      Wana JamiiForums wenzangu...

      Hii habari ninayoiweka ni kutoka kwenye gazeti la Guardian, 09/07/2007. Kwa kweli UCLAS wamekuja na mpango mzuri. Lakini kwa wale ambao wapo kwenye vyombo kama ERB, UDSM, DIT na vyuo vingine kwa pamoja na serikali na sekta binafsi ikiwemo Polisi, Ujenzi, TANROADS, Conslutants, SUMATRA, MUWADA etc wachangie mawazo. Wenzetu wa UCLAS kama mpo jumuisheni wadau wengine ili mpango wenu uwe maridhawa na utoe suluhu ya tatizo hili la usafiri.

      Wazee wa vyuo vikuu, jamani wanafunzi wakati wanafanya projects kwa nini wasipewe mwamsho wa kuweza chunguza na kutoa mapendekezo yao kuhusu suala hili...tayari UCLAS wameshatupa "skeleton" what we need now ni "flesh and blood". Congrats UCLAS but don't hide the info to yourself, share and improve it to cater for the need......

      The University College of Lands and Architectural Studies (UCLAS) has come with a cost effective and permanent solution on road traffic jams in Dar es Salaam.

      UCLAS Assistant Research Fellow, Hussein Rajab, told The Guardian that should the government take into account the said solution, traffic congestion in the city of Dar es Salaam would become history.

      He said: ``Most traffic congestions arise at the junctions. The only answer to traffic jams is to improve the intersections where vehicles converge. Improvement here means construction of either flyovers (overpass) or underpass lanes.

      ``Overpass or underpass is a permanent solution as vehicles will not meet at the junctions as the situation appears at the moment,`` he said.

      He said the lanes would facilitate movement of vehicles heading to final destinations without meeting at the junctions (where there are traffic lights).

      Rajab said the solution would be suitable for small vehicles rather than daladalas due to stoppages and heavy vehicles, as 80 percent of traffic to city centre is made up of small vehicles.

      He said that overpasses could be applicable at the junctions of Mwenge, Morocco, Ubungo, Tabata, Shekilango to mention a few, while the underpasses could be built at the slopes of Kawe Road, St Peter road junction etc.

      ``Construction of an overpass or underpass is a one time investment,`` he said.

      Rajab said expansion or adding more roads would not reduce traffic jams but would instead facilitate vehicles to meet at the junctions.

      He said that traveling on congested roads resulted in increased fuel consumption.

      He mentioned effects of traffic congestion as time wastage, environmental pollution, tear and wear and stress. He further mentioned other effects as difficulties in case of emergencies, noise as motorists try to divert to other quiet areas such as hospitals and schools.

      Dar es Salaam has been experiencing traffic jams, which normally occur during peak hours in the mornings and evenings, as most traffic is heading to and from the city centre due to most offices being located there.

      Traffic Engineering ni somo gumu sana. Mhandisi wa kawaida wa barabara hawezi kulifanya hili somo. Linataka pia uwe na kipaji. Sasa inapotokea MSANII na mwana siasa aanze kutoa maamuzi juu ya hicho kitu, matokea yake ni kuwa anatengeneza MACHINJIONI ....

      ON a more serious note: hii njia tatu itakuwa imeua watu wengi sana! Sijui kama kuna statistics kuhusu hilo? Lakini naamini si wapita njia, au madereva au abiria, ni wengi tu kwani ilikuwa ni hatari sana.
      Sasa tunachohitaji ni tamko rasmi la serikali ikitangaza kufutwa kwa njia tatu na kutangaza utaratibu mpya wa kuboresha barabara na kupunguza foleni

      Unajua watanzania tunatakiwa kubadilika na kuoji haya maamuzi ya kutatanisha. Mtu anaamka na kuweka mpango fulani hata bila ya kufanya utafiti wa kina na kuelimisha watu. Enough is enough...Mr. Politician maamuzi yenu yaendane na masuala ya 'rule of law'.

      Hao TANROADS ni sababu kubwa ya ajali za barabarani maana huwezi kuweka tuta kwenye kupandisha kilima lakini wao wameweka kama matuta matatu ,karibu njia zote tena si kupandisha hata katika kushusha kilima utaona wameweka hiyo dizaini sijui waliiona wapi nafikiri kuna mshamba mmoja ndani yao alisafiri na kuona hayo matuta bila ya shaka yeye aliyaona mitaani kwa ujuaji wake akaona yanaweza kutumika katika highway na zaidi gari zinapopandisha vilima au kushusha ,maana kama basi au track limezidiwa pumzi kwenye kilima basi moja kwa moja litashindwa kuvuka mtihani wa tuta na hapo ndio msalie mtume maana litaanza kurudi kinyumenyume aidha ikiwa ni katika kushusha trailler ya six wheel inaweza kuvuka na kukiacha kichwa kikiendeleza safari wakati trailler ikisebureka mabondeni.

