Barely a week after the immediate former Deputy Secretary-General, Dr. Asha Rose Migiro returned to Tanzania after serving a five-year term at the helm of the world body, sources within the UN have hinted that poor performance and failure to fit “in the diverse and complicated body” were some of the reasons she was refused a contract renewal.

“The position of the Deputy Secretary-General is complicated and demanding; it requires somebody who is experienced to efficiently run the Secretariat. Her biggest challenge was not understanding the politics at the world body and creating alliances,” the source told Vox Media in a telephone conversation.

Dr. Migiro is understood to have approached the African Group, the largest regional group comprising of 28 percent of all UN members, to ask for help in lobbying for her re-appointment, but her quest was rejected. “She wasn’t popular amongst diplomats; so nobody listened to her. You should also recall that her appointment was widely criticized.”

In Dar es Salaam, a former senior ruling party secretariat member who worked closely with her in the same team before she assumed the UN post said her appointment was influenced by her personal relationship with President Jakaya Kikwete. It is understood that President Kikwete and UN Secretary-General Ban Ki-moon cultivated a close relationship when serving as foreign ministers for their respective governments.

When it came for Ban Ki-moon to canvass for votes toward his UN bid, Tanzania’s vote was predominant; Dr. Migiro was apparently battered with Kikwete’s vote. But when Ban Ki-Moon recently decided to review his entire team in a bid to control growing criticism of his team, Dr. Migiro had to go for “poor performance and lack of experience required of staff with the top UN mandate.”

The Deputy Secretary-General of the United Nations is an office created to handle many of the administrative responsibilities, help manage Secretariat operations, and ensure coherence of activities and programmes.The post was formally established by the General Assembly at the end of 1997. The post is currently held by Jan Eliasson of Sweden.

Responsibilities generally delegated by the Secretary-General to the Deputy Secretary-General include:


(a) To assist the Secretary-General in managing the operations of the Secretariat;
(b) To act for the Secretary-General at United Nations Headquarters in the absence of the Secretary-General and in other cases as may be decided by the Secretary-General;
(c) To support the Secretary-General in ensuring inter-sectoral and inter-institutional coherence of activities and programmes and to support the Secretary-General in elevating the profile and leadership of the United Nations in the economic and social spheres, including further efforts to strengthen the United Nations as a leading centre for development policy and development assistance;
(d) To represent the Secretary-General at conferences, official functions and ceremonial and other occasions as may be decided by the Secretary-General;
(e) To undertake such assignments as may be determined by the Secretary-General;


Tanzanian Asha-Rose Mtengeti Migiro was named as the next Deputy Secretary-General by Secretary-General Ban Ki-moon on January 5, 2007. She was formally appointed to the post and assumed office on February 5, 2007.


Canadian Louise Fréchette was the first Deputy Secretary-General of the United Nations, holding the position from 1998 to 2005. She was appointed to the post by Secretary-General Kofi Annan and assumed her duties on March 2, 1998. In 2005, partly in response to criticism by former U.S. Federal Reserve Chairman Paul Volcker for failed management of the Iraq Oil-for-Food Programme, Frechette announced her resignation. She remained at her post until March 31, 2006.
On March 3, 2006 it was announced that Mark Malloch Brown from the United Kingdom would succeed Louise Fréchette as Deputy Secretary-General on April 1, 2006. Brown left his post concurrent with Kofi Annan's departure as Secretary-General on December 31, 2006.

From day one it was obvious for all but the non-observant that she was highly unsuited to the job. As to why she was assigned the job it is simple: Hers (just like the Malagarasi bridge) was the question of South Korea saying "thank you" for the role Tanzania played to land the top UN job to their man. If you have been following the development of her being offered the job, Ban Ki-Moon pleaded to her critics for her to be given a chance to prove herself in the job. Well, they did give her the chance and she miserably failed to prove herself - as opposed to what Ban Ki-Moon hoped!
