Mbona nilimuona akiingia bungeni last week wakati wa kusoma budget 2012/13? Tena aliingia kama mbunge wa kawaida maana sikusikia wanatengua kifungu chochote. Na hii si mara ya kwanza namuona anaingia bungeni. Inawezekana rais (presidency) ni sehemu ya bunge. mtu mwenye kujua hili zaidi atuambie.

Under the new constitution, Chapter 9, part 3 :

"The President shall not hold any other State or public office."

132. (1) The President shall—
(a) address the opening of each newly elected Parliament;
(b) address a special sitting of Parliament once every year andmay address Parliament at any other time; and
(c) once every year—

1. (i) report, in an address to the nation, on all the measurestaken and the progress achieved in the realisation of thenational values, referred to in Article 10;
   
2. (ii) publish in the Gazette the details of the measures andprogress under sub-paragraph (i); and
   

(iii) submit a report for debate to the National Assemblyon the progress made in fulfilling the internationalobligations of the Republic.

....Sio lazima awe Mbunge, ila pia hakatazwi kuwa Mbunge. Kuanzia uchaguzi ujao kufuatana na katiba mpya, sasa hakutakuwa na Wabunge bali Ma-Senator, na Rais hataruhusiwa kuwa kwenye Bunge.

....Mpaka sasa Rais Mwai Kibaki pia ni Mbunge wa Jimbo la Othaya, Central Province, unaweza ukaliona jina lake kweye list ya Wabunge kwenye Website ya Bunge la Kenya, Parliament of The Republic Of Kenya.

STATEMENT BY HIS EXCELLENCY HON. MWAI KIBAKI, C.G.H., M.P, PRESIDENT AND COMMANDER-IN-CHIEF OF THE DEFENCE FORCES OF THE REPUBLIC OF KENYA, 10TH JUNE 2012

It is with great sadness that this morning I learnt of the tragic deaths of the Minister for Internal Security and Provincial Administration Prof George Saitoti and the Assistant Minister in the ministry Hon. Orwa Ojode, their body guards and the pilot and co-pilot of the police helicopter that they were travelling in. The deaths of the six Kenyans is a devastating loss to our country.

On behalf of the Government and the people of Kenya I send my heartfelt condolences to the family, friends and relatives of the six Kenyans. Minister Saitoti will forever be remembered as a hardworking and determined public servant who dedicated his time to the service of the Kenyan people.

Just last Friday at the Conference on Peace in Mombasa, Hon. Saitoti spoke eloquently and passionately about the many police reforms that his ministry was undertaking. He leaves behind a rich legacy of service to the country.

The Hon Orwa Ojode will be remembered for his focused approach while undertaking his duties with great zeal and determination as an Assistant Minister and the Member of Parliament for Ndhiwa Constituency.

At this moment of great national grief my prayers are with the families of those who perished.
