      JOB OPPORTUNITY PROGRAMME ASSISTANT - UNIFEM

      UNIFEM Tanzania is seeking to recruit a Programme Assistant to support the Programme Manager who will manage UNIFEM’s programme activities in Tanzania. The Programme Assistant will be a member of a team that will contribute its technical expertise and resources to the effort of the RC and the UNCT to implement the reform process and offer holistic support to assist the government and Development Partners in Tanzania to strengthen capacities for implementing gender equality and woman’s human rights commitment in the MKUKUTA and MKUZA.


      Duties and Responsibilities:
      + Assist the Programme Manager and Programme Specialist in Programme, logistical and administrative matters including secretarial services. Respond to routine inquiries from the UN agencies government NGOs, CBOs and other partners in Tanzania and the region.

      + Analyze and organize office operations and procedures such as information management, filing systems and requisition of supplies. Maintain Programme inventories and monitor office supplies and equipment.

      ðAct as the focal point for the administration of all contracts such as catering, travel, and programmme related contractual services. Maintain calendar/schedules; monitor changes and communicate relevant information to appropriate staff in Tanzania and in the regional office.

      + Maintain records of minutes of meetings and regional Programme reports prepare travel authorization, visa and security clearances for Programme missions, maintain an accurate database of information on all programme financial transactions and disbursements records and compile timely periodic financial reports/ updates on a regular basis.

      + Prepare draft sub- contracts and amendments, and prepare payment documents in Atlas, circulate data and information to stakeholders and implementing agencies, maintain a list of stakeholders, clients and experts in UNIFEM’s Programme areas and continuously update the database held by the office.

      + Arrange for workshops and seminars for the programmes, keep records of all financial data on use of the expenditure and administrative budgets, maintain all project files with relevant reference documents.

      Qualifications, Experience and Skills:
      -Secondary education, preferably with specialized certification (Diploma/Advanced Diploma) in Accounting and Finance. A degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but not a requirement, coupled with at least five (5) years of progressive relevant administrative or programme experience.

      -Possess initiative, sound judgement, good organizational, strong interpersonal skills and ability to work under pressure. Knowledge of UN system and/or international organization procedures will be an asset.

      -Excellent Communication Skills, good command of both spoken and written English. Computer literate.

      UNDP Tanzania seeks to employ a Programme Analyst to work in its Sub-office in Zanzibar. The incumbent will work under the direct supervision of the Programme Implementation Officer (Head of Sub-office), and overall supervision of Deputy Resident Representative (Programme).

      Duties and responsibilities:
      • Coordinate the implementation of UNDP Programme of support to the ZSGRP in the area of Governance and Support to Civil Society;

      • Strong analytical, planning and coordination skills, Knowledge of programme planning management, monitoring, evaluation and resource mobilization and insight of development challenges facing Zanzibar as well as practical understanding of the roles and functions of Government institutions and NGOs are required.

      JOB TITLE: Assistant Project Officer WES
      PURPOSE OF THE POST
      Under the general supervision of the head of zonal Office, the incumbent performs a variety of information gathering, monitoring, technical and administrative services pertaining to programme activities.

      (3)Demonstrated experience in assessing the work undertaken in the sector to identify gaps, duplications and inefficiencies (sectoral, resources and geographic) and the capacity to devise plans with agencies and government partners to address such
      (4)Ability to assess the effectiveness of agency interventions

      JOB TITLE: Supply & Logistics Assistant

      Purpose of the posts:

      Under the direct supervision and technical guidance of the Assistant Operations Officer, the incumbent of the post will receive and release UNICEF supplies, monitor UNICEF distribution centers, maintain the logistics database and prepare the monthly stock report and correspondences pertaining to the operations and programme activities.

      Major Duties and Responsibilities:

      United Nations Development Programme (UNDP) in collaboration with the United Nations Volunteers (UNVs) is seeking to recruit one National United Nations Volunteer Programme Assistant to support the Tanzania AIDS Forum (TAF) in programmatic and administrative matters, including providing technical support to TAF projects and programmes, support its organizational development, enhance efficiency of day-to-day activities of the secretariat through establishing and maintaining office systems and organizing regular meetings. The incumbent will report directly to the TAF Executive Chairperson/Director and will also be expected to liaise with UNDP/UNV Office to share performance reports cleared by immediate supervisor for administrative purposes, like monitoring of leave days and record of performance. The Contract is initially for one year with six months probationary period; renewable depending on availability of funds and performance. NUNV Terms and Conditions will apply.

