I see that you want those that believe “from the heart” to convince you. I believe, but not from the heart. I am not even sure that I have one. See how you like this anyway:

We are singly too small a market to attract much attention. The community, as a single market, is more attractive to investment. A market with 100 million consumers has a lot more negotiating clout than three disjoint markets with a third of the customers each.

The East African Tourism Market is enormous. It is beneficial for us to have a common policy on such things as pricing and environmental protection, than to compete among ourselves.

Within an East African Community, you, Mr. Mkenda, will have the whole of Nairobi, Dar and above all, Kampala, as your playground. That, I submit, bits having Kariakoo only as your home ground.

I do not know what you do for a living, but whatever it is, I am sure you will agree with me that it is beneficial to you to be able to do it not only in Tanzania, but within anywhere in East Africa.

Kenya: Artur Brothers Arrested After Airport Gun Drama

Alleged Armenian brothers Artur Margaryan and Artur Sagarsyan drew guns and triggered a terror alert at the Nairobi's Jomo Kenyatta International Airport (JKIA) on Thursday night.

And police yesterday afternoon recovered eight guns and 100 rounds of ammunition in the compound of the brothers' residence in Nairobi's up-market Runda estate.

The same afternoon in a dramatic turn of events the men who recently addressed a news conference at the airport's VIP Lounge, were back at JKIA to face deportation.

The men who have previously swaggered into and out of the airport without restriction were locked in the Prohibited Immigrants room to await deportation.

That triggered fresh controversies for their acts were clearly of a criminal nature which should have seen them arraigned, but they were treated as if they had entered Kenya unlawfully.

That prompted the Leader of the Official Opposition, Mr Uhuru Kenyatta, to accuse the Government of covering-up the illegal acts of the Armenians.

The Liberal Democratic Party chairman, Mr David Musila, asked President Kibaki to tell Kenyans the true story of the Armenian. It emerged yesterday that the brothers had unrestricted access to Kenya's biggest airport given them by a senior Kenya Airport Authority (KAA) official without surrendering their guns.

Margaryan and Sagarsyan forced their way out of the airport with over 12 bags they yanked from the baggage's conveyor belt before they could be opened up for inspection.

Investigations by the Saturday Standard revealed that the passes for the brothers were issued on February 10 while the other three for their "aides" were issued on Thursday morning hours before they turned up at the airport to receive their "brother" and "sister" from Dubai.

The man and woman arrived with the bags with unidentified cargo and it was on their arrival that the airport drama began. Sagarsyan and Margaryan were allowed into the airport without screening, a privilege the KAA security booklet last revised in 2004 says is reserved for President and Cabinet members. The only other category of people exempted from this stringent rule is foreign envoys, and special groups who must be escorted to the plane's elevator by armed police.

When the police later opened one of the bags following a commando raid at their plush Runda home, they found several fake local, foreign, diplomatic and Government vehicle registration plates.

They also found black balaclavas, the kind of which the hooded policemen who raided the Standard and KTN offices donned. The bag was also stuffed with pistol holsters and camouflage military jackets.

In the compound were 11 cars, some bearing GK plates. The vehicles included a BMW, three Toyota Harriers and other luxurious saloon cars.

An official Criminal Investigation Department (CID) letter granting Margaryan the powers of a police officer was also found in the house.

The police team also seized three computers and videotapes, which insiders revealed were similar to those taken away by the police during the March 2 media raid on Standard Group offices.

The criminal acts by the Armenians are bound to lower the rating of Kenya's airport security. And Kenya will have to give a written explanation to the International Civil Aviation Authority within seven days for the acts of the foreigners were openly kid-gloved by security forces.

After hours of procrastination and a ping-pong game of conflicting orders, the police moved in.

It is frightening what some officials can do for a buck. I hope that they investigate thoroughly and prosecute all officials, however high, who might be implicated.

Msimamo wa wananchi hao umefahamika kwenye mikutano iliyohutubiwa na Naibu Waziri wa Ushirikiano wa Afrika Mashariki, Dk. Diodorus Kamala, juzi.

Naibu waziri huyo yuko katika ziara ya kuitambulisha wizara, kueleza fursa zinazotokana na jumuiya hiyo; na kukusanya maoni mbalimbali ya wananchi, yakiwamo ya ama, Burundi na Rwanda ziruhusiwe kujiunga, au zisiruhusiwe.

Akiwa katika Kijiji cha Kabanga, wilayani Ngara ambako ni mpakani mwa Tanzania na Burundi, wananchi walitoa maoni yao kwa uwazi na kupinga kwa nguvu zote, Burundi na Rwanda kupewa uanachama kwenye Jumuiya ya Afrika Mashariki.

