The National Housing Corporation yesterday signed a Memorandum of Understanding (MoU) with eight banks to finance home seekers purchasing houses from it at reasonable repayment rates.
Witnessing the signing ceremony in Dar es Salaam, Prof Anna Tibaijuka, Minister for Lands, Housing and Human Settlement said: Mortgage product is highly needed in the country my appeal to the banks is that they provide loans that are affordable to a wide section of home seekers.
Affordable interest rate and repayment period are issues that need to be addressed urgently, said Prof Tibaijuka explained that interest rates of between 15 and 20 percent are very high and unaffordable to mortgage seekers.
She said the government should also participate in funding affordable houses through the ministry of finance.
According to her, the interest rate for constructed NHC houses should be between 8 and 9 percent.
She said the banking sector plays an important role in the countrys development process, and if people were left to depend on their own resources to finance their own activities, they would not achieve any significant development.
The housing sector plays a more critical role in the countrys welfare than is acknowledged. It is one of the three most important basic needs of mankind after food and clothing, she noted.
She explained that the absence of mortgage financing in Tanzania had resulted into people depending on informal finance system since the demise of Tanzania Housing Bank (THB) in 1995.
The minister noted that absence of the facility has affected the countrys economy in several ways, with the majority of Tanzanians being forced to build houses through own savings, saying that it took them between five and ten years for one to complete a house under such circumstances.
Prof Tibaijuka said that in 2003, the government with support from UN Habitat conducted a study on re-establishing a formal housing finance system, and recommended an amendment of the 1999 Land Act and other laws in 2008.
Applauding Commercial Bank of Africa, Azania Bank, Stanbic Bank and Kenya Commercial Bank, which were already offering mortgage financing, the minister called on more banks to offer the facility.
Meanwhile, NHC Director General, Nehemia Mchechu commended the banks that have agreed to offer such loans to Tanzanians, naming them as NMB, NBC, KCB (T) Ltd, Exim Bank, Bank of Africa T) Ltd, Commercial Bank of Africa, Stanbic Bank and Azania Bank (T) Ltd.
He said that the corporation has started building the 15,000 housing units outlined in its five-year strategic plan ending 2015. He said they have started selling houses built at Medeli area in Dodoma, Meru Residential Apartments in Arusha while the houses at Ubungo and Changombe in Dar es Salaam will be completed this financial year.
He explained that NHC will also provide subsidy for construction of 5,000 houses for low income earners to enable them own houses in big cities. He said the government should also assist through provision of funds to enable construction of house for low income earners.
Chairman of the Bankers Association of Tanzania, Lawrence Mafuru said the move is good since it is geared at improving the living standards of the people.
He advised the government to fast track issuance of National Identity Cards to help banks know their customers. He said the national IDs are useful for bankers because they consist of crucial information including the personal financial capacity.
