      Tanzania must stop re-flagging Iran tankers: U.S. lawmaker


      WASHINGTON | Fri Jun 29, 2012 1:39pm EDT (Reuters) - Tanzania must stop the practice of "re-flagging" Iranian oil tankers or it will face the threat of U.S. sanctions and damage its ties with Washington, a U.S. lawmaker warned on Friday.

      Howard Berman, the ranking member of the House Committee on Foreign Affairs, accused Tanzania of reflagging at least six and possibly as many at 10 tankers owned by the National Iranian Tanker Company.

      "This action by your government has the effect of assisting the Iranian regime in evading U.S. and EU sanctions and generating additional revenues for its nuclear enrichment and weapons research program and its support for international terrorism,"

      Berman said in a letter to President Jakaya Kikwete that was obtained by Reuters. Berman said if the tankers were allowed to continue sailing under the Tanzanian flag, Tanzania could face the sanctions that President Barack Obama signed into law.

      He said Congress would also have "no choice" but to consider whether to continue the range of bilateral U.S. programs with Tanzania.Officials at Tanzania's embassy were not immediately available to comment on Berman's letter.

      The sanctions, along with similar action by the European Union, are aimed at pressuring Iran to curb its nuclear program, which the West believes aims to develop nuclear weapons but which Tehran says is for peaceful purposes. The United States gave China a six-month reprieve from Iran financial sanctions on Thursday. The Obama administration has now spared all 20 of Iran's major oil buyers from its unilateral sanctions, rewarding them for cutting purchases of Iranian oil.

      Below are some of the Super-Tankers that have been renamed, and flying the Tanzanian Flag:

      I am writing to express my deep dismay that Tanzania has permitted the National Iranian Tanker Company (NITC), to reflag at least 6 and as many as 10 of its vessels under the Tanzanian ship registry, allowing them to remain under NITC ownership and continuing to transport Iran’s crude oil exports. This action by your government has the effect of assisting the Iranian regime in evading U.S. and EU sanctions and generating additional revenues for its nuclear enrichment and weapons research programs and its support for international terrorism.

      It is profoundly disappointing to me to learn that your government has acted in contravention of the broad international coalition that is working together to use peaceful means, including economic sanctions, to change the threatening behavior of the Iranian regime. The decision to accept the re-flagging of NITC vessels casts a shadow over Tanzania’s international reputation.

      I respectfully request that Tanzania cancel the re-flagging of the NITC vessels. Given the close and cooperative relationship that our two governments now enjoy, it would be unfortunate if this action were permitted to stand.

      It would be preferable that Tanzania take this action of its own accord. However, your government should take note of President Obama’s Executive Order 13608, signed May 1, 2012, which provides for the imposition of sanctions on any entity worldwide, including foreign governments, that assists Iran in evading U.S. sanctions. In my view, reflagging Iranian oil tankers falls within the scope of sanctionable activity under that Executive Order. In addition, if Tanzania were to allow Iranian vessels to remain under Tanzanian registry, we in the Congress would have no choice but to consider whether to continue the range of bi-lateral U.S. programs with Tanzania.

      On this one all Tanzanians who cherish the country’s independence must stand together with President Kikwete in politely telling the US Senator that the decision by the Zanzibar authorities to reflag Iranian tankers is a legitimate commercial act undertaken by the Zanzibar authorities who have autonomy in taking action that serves the economic interests of the people of Zanzibar.

      He should tell them that Tanzania does not share the USA’s view that the Islamic Republic of Iran promotes international terrorism nor is Tanzania obliged to follow the USA and EU line that Iran is bent on seeking to have nuclear weapons, much as all countries in the world including the USA, EU countries, Israel, Pakistan, India, etc ought to be encouraged to abandon the nuclear weapons stockpiles that they, unlike iran, already have.

      Iran is entitled to engage in nuclear research for whatever purpose. Tanzania receives technical assistance from the USA in the fight against malaria and HIV/AIDS, but this should never be used as means to exert illegitimate influence on Tanzania’s independent foreign policy actions. USA mining interests in Tanzania are extensive and should the USA illegally impose sanctions on Tanzania and withdraw aid , Tanzania will be left free to act in manner that may benefit its people and it should not be held accountable for unpleasant outcomes viz a viz USA mining companies’ interests.
      On this one all Tanzanians, irrespective of our own internal political quarrels must unite and tell Uncle Sam to “just grin and bare it” where the issue of the reflaging of Iranian oil tankers is concerned.

