So JK has to find a permanent replacement for Jairo and Kitilya and at some point he needs to replace the past retirement age Luhanjo.... That's a lot of key positions to fill. Is there enough talent in the public service.
and the real power game is played here in Tanzania. Aid is determined and administered mostly by mid level civil servants in donor countries. They are not powerful, it is not a powerful part of the bureaucracy. But here on the other hand..........it's huge. Over 30 percent of the govt budget.
i'm afraid that's not a list of books banned by the government (meaning URT) - just a secondary reference to one book (verses) being banned in Tz. Where is the list? Who maintains it? How can it be accessed?
The leadership has been changed more than once Liz. The more things change.... so something more fundamental is at play.
Also, don't overestimate donor interests and the benefits accruing to them. Combined aid and trade flows in/out of Tz don't amount to much in the greater scheme of things...