      Mimi nafikiri kamati ya bunge (Miundo mbinu) inabidi iwe inawafanyia perfomarnce appraisal. Bunge lina haja ya kupitisha kanuni za kitaalmu kuhusiana na utendaji wa TANROADS mfano Daraja linatakiwa lijengwe katika kiwango na mfumo hupi? kuwepo na uniformity, pili kuwepo na appraisal perfomance za hizi kanda za TANROADS. Mfano kama ajali nyingi zinatokea eneo fulani basi ukiacha kutupa lawama kwa madereva , pia huyo mtalaamu wa eneo hilo naye awekwe kitimoto. Mimi nafikiri hawa TANROADS wamekuwa fungate kwa muda mrefu na wengi wetu huwa tunachelea kuwastukia.

      njia tatu ni ovyo kabisa na hii inachangiwa na mipango mibovu na madereva wasiojali sheria. ni jambo la kawaida tu kwa madereva wengi kupita kwenye taa nyekundu. hapo awali ilikuwa ni madereva wa daladala na sasa imekuwa kama ugonjwa kwa wengi wenye magari. Je unapoteza kitu gani kufuata kwa usahihi alama za barabarani? Sawa barabara tatu ni makosa tu lakini kuna alama zinazoonyesha magari yaende vipi. Cha kushangaza utakuta magari yamebanana kwenye barabara ambayo inaonyesha kuwa magari kutoka mwenge ndiyo yanapaswa kuitumia barabara hiyo! wakati mwingine tuache kulalama kila mtu awajibike kwa nafasi aliyo nayo. kama una gari basi fuata sheria (maana vitu vingine ni 'sunk costs') wakati mipango mingine ikifanywa kuboresha miundo mbinu.

      Kile chuo cha DIT? kinatengeneza kwa sasa taa za barabarani. Kama wangelipata tenda ya kuzitengeneza hizo taa za Dar tu basi ingelikuwa safi sana. Kuweka alama za barabarani za chini tu (kuweka mistari) ni makosa kwani watu hawaoni hizo alama. kuweka taa za barabarani zikionyesha ni mistari ipi wana taa za kijani na wapi wana nyekundu. Hizi ndiyo zilitakiwa kuwekwa pale kwenye makutano. Faida yake ni kuwa asubuhi zinawaka tatu zinazoenda mjini na jioni zinawaka tatu zinazokwenda Mwenge.       kweli kabisa Sikonge.............Traffic Police wanaweza kujifunza mambo ya GIS na kutumia a simple GPS...........kwa kutumia GPS wanaweza kuingiza information zao zote za kipolisi wanazohitaji na za kihandisi pia (Uingizaji wa fomu za accident inabidi kuandaliwa kwa pamoja i.e Traffic Engineers and Traffic Police) na kwa hiyo kurahisisha kazi yao na katika kutengeneza Accident appreciation Map...........of which nafikri itakuwa msaada mkubwa sana both kwa akina Fundi Mchundo na Morani 75 kwenye design zao........na police kwa ujumla........

      sina hakika sana kama hizi barabara zetu zinafanyiwa safety Audits ......ziwe mpya...au ......pindi tunapobadilisha aina ya matumizi............

      Tatizo hapa ni wizara ya transport na government at large. Mimi sielewi Tanzania kuna Tanroad, NIT nab ado tupo so behind in transport planning.

      Ni vizuri wananchi tukauliza is there any model to prove and predict whatever the strategies wanazokuja nazo zinafanya kazi?

      Transport planning/ traffic engineering is a large area na it needs skilled people. It incorporate socio-economic studies, land use na mambo mengi. Before you make final decision on any traffic/transport strategies approach or highway improvement a model should be built to replicate and predict what will happen once that idea is implemented. This helps to set mitigations against any possible impacts such as congestion, accidents, environmental, economic and social impacts.

      Sasa watu wetu hapa Tanzania wanaamua vitu bila even a simple model. Na sasa hivi there are advanced transport modelling tools available sijui hiyo wizara ya transport, NIT and TANROAD wanafanya nini? Wanalipwa for what purposes?

      ..............ha ha haaaaaaaaaaa, mkuu hii imetulia. Anyway lakini mkubwa kazi ya ujenzi wa barabara kuanzia planning (feasibility stage) sikuzote inafanywa na consultants (mostly international consultants). Hawa wanajua how traffic lights should be designed, security lamps and installation of CCTV cameras along the road. Binafsi nadhani Tanzania swala la kuwa na CCTV barabarani, taa za barabarani, na traffic light zakisasa kwa ajili ya kuongozea magari pamoja na watembea kwa miguu si kipaumbele. Nasema hivi kwakuwa hakuna design inayofanyika ikazingatia mambo haya.

      ha ha ha mkuu umejitahidi kuchambua. Lakini mkuu umewaonea kusema hakuna models wanazotumia. Naomba utambue kuwa Tanzania inategemea wafadhili kujenga miundombinu kama barabara. Kwakigezo hicho tu ili mradi uweze kupata pesa nilazima upitie kwenye vigezo vya Worldbank. Kwakifupi miradi yote ya barabara Africa lazima iwe appraised kwa model iitwayo HDM-4 so is not true kuwa hawatumii models. zipo model nyingine kama RED model, etc

      Tatizo ninaloliona mimi ni usimamizi na inefficiency za serikari at policy level juu ya namna gani miundombinu yetu tunataka iwe.
