The National Housing Corporation yesterday signed a Memorandum of Understanding (MoU) with eight banks to finance home seekers purchasing houses from it at reasonable repayment rates.
Witnessing the signing ceremony in Dar es Salaam, Prof Anna Tibaijuka, Minister for Lands, Housing and Human Settlement said: “Mortgage product is highly needed in the country…my appeal to the banks is that they provide loans that are affordable to a wide section of home seekers.

Affordable interest rate and repayment period are issues that need to be addressed urgently”, said Prof Tibaijuka explained that interest rates of between 15 and 20 percent are very high and unaffordable to mortgage seekers.

She said the government should also participate in funding affordable houses through the ministry of finance.
According to her, the interest rate for constructed NHC houses should be between 8 and 9 percent.

She said the banking sector plays an important role in the country’s development process, and if people were left to depend on their own resources to finance their own activities, they would not achieve any significant development.

“The housing sector plays a more critical role in the country’s welfare than is acknowledged. It is one of the three most important basic needs of mankind after food and clothing”, she noted.

She explained that the absence of mortgage financing in Tanzania had resulted into people depending on informal finance system since the demise of Tanzania Housing Bank (THB) in 1995.

The minister noted that absence of the facility has affected the country’s economy in several ways, with the majority of Tanzanians being forced to build houses through own savings, saying that it took them between five and ten years for one to complete a house under such circumstances.

Prof Tibaijuka said that in 2003, the government with support from UN Habitat conducted a study on re-establishing a formal housing finance system, and recommended an amendment of the 1999 Land Act and other laws in 2008.

Applauding Commercial Bank of Africa, Azania Bank, Stanbic Bank and Kenya Commercial Bank, which were already offering mortgage financing, the minister called on more banks to offer the facility.

Meanwhile, NHC Director General, Nehemia Mchechu commended the banks that have agreed to offer such loans to Tanzanians, naming them as NMB, NBC, KCB (T) Ltd, Exim Bank, Bank of Africa T) Ltd, Commercial Bank of Africa, Stanbic Bank and Azania Bank (T) Ltd.

He said that the corporation has started building the 15,000 housing units outlined in its five-year strategic plan ending 2015. He said they have started selling houses built at Medeli area in Dodoma, Meru Residential Apartments in Arusha while the houses at Ubungo and Chang’ombe in Dar es Salaam will be completed this financial year.

He explained that NHC will also provide subsidy for construction of 5,000 houses for low income earners to enable them own houses in big cities. He said the government should also assist through provision of funds to enable construction of house for low income earners.

Chairman of the Bankers Association of Tanzania, Lawrence Mafuru said the move is good since it is geared at improving the living standards of the people.

He advised the government to fast track issuance of National Identity Cards to help banks know their customers. He said the national IDs are useful for bankers because they consist of crucial information including the personal financial capacity.

1. unscrupulous construction and real estate practices

2. maladministration and poor government policies on both urban and rural planning, that causes shortage of surveyed plots which hikes the prices of land

3. high price on building materials due to imposed high taxes

4. lack of domestic manufacturing industries for building materials

5. believe me or not aquiring a house by building it by your own costs very high (your time, supervision etc) compared with buying a home under normal mortage/housing finance if any

note: ukijenga nyumba mwenyewe lazima mafundi wakuibie 1/8 ya total cost which is 12.5% , hii percent ungeweza kulipa kama interest under morgage and the end product have quality

mi nimefanya kautafiti kangu kidogo tangu taarifa zitoke kuhusiana na hizo nyumba,kulingana na masharti ya nhc na benki zilivyojiweka kwenye sehemu salama ya mporomoko wa shilingi na faida kwao,nadhani kama hauhitaji presha hapa mjini tafadhali achana nazo na jipange upate hata kiwanja sehemu na uanze kujenga taratibu iwapo kipato chako ni chini ya milioni moja na hauna shughuli nyingine ambayo inaweza kukuingizia kiasi kingine kisichopungua milioni moja,na hii naongelea kwa mwezi.

There are bound to mind boggling benefits for these banks as some estimates are at a 25mi housel, you will end up paying upto 60-65mil eventually.
 
NHC wako kibishara na ushindani wa real estate na mortgage kwa Tanzania ni mdogo sana kama sio haupo kabisa, hivyo ni lazima watuchue hii nafasi kupata faida ya kufa mtu. Labda kama yatawekwa mazingira mazuri kwa sekta binafis kuweza kuingia katika hii biashara ya real estate na mortgage products ili kuongeza ushindani ndio tutapata nyumba za bei nafuu.

Nimekuwwa nikilifikiria kwa karibu sana swala hili la morgage finance iliyoanzishwa Tanzania. Serikali yenyewe inaingiaje kwenye model hii ya NHC kujenga nyumba halafu mabenki kuwakopesha wanannchi fedha za kununulia hizi nyumba? Nauliza hivyo kwasababu moja kubwa kuwa siku ya kutiliana saini kati ya NHC na hayo mabenki yatakayoshiriki kwenye mpango huo alikuwepo waziri wa Ardhi DR. Tibaijuka na Lila Mkila, Deputy Governor wa BOT ambao uwepo wao unaashiria ushiriki wa serikali katika mpango huu. Swali langu kwa wahusika ni moja, je iwapo hao watakaokopeshwa hizo nyumba na NHC wakashindwa kulipia morgage huko mbele na kama thamani ya nyumba hizo wakati huo [foreclosed kwa kushindwa kulipa] ni chini ya deni lililobakia benki nani atafidia hiyo hasara? Hili jambo ni vyema likawekwa wazi kwani haya mabenki pengine yamekubali mpango huo kwa kutegemea kuwa kama hali kama hiyo ikitokea serikali kama guatantor[ presence ya Mkila na Tibaijuka] ndio watakao fidia hayo mapungufu. Na kama hivyo ndivyo basi huu sio mpango mzuri kwa wananchi kwani in the event of a potential loss kodi za wananchi zitatumika kubail out hizi benki lakini pale watakapopata faida wanannchi hawanufaikai!! It will make sense if the commercail banks bore that risk themselves.

Sasa Wewe ndugu yangu unajua hataa shamba la ming'oko linaongegzeka thamani Kila Mwaka - kwa NYUMBA ndio balaaa- kwa tanzania, mabenki yamekuwa yakitoa Mikopo bila security na watu wamekuwa Hawalipi kwahili wamefurahia Sana - Kopa uache urithi na sio Madeni