      We can not afford to have the Union government quarrel with the Zanzibar government over this matter so soon after the oil/gas hot potatoes!

      Mtanganyika Original, I disagree! The Tanzanian Govt. can not chose to deal with Iran at this point and expect to get away with it. You wait and you will see. This will be the turning point of the existing corrupt political system.

      Hatua ya mbunge huyo imekuwa baada ya ripoti kuwa meli za kampuni ya usafirishaji mafuta ya Iran, NITC, zimesajiliwa kama meli za Tanzania na kupeperusha bendera ya nchi hiyo.

      Mbunge Berman amesema katika barua hiyo ya Juni 29 kuwa misaada ya Marekani kwa Tanzania itakuwa hatarini endapo hatua za haraka hazitachukuliwa.

      Katika barua hiyo Berman amesema inasikitisha kuona serikali ya Tanzania imechukua hatua zinazokiuka ushirika wa kimataifa unaoshirikiana, kwa njia za amani.

      Tangu Rais Kikwete aingie madarakani miaka saba iliyopita Tanzania imekuwa ikipata misaada mikubwa kutoka Marekani ukiwemo mpango wa afya wa PEPFAR ulioanzishwa na Rais George Bush na mpango wa Millenium Challenge.

      Naibu Waziri wa Miundombinu na Mawasiliano wa Zanzibar Issa Haji Gave amesema katika mahojiano na Sauti ya Amerika, VOA, kuwa meli hizo zilisajiliwa Zanzibar kama meli za Uingereza sio meli za Iran

      Rostam alishasema serikali ya Kikwete kaiweka mfukoni na wala haiwezi kumfanya kitu. Na akasema tena kuwa akikohoa tu asubui uchumi wa nchi inayumba sasa hapo unategemea Vasco Dagama atasema nn. Rostam atachangia pesa inayotakiwa kwenye bajeti badala ya nchi za ulaya. Rostam kamwingiza Vasco Dagama kwenye matatizo bila Vasco kujua. Hili linatokana na kuvua gamba sasa tuone nani zaidi. Rostam huyooo kwao Iran. Tulipokuwa tunasema Rostam ni Miran wengi walibisha sasa yametimia. Vasco Dagama ataanza safari zake za ugunduzi kwenye miamba ya Iran.

      Kenya has agreed to import 4 million tonnes of Iranian crude oil per year, a senior Kenyan energy official said on Monday.

      Patrick Nyoike, permanent secretary at the energy ministry, said the two governments signed the memorandum of understanding on the oil last month. He did not say how many years the agreement covered.

      "The details will come later," Nyoike told Reuters by telephone, declining to comment on how the deal sits with U.S. and European Union (EU) sanctions against Iranian oil exports.

      Most other importers of Iranian crude oil have sharply reduced purchases to earn exemptions from U.S. financial sanctions.

      The European sanctions - including a ban on imports of Iranian oil by EU states and measures that make it difficult for other countries to trade with Iran - came into effect on Sunday.

      Lawmakers from the U.S. House of Representatives and Senate are meanwhile working to finalise a new package of sanctions aimed at further reducing oil and other revenues used by Iran to further its nuclear program.

      Nyoike said the crude would total about 30 million barrels over one year, equivalent to around 80,000 barrels per day.
      Kenya's only refinery said last month it would start buying its own crude oil. It processes 1.6 million tonnes a year.
      Kenya has signed similar memorandums deals before.

      Under President Mwai Kibaki, the east African nation has increasingly turned to new economic partners, forging close ties with nations like China and Libya under Muammar Gaddafi's leadership.

      The shift in foreign policy stance has sometimes caused unease among its traditional western allies. Kenya is a key strategic ally in the U.S. led fight against militant Islam. (Reporting by Duncan Miriri; Editing by Richard Lough and Anthony Barker)