Aliyeanza kutoa maoni yake ni Suleiman Minani, na akasema: “Kujiunga kunahitaji muda, hawa wamekuwa katika mapigano kwa muda mrefu, wametuletea uhalifu, hasa ujambazi. Hapa Ngara ujambazi umeletwa na wakimbizi hawa.

“Sisi Watanzania Kiswahili ndicho kitambulisho, Warundi na Wanyarwanda sasa wakizungumza Kiswahili, wanaonekana ni Watanzania.

“Kwa nini serikali inachelewa kutoa vitambulisho kwa raia wake?” alihoji.

Mwananchi huyo alitoa mfano kwa kusema wakati fulani alisafiri na Wanyarwanda kwenda Mwanza. walifika kwenye kizuizi, na akastaajabu kuona wakitoa kadi za uanachama wa Chama Cha Mapinduzi (CCM), na kuruhusiwa kuendelea na safari.

“Mimi nilipita kwa kitambulisho cha gazeti, hatuna vitambulisho na viwango vya kuoleana ni vikubwa, kule (ng’ambo upande wa Burundi) tuna wajomba, mimi nashauri wasubiri kujiunga kwenye jumuiya, wakiruhusiwa sasa, usalama wetu utayumba,” alisema.

Mwananchi Seleman Senduka, alisema: “Kabla ya kuwakaribisha Rwanda na Burundi, kwanza tujue sisi (Kenya, Tanzania na Uganda), tumefaidika vipi na Jumuiya yetu.”

Naye Jason Bahina, alisema: “Sisi Watanzania hatuna matatizo ya ukabila na vita; wenzetu wanamalizana kwa kuuana. Wanahukumiana kwa kuangaliana pua.

“Kabla ya kuwakaribisha, CCM ifanye kwanza kazi ya kisiasa, ijiridhishe kama kweli kujiunga kwao hakutaleta mgogoro. Kilichosambaratisha jumuiya ya kwanza ni tofauti za kisiasa, kwa hiyo kabla ya kuwakaribisha Rwanda na Burundi, lazima mataifa haya yaeleweke siasa zao.”

Mwananchi mwingine, Joseph Balindie, yeye alisema wananchi wana wasiwasi mkubwa kuona Rwanda na Burundi, zinataka kujiunga kwenye Jumuiya ya Afrika Mashariki.

“Tuna wasiwasi, tabia za wenzetu-kuwashirikisha ni ngumu, wale wanauana, kuwashirikisha si rahisi,” alisema.

Naye Gideon Ruvulahende (66), alisema: “Kuungana ni jambo zuri, sasa kama Rwanda na Burundi nao wanataka kuungana na sisi, kwanza wapewe masharti ya kuumaliza ukabila wao.”

Japhet Israel (62), alisema kwa umri wake huo, hajawahi kusikia Rwanda na Burundi kuna amani.

Alikiri kuwa wananchi katika nchi hizo ni ndugu zetu, na kwamba hata baadhi yao wanafanana na Watanzania, lakini kwa suala la kuwakaribisha kwenye jumuiya kwa sasa, haliafiki.

“Tukiungana tutaharibu usalama wetu, kwanza wajirekebishe, wajue sote tu Waafrika, wajue Watutsi na Wahutu wote ni Waafrika-wajue weupe (Watutsi) na weusi (Wahutu), ni Waafrika, wakijua hivyo, sasa ndipo wakaribishwe kujiunga,” alisema Israel.

Ofisa Uhamiaji Mkuu wa Kituo cha Kabanga, Harride Mwaipyana, alitumia fursa ya mkutano huo wa hadhara kutoa maoni yake.

“Nipo hapa kuanzia mwaka 1999, nimesoma tabia za pande zote. Tusikurupukie kitu bila kukijua. Sisi Tanzania, Kenya na Uganda tunajuana tabia zetu.

“Tabia za hawa wenzetu (Rwanda na Burundi) ni mbaya-hawana amani, wanabaguana, kuna vikao vya usiku vya kujadiliana. Wanakutana kwa mambo ya siri wakitumia viji-sherehe, wanaalikana.

“Ukiwaingiza hawa, nchi itaharibika, wanapenda kutawala, wanajiona ni bora kuliko mtu yeyote duniani, tusiwakaribishe kabisa. Tuchukue muda mrefu sana.

“Mheshimiwa Naibu Waziri naomba ulichukue hili kwa umuhimu wa kipekee.

Ujambazi wameleta wao…,” alisema Mwaipyana, akionekana dhahri kuchukizwa na Rwanda na Burundi kujadiliwa kujiunga kwenye Jumuiya ya Afrika Mashariki.

Maoni kama hayo yametolewa na wananchi wengi katika maeneo mengi ambayo Dk. Kamala ameyazuru.
