      WASHINGTON

      Secretary of State Hillary Clinton will visit troubled South Sudan and Kenya on an 11-day Africa trip starting this week aimed at spurring economic growth, peace and security, a US official said Monday.

      Clinton heads first on Tuesday to Senegal before traveling on to the world's newest nation on a trip which will also take in Uganda, Malawi and South Africa, State Department spokeswoman Victoria Nuland said.

      In Senegal, the US top diplomat will meet with President Macky Sall, whose coalition won a landslide majority in legislative polls earlier this month, scooping up 119 of 150 seats in the national assembly.

      Clinton will "deliver a speech applauding the resilience of Senegal's democratic institutions and highlighting America's approach to partnership," Nuland said in a statement.

      Next Clinton will add another country to her globe-trotting tally of 102 nations visited as secretary of state by visiting South Sudan, which this month marked the first anniversary of its independence.

      Clinton noted earlier that South Sudan had made strides in nation-building and on building a legal framework. Yet "despite the progress, significant challenges remain that threaten stability and prosperity," she warned.

      The United States is leading international warnings to Sudan and South Sudan to step up efforts to reach a peace deal this week or face possible UN sanctions.

      South Sudan broke away from Sudan in July 2011, but no deal has ever been made to set their frontier, how to share revenues from oil reserves that straddle the border, or how to settle citizenship disputes.

      The UN Security Council has given the rival neighbours, who this year came close to all-out war, until Thursday to make their peace.

      While in South Sudan, Clinton will meet President Salva Kiir "to reaffirm US support and to encourage progress in negotiations with Sudan to reach agreement on issues related to security, oil and citizenship," Nuland said.

      Before returning to the United States on August 10, Clinton will also stop in Uganda - undeterred by reports that the deadly Ebola virus has reached the capital Kampala - as well as Kenya.

      She will meet with Ugandan President Yoweri Museveni "to encourage strengthening of democratic institutions and human rights."

      Talks will also focus on Somalia and efforts to combat the Lord's Resistance Army.

      In Kenya, she will meet with top officials, and "to underscore US support for completing the political transition in Somalia by August 20, Secretary Clinton will also meet with President Sheikh Sharif."

      After visiting Malawi, Clinton will then travel to South Africa accompanied by an American business delegation "to participate in the US-South Africa Strategic Dialogue focusing on the partnership between our two countries."

      During her stay in South Africa, Clinton will also "pay her respects" to former president Nelson Mandela who has just celebrated his 94th birthday.

      Earlier this year, Clinton pledged US backing for democratic and economic development in north Africa as she toured the region that gave birth to the Arab Spring.

      DAKAR, Senegal — Delivering an implied warning about the dark side of China’s global search for energy and resources, Secretary of State Hillary Rodham Clinton urged African nations Wednesday to be careful about making foreign business deals that take advantage of the continent’s vast natural resources but offer little besides money in return.
      Clinton opened a 10-day trip across Africa with broad promises of American help, friendship and trade that she said are based on democratic principles and offer African nations a fair shake.
      “I will be talking about what that means, about a model of sustainable partnership that adds value rather than extracts it,” Clinton told a university audience in this West African capital. “That’s America’s commitment to Africa.”
      Clinton never mentioned China directly, but her message was clear. As China grows, it is increasingly looking to Africa as an energy supplier, often through opaque, state-sponsored oil deals that U.S. officials complain are unfair to potential competitors from the United States and to Africans.
      “America will stand up for democracy and universal human rights even when it might be easier or more profitable to look the other way, to keep the resources flowing,” Clinton said. “Not every partner makes that choice, but we do and we will.”
      China surpassed the United States as Africa’s largest trading partner in 2009, with the energy sector leading the change. Africa accounts for an estimated one-third of Chinese oil imports, behind only the Middle East.
      China faces rising international criticism for allegedly exploitative or environmentally damaging business arrangements in Africa and has been accused of a willingness to look the other way in cases of thuggery and corruption.
      Clinton acknowledged that the United States and other Western nations, with centuries of exploitative trade and business enterprises in Africa, are hardly blameless.
      “The days of having outsiders come and extract the wealth of Africa for themselves, leaving nothing or very little behind, should be over in the 21st century,” she said to applause at the University of Cheikh Anta Diop.
      Senegal, the most important democratic U.S. partner in French-speaking West Africa, was Clinton’s first stop by design. The Senegalese have resisted the coups that define much of modern African political history, as well as the Muslim extremism taking hold elsewhere on the continent.
      The fear of extremism and terrorism undergirds Clinton’s choice to visit Uganda, which is led by one of Africa’s long-surviving strongmen but is also a key U.S. partner in counterterrorism and other security goals.
      Clinton will also visit the new nation of South Sudan — where the Obama administration is worried about a war with Sudan or a prolonged economic decline — along with Kenya, South Africa and Malawi. She will attend the funeral in Ghana of President John Atta Mills on her way home next week.

      wHAT AN INSOLENCE! Why should she teach the Africans? I bet she still thinks we are just niggers. If the Chinese are bad we will discover that ourselves, we do not need a ***** to come and tell us.
      I want to see America go down in my lifetime because of their crimes, endless wars and arrogance. Since the 60's the whole continent has been allied to US, UK and Germany. What did we get? Even clothes, people now wear good clothes and have shoes because of China. During the European hegemonies they were not thinking of a poor man. They were producing goods only for a certain class. I lived in times when you go to rural Tanzania you will be lucky to see a person wearing shoes!
