the latest American security strategy for the region. And yet to this point, he has never had a State Visit to the United States, and in a symbol of changing sands, is yet to meet American President Barack Obama.

The arrival of oil - oil in Uganda is now a confirmed prospect in Bunyoro, Kasese-Rwenzori, Acholi, and a tentative proposition in West Buganda and the Ssese Islands - offers the President another shadow. Western democratic propaganda seems to classify oil and non-oil producing countries into different categories with different expectations on how they achieve their performance benchmarks. Mr Museveni’s colleagues in this club would be the fallen Gabonian President Omar Bongo, Theodore Nguema in Equatorial Guinea and Paul Biya in Cameroon.

In this club, Uganda has achieved most social progress none of it attributed to oil. The palace courtiers may interpret a chance at pilfering oil wealth as reason enough to prod the boss to run one or two more times for presidency but the benefits are questionable.

Accomplishing these runs will require more dilution of democratic institutions, the formal organs of the state and further personalisation of the military. In Bongo’s end, it was a double tragedy that his son and son-in-law were the two individuals jockeying for power as old man Bongo slipped in and out of coma. This storyline does not need a Ugandan rejoinder.