      Tasks and Responsibilities:
      • Provide technical support and skills to the Tanzania AIDS Forum (TAF), act as a contact point for TAF for members and interested parties and to promote and advocate the Forum amongst various networks, other Civil Society Organizations (CSOs), the Government, Local Councils, Development Partners and other partners, support the day-to-day operation of TAF and provide up to date information and advise the TAF Secretariat and Executive Committee.
      • Coordinate the work of the Forum, including communications systems and implement the forward action plan developed by previous Volunteer Service Organization (VSO) management advisor to the Forum, develop roadmap for strategic planning process for TAF and; provide monitoring and evaluation support of TAF activities.
      Qualifications, Skills and Experience:
      • At least University Degree in Social Sciences, Business Administration or a related field with a minimum of two to three years work experience in a CSO as well as Government, public administration and volunteering.
      • A strong understanding of the HIV/AIDS epidemic and commitment to the principles of GIPA and proven capacity to work as part of a team to develop effective partnerships.
      • Excellent written and spoken English and Kiswahili, Computer literate,
      • Demonstrated capacity in training, mentoring and facilitation, demonstrated commitment to the values and mission of the United Nations.

      Mainland Tanzania is now a quarter of a Century into the AIDS epidemic and has a generalised epidemic with national prevalence amongst 15-49 year olds estimated to be 7%. TACAIDS was established in 2001 to coordinate the national response to HIV and AIDS in mainland Tanzania. It is mandated to oversee the implementation the National Multisectoral Strategic Framework 2003-2007 and is now in the process of finalising the new NMSF 2008-2012.

      The United Nations system in Tanzania is a key partner in supporting the national response to AIDS and in strengthening national capacity to achieve development goals of MKUKUTA and Vision 2025. In the United Republic of Tanzania, the UN is piloting the ‘one UN’ approach where assistance in increasingly channelled through joint programmes. The UN Joint Programme on AIDS (00053501) covers the period 2007-2010 and is designed to strengthen national capacity to provide prevention, care, treatment and impact mitigation through a sustainable multisectoral approach which puts gender dimensions at the core of the agenda. Support is aligned to the priorities set out in the NMSF.

      Increasing flows of financial and technical assistance have placed pressure on government capacities to coordinate the national response to AIDS. Therefore at the request of the government, the UN has offered to fund positions in TACAIDS to enhance capacity

      Purpose
      To strengthen the capacity of TACAIDS to successfully coordinate the national response to the AIDS epidemic, specifically focussing on the support provided by the United Nations to ensure timely and effective delivery

      Responsibilities
      The responsibilities of the national programme coordinator can be broken down into three sections:

      1. Capacity Strengthening and Technical Advice
      • Facilitate the smooth implementation of the UN Joint Programme on HIV & AIDS on the Tanzania Mainland
      • Provide Technical support to TACAIDS in the formulation, management and Monitoring and Evaluation of work supported by the UN and other Development Partners
      • Provide technical assistance to MDAs, the private sectors, local government, PLHA networks, NGOs and FBOs in designing, planning and implementing multisectoral response to the HIV/AIDS epidemic
      • Liaise with other units in TACAIDS to ensure effective internal coordination
      2. Planning and Reporting
      • Prepare quarterly plans and advance requests for submission to the UN joint programme managing agent (UNDP)
      • Initiate payment requests to implementers (e.g. ministries, CSOs, consultants)
      • Ensure timely reporting and retirement of unspent funds by implementers
      • Ensure that timely high quality quarterly narrative and financial reports are submitted to the joint programme managing agent and to the TACAIDS Executive Chairman
      • Support the preparation of annual work plans
      • Prepare annual narrative reports and liaise with Finance department to prepare financial reports
      • Prepare tacaids update for TACAIDS DPGAIDS meeting
      • Document proceedings for the DPGAIDS meetings
      • Provide support to the national and international programmes coordinated by TACAIDS
      3. Monitoring and Evaluation
      • Closely monitor implementation of activities for quality assurance and transparent usage of funds
      • Participate in mid-term and final evaluations of the UN joint programme as well as any other TACAIDS projects
      • Document and share experiences, lessons learnt and project results achieved in the field
      • Any other reasonably tasks as assigned by the supervisor
      Lines of Reporting
      • The National Project Coordinator will be directly responsible to TACAIDS Director of Policy, Planning and Monitoring & Evaluation. He/she will also be expected to liaise closely with the UN joint team on AIDS
