      Naam wanajukwaa

      Nafurahi kujiunga na JF, nachukulia jukwaa hili kama ni sehemu ya kujifunza.

      Takwimu za tanzania zinaonyesha kuwa kuna watanzania zaidi ya 1.2m wanaoishi nje ya nchi [rejea ripoti ya Tanzania Law Review Commission]. Naam hii ni karibu 3% ya taifa zima.

      Nadhani wakati umefika sasa serikali ikapitisha sheria kuruhusu raia hawa kuweza kufaidi matunda ya uraia wa nchi mbili kwani kwa sasa wengi wanakwazwa na kuwa wakiamua kuchukua uraia mwingine inabidi waamue kuachia uzalendo wao.

      Swali hili niliwahi kumuuliza mheshimiwa Sumaye alipokuja hapa Uingereza mwaka jana akakiri kuwa ni muhimu kuruhusu lakini hakuweza kutoa sababu kwa nini hasa mpaka sasa Tanzania imeshindwa kuwa sheria ya kuruhusu uraia wa nchi mbili.

      Sasa hivi watanzania wengi wanaoishi Uingereza na nchi nyinginezo za Magharibi wanaweza kupata misaada kadhaa ya kuwekeza nchini mwao lakini kwa vile wengi wameamua kuwa na uraia wa nchi mbili bila kuachia uraia wao wa TZ basi inakuwa hawawezi kuwekeza nyumbani na kama watawekeza wataweka katika mfumo usio rasmi kama vile kuwatumia ndugu na jamaa pesa ili waweze kuwekeza,matokeo yake ni kuwa kwa vile ndugu hana uwezo wa biashara au kutokuwa muaminifu inakuwa ndio hivyo tena hela zinakwenda na hakuna linalofanyika,hii ina athari zaidi kwani mtu huyu hutotegemea akamhimiza mwenzie wa tanzania kuwa kawekeze nyumbani.

      Naam mniwie radhi wanajukwaa nadhani ngwe yangu hapa mtandaoni italelemea zaidi katika kuwawezesha na kuwajali raia wote wa tanzania na kwa vile tuna asilimia 3% ya hawa wapo nje basi nao inabidi waainishe hoja zao ikiwemo na matatizo wayapatao,mwishowe waweze kuwa nao ni washiriki wazuri wa shughuli za kiuchumi Tanzania.

      Mfano wa China ututoshe:
      Kuna wachina 48 milioni nje ya nchi yao.Kuna wizara ya kushughulikia wachina waliopo nje ambayo inakuwa ni kama kiambatanishi cha wizara ya mambo ya nje ambapo wana jukumu la kuhakikisha kila mchina mwenye uwezo wa kutoa mchango kwao anawezeshwa bila vikwazo na pia wachina waliopo nje waweze kuwa wanapata habari na taarifa sahihi kuhusu hali ya uchumi,siasa,jamii nk wakati wote.

      Angalia kwetu:

      Balozi zetu zipo mbali na watanzania au tusema baadhi zimejitenga sana,ni kwa sababu kuwa karibu au mbali kunategemea na hulka ya balozi husika,kama ni mtu wa watu basi watu 'watajichanganya' kama sivyo basi watu hola! Nukta ni nini hapa? ni kuwa inabidi kuwe na ainisho maalum kwenye kazi za balozi katika kuwashughulikia watanzania.

      Inatokea Rais anakuja kwenye nchi husika balozi anamkimbiza asionane na watanzania!

      Natumai Ari mpya haitokuwa hivi na mabalozi nao watawajali watanzania hawa. Maoni yanakaribishwa, ''i stand to be corrected''

      My biggest concern is on the international mafia also eagerly waiting for the golden opportunity to acquire citizens rights to seal their ownership of the wealthy of the country in the face of a weak government riddled with corruption and mediocrity. I even suspect these could be the real force behind this move this time luckily aided and abetted by the genuine desire of real Tanzanians living abroad.

      Dual Citizenship ni sawa kuoa wake wawili, yupi utamtumikia sana?Dual citizenship is not solution to our problems

      Kuna masharti yapi yanawekwa au kuna limitations zipi zinawekwa kwa mtu atakayekuwa na uraia wa nchi 2? Je anaruhusiwa kushika nafasi za kisiasa kama urais uwaziri nk? Je kama ni masuala ya kiuchumi, kuna masharti gani yatamzuia asizoe mali zetu na kuzipeleka katika nchi ya pili?       Yasije yakatupata kama haya maana huenda tukawa hatuwezi tena kurudi kwenye uraia wa nchi moja.
      Kwa maoni yangu - kwa kuwa suala linalopigiwa kelele ni la waTZ waliokwenda nje wakalazimika kuukana uraia wao, basi tuanze na hao tu, tuwaruhusu ku-regain uraia wao wa Tanzania. Kwa wale ambao si waTZ wa kuzaliwa , yaani ni raia wa say kenya kwa kuzaliwa na sasa wanataka kuongezea na uraia wa TZ, hao wasubiri kwanza.
      Mnajua hata ubinafsishaji tungejipanga kwanza kama China au Japan au sasa wanavyofanya Cuba - yaani kubinafsisha kwa waTZ, tusingepata shida nyingi kwani bado mali zingekuwa za waTZ.

