Private tax collection is likely to reduce corruption at the collection point by offering mechanisms for penalising poor collectors, a recent study by Research on Poverty Alleviation (REPOA) has revealed.

According to the study, a private tax collector has in general a stronger personal interest in collection results and is prone to employ more effective mechanisms for penalising poor performance on the part of the collector.

``These factors combined may reduce corruption at the point of collection, the potential profits connected with such contracts can however encourage corrupt elements between members of the tender board and private entrepreneurs,`` reads part of the research findings.

It further says that in April 2006, a suspected tender on revenue collection and solid waste management was exposed in Dodoma Municipality and referred to court.

The case which involved a senior council official resulted into substantial financial losses for the municipality.

The research also reveals that experience from other countries shows that this is a problem that could seriously undermine the credibility and work of the outsourcing system.

``An important measure to reduce the potential problem is to ensure administration to access the actual local revenue base,`` the research findings reveal.

``Assessment of the revenue potential is still poor in many councils in the country and may imply that the contracted amount which is to be remitted to the councils only represents a small fraction of revenues actually collected by the agent,`` it further shows.

The research notes that there was a recognised danger as reflected in historical evidence that overzealous collection can occur under privatised tax collection systems; however, this did not seem to be a problem in the councils covered by the study.

However, it suggests that still there was a need for establishing systems for dealing with complaints from taxpayers, including market vendors and property owners.