      I wonder why everyone is noting celebratory comments about dual citizenship following the article which only expressed about "watanzania walioko nje ya nchi"...
      Is that all about "Dual Citizenship"? Heck No !!!
      The article didn't mention anything about the Foreigners who already are in Tanzania....what their plight is going to be,
      and if these foreigners have gotten involved in "Ufisadi"...
      and...some of these foreigners who already own or are in "unfair" trade agreements
      with local Tanzanians...taking advantage of their poverty...thus giving them less that
      what they deserve...
      The article didn't take into consideration important matters such as Land ownership...
      The article didn't mention what the impact is going to be to the Local Tanzanian...
      and many more concerns...have been left out

      So In Brief...Mh. Membe needs to go back and brainstorm with his cabinet... and prepare a
      dual citizenship argument / document, which will have Strings attached which are aimed at
      protecting the Interest of the Local Tanzanian thus benefiting the country as a whole and
      in this case, the ones living abroad and the ones holding foreign passports but living at home....
      taking great emphasis on watching the Foreigners who are connected to "Mafisadi" so as not
      to end up selling our country.

      The law to allow Tanzanians to hold dual citizenship should finally be enacted by the end of the year, Foreign Affairs and International Co-operation minister Bernard Membe said yesterday.


      Speaking in Dar e s Salaam at an International Organisation for Migration (IOM) meeting, Mr Membe said research conducted on the proposal had established that the new law would not harm the country.

      "The government is regretting locking out Tanzanians overseas during the 49 years of our Independence, while some African countries have been granting dual citizenship to their people," Mr Membe said.


      Tanzanians living abroad will receive the news with jubilation, as they have for many years campaigned for the introduction of such a law to enable them to belong to both their host countries and their motherland.

      Many have complained that lack of such a law disadvantages them, as it denies them opportunities they could access if they were citizens of the countries where they work. Yesterday, Mr Membe explained that the issue had taken many years to conclude because the ministry did not wish to "rush such a sensitive issue".

      He added: "We decided to conduct a thorough research before introducing this law, which deals with the basic rights of a person."

      The research had enabled the government to establish that dual citizenship "is not bad, as some people were trying to depict it".


      The minister went on: "On the contrary, there will more benefits for the country and the individuals, if we to adopt the law to enable our fellow Tanzanians living abroad to market our country as well."

      During the research, it had been found that Tanzanian experts working abroad had been contributing immensely to their host countries. Therefore, he said, the enacting of the law would enable them to also assist their motherland without any hitch.


      Mr Membe said the ministry had already started to move to tap the great economic potential of the Tanzanians overseas. After receiving the report, the ministry established a special department to deal with the affairs of those in the Diaspora.

      "Everything regarding how to deal with the Tanzanians living abroad is almost ready. We need to fully utilise their skills and wealth to push forward our development agenda," he said.

      The Dual Citizenship Act, the minister added, would give those abroad the right to adopt the citizenship of their host countries while maintaining their Tanzanian nationality. Under the current law, a Tanzanian who adopts the citizenship of another country is automatically stripped of his nationality.

      Minister Membe said they had directed all the country's embassies and high commissions overseas to register all Tanzanians to enable the government to have full information and data on the nationals living abroad.

      Speaking to reporters at the meeting, which brought together experts from various ministries, embassies and some Tanzanian experts working in the UK, Mr Daniel Mwasandube, a quantity surveyor based in Britain, said many Tanzanians had opted to leave the country in search of better lives.

      He said most of them "are very patriotic but lack of supportive laws", such the one granting dual citizenship, has blocked them from serving their country better.

      "Many Tanzanians cannot land high paying jobs abroad, though they have the qualifications, simply because employers look for people who hold the passports of those countries," he said.

      In preparation for the introduction of dual citizenship, the Law Reform Commission was tasked to conduct a national study and gather the public's views.

      In 2006, the commission recommended amendments to the relevant laws so that Tanzanians can also enjoy dual citizenship.

      According to the 'Final Report on the Introduction of Dual Citizenship in Tanzania', the commission chaired by Judge Anthony Bahati, said the issue deserved "a positive and forwarding-looking consideration".


      The commissioners said it was high time Tanzania adopted dual citizenship because in a globalised world, the country could not develop without interaction with other nations.

      Dual citizenship, according to the commission, was desirable as it conferred benefits both to the country and nationals desiring to hold the citizenships of other countries.

      "A person with dual citizenship has greater flexibility in his choice of where to live and/or work," reads part of the report.

      But the members of the commission also recommended that national identity cards be issued first before adopting the system.

      Once it becomes law, Tanzanians will no longer have to renounce their citizenship, and the same will apply to foreigners wishing to take up Tanzanian citizenship, if their countries of origin allow that.

      Let us go for the dual citizenship. If it doesn't work out well then it can always be revoked. Let us not fear change. To make progress let us try it because the Minister has stated the expected benefits which are believed will bring progress to the country. Being a poor country why shouldn't we try something that could be beneficial. Tubaki maskini tu kwa uoga??? No. Let us go for it. If it is wrong it can be removed just as it will be introduced.
